บทคัดย่อภาษาไทย

         สารนิพนธ์นี้มีวัตถุประสงค์ คือ 1. เพื่อศึกษาระดับการมีส่วนร่วมของประชาชนในการพัฒนาท้องถิ่น: กรณีศึกษา องค์การบริหารส่วนตำบลสระคู อำเภอสุวรรณภูมิ จังหวัดร้อยเอ็ด 2. เพื่อเปรียบเทียบการมีส่วนร่วมของประชาชนในการพัฒนาท้องถิ่น: กรณีศึกษา องค์การบริหารส่วนตำบลสระคู อำเภอสุวรรณภูมิ จังหวัดร้อยเอ็ด ที่มีเพศ  อายุ ระดับการศึกษา รายได้ อาชีพและตำแหน่งหน้าที่ในชุมชนต่างกัน และ 3. เพื่อศึกษาข้อเสนอแนะการมีส่วนร่วมของประชาชนในการพัฒนาท้องถิ่น: กรณีศึกษา องค์การบริหารส่วนตำบลสระคู อำเภอสุวรรณภูมิ จังหวัดร้อยเอ็ด

          การศึกษาวิจัยครั้งนี้ดำเนินการตามระเบียบวิธีวิจัยแบบผสานวิธี โดยใช้ระเบียบวิธีวิจัยเชิงปริมาณและคุณภาพ ผู้วิจัยได้กำหนดขนาดของกลุ่มตัวอย่างและวิธีการสุ่มกลุ่มตัวอย่างซึ่งเป็นประชากรโดยการสุ่มตัวอย่างจากสูตรของ ทาโร่ ยามาเน่ จำนวน 384 คน วิเคราะห์ข้อมูล ด้วยการหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และวิเคราะห์โดยใช้สถิติอนุมานหรืออ้างอิง ได้แก่ การทดสอบค่าที และการทดสอบความแปรปรวนแบบทางเดียว ถ้าพบความแตกต่างอย่างมีนัยสำคัญทางสถิติ จะทดสอบความแตกต่างของค่าเฉลี่ยเป็นรายคู่ด้วยวิธีการของเชฟเฟ่ และการวิจัยเชิงคุณภาพ โดยวิธีการสัมภาษณ์เชิงลึก กับผู้ให้ข้อมูลสำคัญ จำนวน 9 คน และใช้เทคนิคการวิเคราะห์เนื้อหาเชิงพรรณนา

          ผลการวิจัยพบว่า

        1. ความคิดเห็นของประชาชนที่มีต่อการมีส่วนร่วมของประชาชนในการพัฒนาท้องถิ่น: กรณีศึกษา องค์การบริหารส่วนตำบลสระคู อำเภอสุวรรณภูมิ จังหวัดร้อยเอ็ด โดยภาพรวมการมีส่วนร่วมของประชาชนในการพัฒนาท้องถิ่นอยู่ในระดับมากเมื่อพิจารณาเป็นรายด้านพบว่าอยู่ในระดับมากทุกด้าน

            2. ผลการเปรียบเทียบความคิดเห็นของประชาชนที่มีต่อการมีส่วนร่วมของประชาชนในการพัฒนาท้องถิ่น: กรณีศึกษาองค์การบริหารส่วนตำบลสระคู อำเภอสุวรรณภูมิ จังหวัดร้อยเอ็ด ที่มีเพศ อายุ ระดับการศึกษา รายได้ อาชีพและตำแหน่งหน้าที่ในชุมชนต่างกัน มีความคิดเห็นของประชาชนที่มีต่อการมีส่วนร่วมของประชาชนในการพัฒนาท้องถิ่นไม่แตกต่าง จึงปฏิเสธสมมติฐานการวิจัย

          3. ผลการวิจัยเกี่ยวกับข้อเสนอแนะการมีส่วนร่วมของประชาชนในการพัฒนาท้องถิ่น: กรณีศึกษา องค์การบริหารส่วนตำบลสระคู อำเภอสุวรรณภูมิ จังหวัดร้อยเอ็ดพบว่า ประชาชนไม่เข้าใจในแต่ละเรื่อง แต่ละด้านของการร่วมงาน/กิจกรรมต่าง ๆ จึงไม่ค่อยให้ความร่วมมือ, ประชาชนต้องทำมาหากินเวลา วันหยุด วันทำงานไม่ตรงกัน ประชาชนยังไม่เข้าใจขอบเขตอำนาจหน้าที่ของเทศบาลที่จะสามารถดำเนินการได้ ควรส่งเสริมให้ประชาชนในชุมชนเข้ามามีส่วนร่วมในการดูแลสาธารณธูปโภคของชุมชนพร้อมทั้งเปิดโอกาสให้ประชาชนร่วมแสดงความคิดเห็นและข้อเสนอแนะผ่านเวทีต่าง ๆ

บทคัดย่อภาษาอังกฤษ

           The study consisted of the following objectives: 1) to investigate people’s participation in local development on a case study of Sa Khu Subdistrict Administrative Organization, Suwannaphum District, Roi Et Province; 2) to compare people’s participation in local development on a case study of Sa Khu Subdistrict Administrative Organization, Suwannaphum District, Roi Et Province classified by genders, ages, educational levels, incomes, occupations, and positions in community; and 3) to explore suggestions for people’s participation in local development on a case study of Sa Khu Subdistrict Administrative Organization, Suwannaphum District, Roi Et Province.

            The study employed mixed-method research including quantitative and qualitative methods. For quantitative method, a sample group of 384 persons was determined by Taro Yamane formula. The qualitative data were analyzed by frequency, percentage, mean, standard deviation (S.D.), t-test, and One-Way ANOVA. The pairwise differences were tested by using Scheffe's Method. For qualitative method, the tool used was in-depth interview with 9 key informants. The obtained data were analyzed by content analysis technique.

            From the study, the following results were found:

               1) People’s participation in local development on a case study of Sa Khu Subdistrict Administrative Organization, Suwannaphum District, Roi Et Province was overall at a high level. When all aspects were examined, they were all at a high level.

               2) From comparing people’s opinions toward their participation in local development on a case study of Sa Khu Subdistrict Administrative Organization, Suwannaphum District, Roi Et Province classified by different genders, ages, educational levels, incomes, occupations, and positions in community, the findings revealed that people’s opinions were not different; therefore, the null hypothesis was rejected.

               3) Problems of people’s participation in local development on a case study of Sa Khu Subdistrict Administrative Organization, Suwannaphum District, Roi Et Province were found as follows: people did not cooperate because they did not understand their involvement in activities and they had diverse working and vacation schedules, and people did not understand the authority and duties of the municipality. Suggestions found involved urging people to participate in public utilities and offering opportunity for people to share their ideas and suggestions through various platforms.
