บทคัดย่อภาษาไทย

         สารนิพนธ์นี้มีวัตถุประสงค์เพื่อ 1. ศึกษาระดับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาองค์การบริหารส่วนตำบลรอบเมือง อำเภอเมือง จังหวัดร้อยเอ็ด 2. เปรียบเทียบการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาองค์การบริหารส่วนตำบลรอบเมือง อำเภอเมือง จังหวัดร้อยเอ็ด และ 3. เสนอแนวทางการพัฒนาการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาขององค์การบริหารส่วนตำบลรอบเมือง อำเภอเมือง จังหวัดร้อยเอ็ด การศึกษาวิจัยครั้งนี้ ดำเนินการตามระเบียบวิธีการวิจัยแบบผสานวิธี คือการวิจัยเชิงปริมาณซึ่งใช้วิธีการวิจัยเชิงสำรวจ โดยการแจกแบบสอบถาม กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ประชาชนที่อาศัยในเขตพื้นที่ตำบลรอบเมือง อำเภอเมือง จังหวัดร้อยเอ็ด โดยใช้วิธีการสุ่มตัวอย่างจากสูตรของ Taro Yamane ได้กลุ่มตัวอย่างจำนวน 392 คน วิเคราะห์ข้อมูลด้วยการหาความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และวิเคราะห์การทดสอบค่า t-test และการทดสอบค่า F-test ด้วยวิธีการวิเคราะห์ความแปรปรวนทางเดียว ในกรณีตัวแปรต้นมีตั้งแต่ 3 กลุ่มขึ้นไป เมื่อพบว่ามีความแตกต่าง จะทำการเปรียบเทียบความแตกต่างค่าเฉลี่ยเป็นรายคู่ ด้วยวิธีผลต่างนัยสำคัญน้อยที่สุด (LSD) และวิธีวิจัยเชิงคุณภาพ โดยวิธีการสัมภาษณ์แบบเชิงลึกกับผู้ที่ให้ข้อมูลสำคัญ จำนวน 10 รูปหรือคน และใช้เทคนิคการวิเคราะห์เนื้อหาเชิงพรรณนา

          ผลการวิจัยพบว่า

          1. ระดับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาองค์การบริหารส่วนตำบลรอบเมือง อำเภอเมือง จังหวัดร้อยเอ็ด โดยรวมอยู่ในระดับมาก ได้แก่ 1) ด้านการมีส่วนร่วมในการตัดสินใจ  2) ด้านการมีส่วนร่วมในการดำเนินการ 3) ด้านการมีส่วนร่วมในผลประโยชน์  และ 4) ด้านการมีส่วนร่วมในการติดตามประเมินผล การมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาองค์การบริหารส่วนตำบลรอบเมือง อำเภอเมือง จังหวัดร้อยเอ็ด ตามหลักอิทธิบาท 4 โดยรวมอยู่ในระดับมาก ได้แก่ 1) ฉันทะ คือ ความพอใจ 2) วิริยะ คือ ความเพียรพยายาม  3) จิตตะ คือ ความเอาใจใส่ และ 4) วิมังสา คือ ความไตร่ตรอง

          2. ผลการเปรียบเทียบการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาองค์การบริหารส่วนตำบลรอบเมือง อำเภอเมือง จังหวัดร้อยเอ็ด โดยจำแนกตามปัจจัยส่วนบุคคล พบว่า เพศที่ต่างกัน มีส่วนร่วมในการจัดทำแผนพัฒนาองค์การบริหารส่วนตำบลแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 จึงยอมรับสมมติฐานการวิจัย ส่วนประชาชนที่มี อายุ ระดับการศึกษา อาชีพ และรายได้ต่อเดือนที่ต่างกัน มีส่วนร่วมในการจัดทำแผนพัฒนาองค์การบริหารส่วนตำบลไม่แตกต่างกันจึงปฏิเสธสมมติฐานการวิจัย

          3. แนวทางการพัฒนาการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาขององค์การบริหารส่วนตำบลรอบเมือง อำเภอเมือง จังหวัดร้อยเอ็ด พบว่า แผนพัฒนาองค์การบริหารส่วนตำบลควรนำหลักธรรมอิทธิบาท 4 ทั้ง 4 หลักมาปรับใช้ให้สอดคล้องกับแนวคิดการจัดทำแผนพัฒนาเพื่อให้การบริหารมีประสิทธิภาพและความสัมพันธ์อันดีกับประชาชน ดังนี้ 1) ฉันทะ หมายถึง ความพอใจที่ทำสิ่งนั้นและทำสิ่งนั้นด้วยใจรัก 2) วิริยะ หมายถึง ความเพียรพยายามทำสิ่งนั้นด้วยความพยายามอย่างเข้มแข็งและอดทน 3) จิตตะ หมายถึง ความใส่ใจในการทำงาน และ 4) วิมังสา หมายถึง การไม่ทิ้งงาน คอยตรวจสอบ ไตร่ตรอง ทบทวน พิจารณางานนั้น ๆ เพื่อการทำงานอย่างมีประสิทธิภาพมากขึ้น

บทคัดย่อภาษาอังกฤษ

          The study consisted of the following objectives: 1) to investigate the level of people’s participation in the preparation of development plans of Robmuang Subdistrict Administrative Organization, Mueang District, Roi Et Province; 2) to compare people’s participation in the preparation of development plans of Robmuang Subdistrict Administrative Organization, Mueang District, Roi Et Province; and 3) to propose the guidelines for developing people’s participation in the preparation of development plans of Robmuang Subdistrict Administrative Organization, Mueang District, Roi Et Province. The study used a mixed-method approach that included qualitative and quantitative methods. A questionnaire was used to acquire quantitative data from a sample group of 392 persons, who were residents in Robmuang Subdistrict Administrative Organization, Mueang District, Roi Et Province and chosen by using Taro Yamane table. The data collected were evaluated using frequency, percentage, mean, standard deviation, t-test, f-test, One-Way ANOVA, and least significant difference (LSD). The qualitative data were collected with 10 key informants. The obtained data were analyzed by descriptive analysis.

            From the study, the following results are found:

              1) The level of people’s participation in the preparation of development plans of Robmuang Subdistrict Administrative Organization, Mueang District, Roi Et Province is overall at a high level, with the following details: (1) Co-decision making; (2) participation in the operations; (3) participation in receiving benefits; and (4) participation in monitoring and evaluation . People’s participation in the preparation of development plans of Robmuang Subdistrict Administrative Organization, Mueang District, Roi Et Province based on Iddhipāda (the four paths of accomplishment) is overall at a high level , with the following details: (1) Chanda referring to aspiration;             (2) Viriya referring to effort ; (3) Citta referring to thoughtfulness ; and (4) Vimaṃsā referring to examination.

2) From comparing people’s participation in the preparation of development plans of Robmuang Subdistrict Administrative Organization, Mueang District, Roi Et Province classified by personal factors, it is found that people of different genders have different participation in the preparation of development plans with a statistical significance of 0.05; therefore, the null hypothesis is accepted. People of different genders, educational levels, occupations, and incomes have no difference in the preparation of development plans; therefore, the null hypothesis is rejected.

         3) The guidelines for developing people’s participation in the preparation of development plans of Robmuang Subdistrict Administrative Organization, Mueang District, Roi Et Province reveal that the development plans should be integrated with Iddhipāda to ensure its efficiency and positive relationship with people, as follows: (1) Chanda referring to satisfaction and aspiration in doing what one loves; (2) Viriya referring to effort in doing work with patience and strength; (3) Citta referring to thoughtfulness in work; and (4) Vimaṃsā referring to examination and investigation on that work to ensure more efficiency.
