บทคัดย่อภาษาไทย

         สารนิพนธ์นี้มีวัตถุประสงค์ คือ 1. เพื่อศึกษาความพึงพอใจของประชาชนที่มีต่อการให้บริการด้านสาธารณูปโภคของเทศบาลตำบลบ้านนิเวศน์ อำเภอธวัชบุรี จังหวัดร้อยเอ็ด 2. เพื่อศึกษาการบูรณาการหลักสาราณียธรรมกับความพึงพอใจของประชาชนที่มีต่อการให้บริการด้านสาธารณูปโภคของเทศบาลตำบลบ้านนิเวศน์ อำเภอธวัชบุรี จังหวัดร้อยเอ็ด  3.เพื่อศึกษาความสัมพันธ์ระหว่างหลักสาราณียธรรมกับความพึงพอใจของประชาชนที่มีต่อการให้บริการด้านสาธารณูปโภคของเทศบาลตำบลบ้านนิเวศน์ อำเภอธวัชบุรี จังหวัดร้อยเอ็ด  4. เพื่อศึกษาแนวทางการบูรณาการหลักสาราณียธรรมเพื่อส่งเสริมความพึงพอใจของประชาชนที่มีต่อการให้บริการด้านสาธารณูปโภคของเทศบาลตำบลบ้านนิเวศน์ อำเภอธวัชบุรี  จังหวัดร้อยเอ็ด ควรเป็นอย่างไรจำนวน  345  คน กำหนดขนาดกลุ่มตัวอย่างโดยคำนวนสูตรทาโร่ยามาเน่  (Taro Yamane)  เลือกกลุ่มตัวอย่างโดยการสุ่มแบบหลายขั้นตอน วิเคราะห์ข้อมูลทั่วไปโดยใช้สถิติเชิงพรรณนาและการทดสอบสมมติฐานการวิจัยใช้การวิเคราะห์ค่าสหสัมพันธ์เพียร์สัน  ในการวิจัยเชิงคุณภาพเก็บรวบรวมข้อมูลด้วยวิธีการสัมภาษณ์  ผู้ให้ข้อมูลสำคัญ  จำนวน  9 รูป หรือคน ใช้วิธีการเลือกแบบเจาะจงวิเคราะห์ข้อมูลโดยใช้เทคนิคการวิเคราะห์เนื้อหาประกอบบริบทและสังเคราะห์ข้อมูลตามวัตถุประการวิจัย

          ผลการวิจัยพบว่า

          1)  ความพึงพอใจของประชาชนที่มีต่อการให้บริการด้านสาธารณูปโภคของเทศบาลตำบลบ้านนิเวศน์ อำเภอธวัชบุรี จังหวัดร้อยเอ็ด โดยรวมอยู่ในระดับมาก

          2)  การบูรณาการหลักสาราณียธรรมกับความพึงพอใจของประชาชนที่มีต่อการให้บริการด้านสาธารณูปโภคของเทศบาลตำบลบ้านนิเวศน์ อำเภอธวัชบุรี จังหวัดร้อยเอ็ดโดยรวม อยู่ในระดับมาก

         3)  ความสัมพันธ์ระหว่างหลักสาราณียธรรมกับความพึงพอใจของประชาชนที่มีต่อการให้บริการด้านสาธารณูปโภคของเทศบาลตำบลบ้านนิเวศน์ อำเภอธวัชบุรี จังหวัดร้อยเอ็ด โดยภาพรวม มีความสัมพันธ์เชิงบวกในระดับสูง (R=.891**)

         4)  เพื่อศึกษาแนวทางการบูรณาการหลักสาราณียธรรมเพื่อส่งเสริมความพึงพอใจของประชาชนที่มีต่อการให้บริการด้านสาธารณูปโภคของเทศบาลตำบลบ้านนิเวศน์  อำเภอธวัชบุรี  จังหวัดร้อยเอ็ด  จำแนกเป็นปัจจัยหลักสาราณียธรรม 6 ด้าน คือ  1) เมตตากายกรรม ทำดีต่อกันด้วยเมตตา รู้จักให้เกียรติ แสดงไมตรีและความหวังดีต่อเพื่อน ร่วมงาน ร่วมกิจการ ร่วมชุมชน ช่วยเหลือกิจธุระต่างๆ  โดยเต็มใจ แสดงอาการกิริยาสุภาพ เคารพนับถือกัน  2) เมตตาวจีกรรม  พูดต่อกันแต่สิ่งที่ดีงาม ด้วยเมตตา ให้กำลังใจ  ช่วยบอกแจ้งสิ่งที่ไม่เป็นประโยชน์สั่งสอนหรือแนะนำตักเตือนด้วยความหวังดี  กล่าววาจาสุภาพ ไม่พูดส่อเสียด แสดงความเคารพนับถือกันทั้งต่อหน้าและลับหลัง  3) เมตตามโนกรรม คิดต่อกันด้วยเมตตา มีความปรารถนาดีต่อกัน  ตั้งจิตปรารถนาดี คิดทำสิ่งที่เป็นประโยชน์แก่กัน 4)  สาธารณโภคี  ได้มาแบ่งกันกินใช้แบ่งปันลาภผลที่ได้มาโดยชอบธรรม แม้เป็นของเล็กน้อย ก็แจกจ่ายให้ได้มีส่วนร่วมใช้สอยบริโภคทั่วกัน  5)  สีลสามัญยุตา ประพฤติให้ดี มีระเบียบวินัยเหมือนผู้อื่น  มีความประพฤติสุจริตดีงาม รักษาระเบียบวินัยของส่วนร่วม ไม่ทำตนให้เป็นที่น่ารังเกียจหรือเสื่อมเสีย แก่หมู่คณะ ไม่ประพฤติตนในทางที่แตกแยกจนถูกผู้อื่นรังควาน  หรือสร้างความเดือนร้อนแก่ผู้อื่น 6)  ทิฏฐิสามัญยุตา  ปรับความเห็นเข้าได้ เคารพรับฟังความคิดเห็นกัน มีความเห็นชอบร่วมกัน ตกลงกันได้ในหลักการสำคัญ ยึดถืออุดมคติหลักแห่งความดีงามหรือจุดหมายสูงสุดอันเดียวกันมีความเท่าเทียมกันในความคิด  กับความพึงพอใจการให้บริการด้านสาธารณูปโภค 4 ด้าน ประกอบด้วย 1) ด้านโครงสร้าง  2) ด้านสิ่งแวดล้อมและการจัดการทรัพยากรธรรมชาติ 3) ด้านเศรษฐกิจและสังคม  4) ด้านการเมืองและการบริหาร

          5)  ข้อเสนอแนะ ควรส่งเสริมประชาชนให้มีความรู้ความเข้าใจเป้าหมายในการดำเนินงานในด้านสาธารณูปโภคและเข้ามามีส่วนร่วมในการดำเนินงาน เพื่อที่จะได้แก้ไขหรือพัฒนาได้ตรงกับความต้องการของชุมชน/หมู่บ้าน นำหลักพุทธธรรมมาบูรณาการในการกำหนดในแผนการดำเนินงานเพื่อให้สอดคล้องกับเป้าหมายภารกิจของส่วนงาน ภายใต้กรอบของกฎหมาย ระเบียบ ข้อบังคับและนำหลักพุทธธรรมมาปรับใช้ในการบริการในด้านสาธารณูปโภคของเทศบาลเพื่อให้สอดคล้องกับเป้าหมายภารกิจของส่วนงานต่างๆ

บทคัดย่อภาษาอังกฤษ

           The study consisted of the following objectives: 1) to investigate public satisfaction with utility services of Ban Niwet Municipality, Thawatburi District, Roi Et Province; 2) to explore an integration of Sārānīyadhamma with public satisfaction toward utility services of Ban Niwet Municipality, Thawatburi District, Roi Et Province; 3) to investigate the correlation of Sārānīyadhamma and public satisfaction with utility services of Ban Niwet Municipality, Thawatburi District, Roi Et Province; and 4) to explore the guidelines for integrating Sārānīyadhamma to promote public satisfaction with utility services of Ban Niwet Municipality, Thawatburi District, Roi Et Province. The data were collected with a sample group of 345 persons, who were chosen by multi-stage sampling, using Taro Yamane table. The obtained data were analyzed by descriptive statistics and Pearson correlation coefficient. The qualitative data were collected via in-depth interviews with 9 key informants, who were chosen by purposive sampling. The obtained qualitative data were analyzed by content analysis and synthesized according to the research objectives.

            From the study, the following results are found:

               1) Public satisfaction with utility services of Ban Niwet Municipality, Thawatburi District, Roi Et Province is overall at a high level.

              2) An integration of Sārānīyadhamma with public satisfaction toward utility services of Ban Niwet Municipality, Thawatburi District, Roi Et Province is overall at a high level.

               3) Sārānīyadhamma and public satisfaction with utility services of Ban Niwet Municipality, Thawatburi District, Roi Et Province are correlated positively at a high level (R=.891**).

               4) The guidelines for integrating Sārānīyadhamma to promote public satisfaction with utility services of Ban Niwet Municipality, Thawatburi District, Roi Et Province are as follows: (1) Mettākāyakamma, which refers to doing good, helping, respecting, and wishing well to friends, coworkers, and communities;(2) Mettāvacīkamma, which refers to talking pleasant and encouraging things to one another, saying beneficial things and making advice based on good wishes, being polite and respecting one another; (3) Mettāmanokamma, which refers to having good wishes and loving-kindness for one another, as well as doing beneficial things for one another; (4) Sādhāraṇabhogitā, which refers to sharing and distributing what one has gained to one another, even if it is small; (5) Sīlasāmaññatā, which refers to honest and disciplined behavior, preserving public discipline, and not troubling oneself or others; and (5) Diṭṭhisāmaññatā, which refers to adapting to and respecting the viewpoints of others, agreeing on key principles, adhering to goodness or the highest goal. Utility services comprise 4 aspects which are: (1) structure; (2) environment and natural resource management; (3) economy and society; and (4) politics and management.

               5) Suggestions include encouraging people to learn about and understand the goals of utility operations, as well as participating in them, so that development is in line with the needs of the community/villagers. When making plans, the Buddhadhamma should be integrated to ensure that they are aligned with work objectives while adhering to the law, regulations, and rules. The Buddhadhamma should also be applied in utility services of the municipality to ensure that they are according to the work goals.
