         สารนิพนธ์นี้มีวัตถุประสงค์ คือ 1. เพื่อศึกษาระดับความคาดหวังของประชาชนต่อนโยบายการจำหน่ายสลากกินแบ่งรัฐบาลในอำเภอสุวรรณภูมิ จังหวัดร้อยเอ็ด 2. เพื่อศึกษาความสัมพันธ์ระว่างหลักพรหมวิหาร 4 กับความคาดหวังของประชาชนต่อนโยบายการจำหน่ายสลากกินแบ่งรัฐบาลในอำเภอสุวรรณภูมิ จังหวัดร้อยเอ็ด และ 3. เพื่อศึกษาแนวทางการบูรณาการหลักพรหมวิหาร 4 กับนโยบายการจำหน่ายสลากกินแบ่งรัฐบาลในอำเภอสุวรรณภูมิ จังหวัดร้อยเอ็ด

          การศึกษาวิจัยครั้งนี้ดำเนินการตามระเบียบวิธีวิจัยแบบผสมผสานวิธีโดยใช้ระเบียบวิธีวิจัยเชิงปริมาณและคุณภาพ ผู้วิจัยได้กำหนดขนาดของกลุ่มตัวอย่างและวิธีการสุ่มกลุ่มตัวอย่างซึ่งเป็นประชากรโดยการสุ่มตัวอย่างจากสูตรของ ทาโร่ ยามาเน่ จำนวน 399 คน วิเคราะห์ข้อมูล ด้วยการหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และเชิงสถิติอนุมานโดยหาค่าสัมประสิทธิ์สหสัมพันธ์เพียร์สันในการวิจัยเชิงคุณภาพใช้การสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 9 คน และวิเคราะห์ข้อมูลโดยใช้เทคนิคการวิเคราะห์เนื้อหาประกอบบริบทและสังเคราะห์ข้อมูลตามวัตถุประสงค์ของการวิจัย

          ผลการวิจัยพบว่า

          1. ระดับความคิดเห็นของประชาชนที่มีต่อความคาดหวังของประชาชนที่มีต่อนโยบายการจำหน่ายสลากกินแบ่งรัฐบาลโดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านพบว่าอยู่ในระดับมากทุกด้าน เรียงลำดับจากมากไปหาน้อย ดังนี้ อันดับแรก คือ ด้านการเข้มงวดกวดขันของเจ้าหน้าที่รัฐ รองลงมาคือมาคือ ด้านเงินรางวัล ต่อมาคือ ด้านการจัดสรรจำนวนสลาก ด้านที่มีค่าเฉลี่ยน้อยที่สุดคือ ด้านการกำหนดราคา ตามลำดับ

          2. ผลการวิเคราะห์ความสัมพันธ์ระหว่างหลักพรหมวิหารธรรม 4 กับความคาดหวังของประชาชนต่อนโยบายการจำหน่ายสลากกินแบ่งรัฐบาลในอำเภอสุวรรณภูมิ จังหวัดร้อยเอ็ด พบว่า พบว่ามีความสัมพันธ์เชิงบวกในระดับต่ำ (r =0.337) มีนัยสำคัญทางสถิติที่ระดับ 0.01 จึงปฏิเสธสมมติฐาน

          3. ผลการวิเคราะห์เกี่ยวกับแนวทางการบูรณาการหลักพรหมวิหาร 4 กับนโยบายการจำหน่ายสลากกินแบ่งรัฐบาลในอำเภอสุวรรณภูมิ จังหวัดร้อยเอ็ด พบว่าประชาชนยังไม่เข้าใจขอบเขตอำนาจหน้าที่ของกองสลากและเจ้าหน้าที่ปล่อยและเลยไม่เข้มงวดต่อนโยบายการจำหน่ายสลากแบบเอาจริงเอาจัง ปริมาณรางวัลก็ยังมีจำนวนจำกัด ทำให้โอกาสถูกมีน้อยมากๆ ความพยายามทำให้สลากเป็นเรื่องการเมือง

บทคัดย่อภาษาอังกฤษ

          The study consisted of the following objectives: 1) to investigate the level of people’s expectation regarding the policy on the sale of government lottery tickets in Suwannaphum District, Roi Et Province; 2) to explore the correlation between Brahmavihāra (the Four Sublime States of Mind) and people’s expectation regarding the policy on the sale of government lottery tickets in Suwannaphum District, Roi Et Province; and 3) to explore the guidelines for integrating Brahmavihāra with the policy on the sale of government lottery tickets in Suwannaphum District, Roi Et Province.

            The study employed a mixed-method research approach including both quantitative and qualitative methods. The sample size of 399 persons was determined by using Taro Yamane formula and chosen by simple random sampling. The obtained data were analyzed by frequency, percentage, mean, standard deviation (S.D.), and Pearson's correlation analysis. For qualitative approach, data were collected by in-depth interview method with 9 key informants. The obtained data were analyzed using contextual analysis and data synthesis according to research objectives.

            From the study, the following results were found:

               1) The level of people’s expectation regarding the policy on the sale of government lottery tickets in Suwannaphum District, Roi Et Province was overall at a high level . When each aspect is examined, all aspects were at a high level with the following order from high to low: the rigorousness of lottery office officers  followed by prize money the allocation of lottery tickets  and setting a price respectively.

               2) From analyzing the correlation between Brahmavihāra (the Four Sublime States of Mind) and people’s expectation regarding the policy on the sale of government lottery tickets in Suwannaphum District, Roi Et Province, the correlation was found to be positive at a low level (r = .337) with a statistical significance of 0.01 level; therefore, the null hypothesis was rejected.

               3) Problems of people’s expectation regarding the policy on the sale of government lottery tickets in Suwannaphum District, Roi Et Province were: people lacked understanding of lottery office officiers' power and duties; officers ignored and were negligent in executing policy on the sale of government lottery tickets; there was limited prize money, resulting in a poor probability of winning the lottery; and there was an effort to include politics in lottery tickets.
