บทคัดย่อภาษาไทย

        สารนิพนธ์นี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาระดับการมีส่วนร่วมของประชาชนในการดำเนินของเทศบาลตำบลคำเตย อำเภอไทยเจริญ จังหวัดยโสธร 2) เพื่อศึกษาความสัมพันธ์หลักสาราณียธรรมกับการมีส่วนร่วมของประชาชนในการดำเนินของเทศบาลตำบลคำเตย อำเภอไทยเจริญ จังหวัดยโสธร 3) เพื่อเสนอแนวทางการส่งเสริมการมีส่วนร่วมของประชาชนต่อการดำเนินงานของเทศบาลตำบลคำเตย อำเภอไทยเจริญ จังหวัดยโสธร ดำเนินการวิจัยแบบผสานวิธี เก็บรวบรวมข้อมูลด้วยแบบสอบถาม กลุ่มตัวอย่าง จำนวน 383 คน กำหนดขนาดกลุ่มตัวอย่างโดยคำนวนตามสูตรทาโร่ยามาเน่ เลือกกลุ่มตัวอย่างโดยการสุ่มแบบหลายขั้นตอน วิเคราะห์ข้อมูลทั่วไปโดยใช้สถิติเชิงพรรณาและการทดสอบสมมติฐานการวิจัยใช้การวิเคราะห์ค่าสหสัมพันธ์เพียร์สัน ในการวิจัยเชิงคุณภาพเก็บรวบรวมข้อมูลด้วยวิธีการสัมภาษณ์ ผู้ให้ข้อมูลสำคัญ จำนวน 9 รูปหรือคน ใช้วิธีการเลือกแบบเจาะจง วิเคราะห์ข้อมูลโดยใช้เทคนิคการวิเคราะห์เนื้อหาประกอบบริบทและสังเคราะห์ข้อมูลตามวัตถุประการวิจัย

          ผลการวิจัยพบว่า

      1. การมีส่วนร่วมของประชาชนในการดำเนินของเทศบาลตำบลคำเตย อำเภอไทยเจริญ จังหวัดยโสธร โดยรวม อยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า ประชาชนมีส่วนร่วมในการดำเนินงานของเทศบาลตำบลคำเตยอยู่ในระดับมากทุกด้าน เรียงลำดับการมีส่วนร่วมจากมากไปหาน้อย ได้แก่ ด้านการมีส่วนร่วมรับผลประโยชน์ ด้านการมีส่วนร่วม ด้านตรวจสอบและประเมินผล น้อยที่สุดคือ ด้านการมีส่วนร่วมตัดสินใจ การบูรณาการหลักสาราณียธรรม เพื่อส่งเสริมการมีส่วนร่วมของประชาชนในการดำเนินงานของเทศบาลตำบลคำเตย อำเภอไทยเจริญ จังหวัดยโสธร โดยรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่ามีค่าระดับความคิดเห็นอยู่ในระดับมากทุกด้าน เรียงลำดับจากมากไปหาน้อย คือ ด้านสาธารณโภคิตา ด้านเมตตากายกรรม ด้านทิฏฐิสามัญญตา ด้านสีลสามัญญตา และด้านเมตตามโนกรรม น้อยที่สุด คือ ด้านเมตตาวจีกรรม

        2. ความสัมพันธ์ระหว่างหลักสาราณียธรรมกับการมีส่วนร่วมของประชาชนในการดำเนินของเทศบาลตำบลคำเตย อำเภอไทยเจริญ จังหวัดยโสธร มีความสัมพันธ์ในระดับสูงมาก (R=.924**) จึงยอมรับสมมติฐานการวิจัย

       3. แนวทางการส่งเสริมการมีส่วนร่วมของประชาชนในการดำเนินงานของเทศบาลตำบลคำเตย อำเภอไทยเจริญ จังหวัดยโสธร ด้านการมีส่วนร่วมตัดสินใจ พบว่า เทศบาลตำบลคำเตยควรมีการประชาสัมพันธ์ข้อมูลข่าวสารการดำเนินงานให้ประชาชนทราบอย่างสม่ำเสมอ และเปิดโอกาสให้ประชาชนได้เสนอแนะความคิดเห็นต่อการดำเนินงาน  ด้านการมีส่วนร่วมดำเนินงาน พบว่า เทศบาลควรเปิดโอกาสให้ประชาชนได้ร่วมจัดทำข้อมูลชุมชนเพื่อการพัฒนาการดำเนินงานของเทศบาล  ด้านการมีส่วนร่วมรับผลประโยชน์ พบว่า เทศบาลควรมีเพิ่มโครงการสร้างงานสร้างรายได้ในชุมชน และด้านการมีส่วนร่วมตรวจและประเมินผล พบว่า ควรเปิดโอกาสให้ประชาชนเข้าร่วมเป็นคณะกรรมการตรวจสอบการทำงานของเทศบาล โดยคัดเลือกจากตัวแทนชุมชนจากทุกหมู่บ้าน  ควรส่งเสริมประชาชนให้มีความรู้และเข้าใจเป้าหมายการดำเนินงานตามแผนงานพัฒนาท้องถิ่น และนําหลักพุทธธรรมมาบูรรณาการใช้กำหนดในเรื่องมีวิสัยทัศน์ พันธกิจ ให้สอดคล้องกับเป้าหมายภารกิจของส่วนงาน ภายใต้กรอบของกฎหมาย ระเบียบ ข้อบังคับ

บทคัดย่อภาษาอังกฤษ

            The objectives of this study were: 1) to investigate the level of people's participation in the operation of Kham Toey Municipality Subdistrict, Thai Charoen District, Yasothon Province; 2) to explore the correlation between Saraniyadhamma and people's participation in the operation of Kham Toey Municipality Subdistrict, Thai Charoen District, Yasothon Province; and 3) to propose guidelines for promoting public participation in the operation of Kham Toey Municipality Subdistrict, Thai Charoen District, Yasothon Province. The study employed a mixed-method research approach. The quantitative data were collected from 383 people using a questionnaire. The sample size was determined by using Taro Yamane formula and chosen by multi-stage random sampling. The obtained data were analyzed by descriptive statistics and the research hypothesis was tested by Pearson's correlation analysis. For qualitative approach, data were collected by interview method. 9 key informants were chosen by purposive sampling. The obtained data were analyzed using contextual analysis and data synthesis according to research objectives.

            The results of the research were as follows:

               1. Participation of the people in the operation of the Kham Toey Municipality Subdistrict, Thai Charoen District, Yasothon Province overall was at a high level. From considering each aspect, it was found that people's participation in the operation of the Kham Toei Subdistrict Municipality was at a high level in all aspects with the following order from high to low: receiving benefits; participation; inspection and evaluation. While decision-making had the lowest level. An integration of Saraniyadhamma to promote people’s participation in the operation of Kham Toey Municipality Subdistrict, Thai Charoen District, Yasothon Province was overall at a high level. When each aspect is taken into account, the level of opinion was high in all aspects with the following order from high to low: Sādhāraṇabhogitā (to share any lawful gains with virtuous fellows); Mettākāyakamma (to be amiable in deed, openly and in private); Diṭṭhisāmaññatā (to be endowed with right views along with one’s fellows, openly and in private); Sīlasāmaññatā (to keep without blemish the rules of conduct along with one’s fellows, openly and in private); and Mettāmanokamma (to be amiable in thought, openly and in private), while Mettāvacīkamma (to be amiable in word, openly and in private).

               2. The correlation between Saraniyadhamma and people's participation in the operation of Kham Toey Municipality Subdistrict, Thai Charoen District, Yasothon Province is correlated at a high level (R = .924**), therefore, the null hypothesis is accepted.

         3. The guidelines for promoting public participation in the operation of Kham Toey  Municipality Subdistrict, Thai Charoen District, Yasothon Province were as follows: On decision-making, in which Kham Toey Municipality Subdistrict should regularly publicize information about operation to the public and provide opportunities for people to express their opinions about operation; On participation in operation, in which the municipality should provide opportunities for people to prepare information in order o develop the operation; On receiving benefits, in which the municipality should increase projects to generate more income to the community; On inspection and evaluation, in which the municipality should provide opportunities for people to join as committee members to inspect the operation by selecting community representatives from each village. People should also be encouraged to expand their understanding and knowledge of operation based on local development plans, as well as to use Buddhism to accomplish their visions and missions that are in accordance with laws, rules, and regulations.
