        สารนิพนธ์นี้มีวัตถุประสงค์คือ 1. เพื่อศึกษาระดับการมีส่วนร่วมของประชาชนในการดำเนินการจัดทำแผนพัฒนาของเทศบาลตำบลเมืองหงส์ อำเภอจตุรพักตรพิมาน จังหวัดร้อยเอ็ด 2. เพื่อศึกษาความสัมพันธ์ระหว่างหลักสังคหวัตถุธรรมกับการมีส่วนร่วมของประชาชนในการดำเนินการจัดทำแผนพัฒนาของเทศบาลตำบลเมืองหงส์ อำเภอจตุรพักตรพิมาน จังหวัดร้อยเอ็ด 3. เพื่อศึกษาแนวทางการบูรณาการหลักสังคหวัตถุธรรมเพื่อส่งเสริมการมีส่วนร่วมของประชาชนที่มีประสิทธิภาพในการดำเนินการจัดทำแผนพัฒนาของเทศบาลตำบลเมืองหงส์ อำเภอจตุรพักตรพิมาน จังหวัดร้อยเอ็ด การศึกษาวิจัยครั้งนี้ ดำเนินการตามระเบียบวิธีการวิจัยแบบผสานวิธี คือการวิจัยเชิงปริมาณซึ่งใช้วิธีการวิจัยเชิงสำรวจ โดยการแจกแบบสอบถาม กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ประชาชนที่อาศัยในเขตพื้นที่ตำบลเมืองหงส์ อำเภอจตุรพักตรพิมาน จังหวัดร้อยเอ็ด โดยใช้วิธีการสุ่มตัวอย่างจากสูตรของ Taro Yamane ได้กลุ่มตัวอย่างจำนวน 380 คน วิเคราะห์ข้อมูลด้วยการหาความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และวิเคราะห์ข้อมูลด้วยการหาสัมประสิทธิ์สหสัมพันธ์เพียสัน (Pearson Correlation) ในการวิจัยเชิงคุณภาพใช้การสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 11 รูปหรือคน และใช้เทคนิคการวิเคราะห์เนื้อหาเชิงพรรณนา

          ผลการวิจัยพบว่า

          1. ระดับการมีส่วนร่วมของประชาชนในการดำเนินการจัดทำแผนพัฒนาของเทศบาลตำบลเมืองหงส์ อำเภอจตุรพักตรพิมาน จังหวัดร้อยเอ็ด ตามหลักสังคหวัตถุธรรม โดยภาพรวมอยู่ในระดับมาก

         2. ความสัมพันธ์ระหว่างหลักสังคหวัตถุธรรมกับการมีส่วนร่วมของประชาชนในการดำเนินการจัดทำแผนพัฒนาของเทศบาลตำบลเมืองหงส์ อำเภอจตุรพักตรพิมาน จังหวัดร้อยเอ็ด พบว่า มีความสัมพันธ์เชิงบวกในระดับสูงมาก (R=.961**) มีนัยสำคัญทางสถิติที่ระดับ 0.01 จึงยอมรับสมมุติฐาน

         3. แนวทางการบูรณาการหลักสังคหวัตถุธรรมเพื่อส่งเสริมการมีส่วนร่วมของประชาชนที่มีประสิทธิภาพในการดำเนินการจัดทำแผนพัฒนาของเทศบาลตำบลเมืองหงส์ อำเภอจตุรพักตรพิมาน จังหวัดร้อยเอ็ด พบว่า การดำเนินการจัดทำแผนพัฒนาของเทศบาลควรนำหลักสังคหวัตถุธรรมมาปรับใช้ให้สอดคล้องกับแนวคิดของหลักการมีส่วนร่วมเพื่อให้การจัดทำแผนพัฒนาของเทศบาลมีความสำเร็จทั้งด้านผลสัมฤทธิ์ของงาน ประสิทธิภาพประสิทธิผล

บทคัดย่อภาษาอังกฤษ

           The study consisted of the following objectives: 1) to investigate public participation in the operation of development plans of Muanghong Subdistrict Municipality, Chaturaphakphiman District, Roi Et Province; 2) to explore the correlation between Saṅgahavatthu and public participation in the operation of development plans of Muanghong Subdistrict Municipality, Chaturaphakphiman District, Roi Et Province; and 3) to study the guidelines for integrating Saṅgahavatthu to promote public participation in the operation of development plans of Muanghong Subdistrict Municipality, Chaturaphakphiman District, Roi Et Province. The study used a mixed-method approach that included qualitative and quantitative methods. A questionnaire was used to acquire quantitative data from a sample group of 380 persons, who were residents in Muanghong Subdistrict Municipality, Chaturaphakphiman District, Roi Et Province and chosen by using Taro Yamane table. The data collected were evaluated using frequency, percentage, mean, standard deviation, and Pearson correlation coefficient. The qualitative data were collected with 11 key informants. The obtained data were analyzed by descriptive analysis.

            From the study, the following results are found:

               1) Public participation in the operation of development plans of Muanghong Subdistrict Municipality, Chaturaphakphiman District, Roi Et Province is overall at a high level.

       2) Saṅgahavatthu and public participation in the operation of development plans of Muanghong Subdistrict Municipality, Chaturaphakphiman District, Roi Et Province are positively correlated at a high level (R=.961**) with a statistical significance of 0.01; therefore, the null hypothesis was accepted.

             3) The guidelines for integrating Saṅgahavatthu to promote public participation in the operation of development plans of Muanghong Subdistrict Municipality, Chaturaphakphiman District, Roi Et Province are: the development plans should be integrated with Saṅgahavatthu (four bases of social solidarity) as well as the participatory principle to ensure its success in terms of achievement, efficiency, and effectiveness.
