การวิจัยนี้มีวัตถุประสงค์ 1. เพื่อศึกษาระดับการมีส่วนร่วมในการบริหารงานกำจัดมูลฝอยของเทศบาลตำบลทุ่งหลวง อำเภอสุวรรณภูมิ จังหวัดร้อยเอ็ด 2. เพื่อเปรียบเทียบการมีส่วนร่วมของประชาชนในการบริหารงานกำจัดมูลฝอยของเทศบาลตำบลทุ่งหลวง อำเภอสุวรรณภูมิ จังหวัดร้อยเอ็ด โดยจาแนกตามปัจจัยส่วนบุคคล 3. เพื่อศึกษาปัญหา อุปสรรคและข้อเสนอแนะต่อการมีส่วนร่วมของประชาชนในการบริหารงานกำจัดมูลฝอยของเทศบาลตำบลทุ่งหลวง อำเภอสุวรรณภูมิ จังหวัดร้อยเอ็ด

 

                ดำเนินการวิจัยแบบผสานวิธี โดยการวิจัยเชิงปริมาณ ใช้แบบสอบถามซึ่งมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.983 สำรวจจากกลุ่มตัวอย่าง คือประชาชนในพื้นที่เทศบาลตำบลทุ่งหลวง จานวน 381 คน วิเคราะห์ข้อมูลโดยหาความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน การทดสอบค่าที และการทดสอบค่าเอฟ ด้วยวิธีการวิเคราะห์ความแปรปรวนทางเดียว กรณีตัวแปรต้นตั้งแต่ 3 กลุ่มขึ้นไป เมื่อพบว่ามีความแตกต่างจะทาการเปรียบเทียบความแตกต่างค่าเฉลี่ยเป็นรายคู่ด้วยวิธีผลต่างนัยสาคัญน้อยที่สุด และการวิจัยเชิงคุณภาพ โดยวิธีการสัมภาษณ์เชิงลึก กับผู้ให้ข้อมูลสำคัญ จำนวน 12 คน และใช้เทคนิคการวิเคราะห์เนื้อหาเชิงพรรณนา

             ผลการวิจัยพบว่า

             1. ระดับการมีส่วนร่วมของประชาชนในการบริหารงานกำจัดมูลฝอยของเทศบาลตาบลทุ่งหลวง อำเภอสุวรรณภูมิ จังหวัดร้อยเอ็ด โดยภาพรวมอยู่ในระดับมาก (x̅= 3.51,S.D.= 0.738) เมื่อจาแนกเป็นรายด้านพบว่า ประชาชนมีส่วนร่วมในการบริหารงานกำจัดมูลฝอยของเทศบาลตำบลทุ่งหลวง อาเภอสุวรรณภูมิ จังหวัดร้อยเอ็ด อยู่ในระดับปานกลาง คือ ด้านการมีส่วนร่วมในการประเมินโครงการ (x̅=3.35,S.D.=0.887) ส่วนด้านการมีส่วนร่วมในการรับผลประโยชน์ (x̅=3.66,S.D.=0.806) ด้านการมีส่วนร่วมในการดาเนินงาน (x̅=3.57,S.D.=0.778) และด้านการมีส่วนร่วมในการตัดสินใจ (x̅=3.44,S.D.=0.841) อยู่ในระดับมาก

              2. ผลการเปรียบเทียบการมีส่วนร่วมของประชาชนในการบริหารงานกำจัดมูลฝอยของเทศบาลตาบลทุ่งหลวง อำเภอสุวรรณภูมิ จังหวัดร้อยเอ็ด จำแนกตามปัจจัยส่วนบุคคลพบว่า ประชาชนที่มีอายุ ระดับการศึกษา และรายได้ต่างกัน มีส่วนร่วมในการบริหารงานกาจัดมูลฝอยแตกต่างกัน อย่างมีนัยสาคัญทางสถิติที่ระดับ 0.05 จึงยอมรับสมมติฐานการวิจัย ส่วนประชาชนที่มีเพศ และอาชีพต่างกัน มีส่วนร่วมในการบริหารงานกาจัดมูลฝอยไม่แตกต่าง จึงปฏิเสฐสมมติฐานการวิจัย

              3. ปัญหาและอุปสรรค เกี่ยวกับการมีส่วนร่วมของประชาชนในการบริหารงานกาจัดมูลฝอยของเทศบาลตาบลทุ่งหลวง อาเภอสุวรรณภูมิ จังหวัดร้อยเอ็ด 1) ประชาชนไม่ค่อยมีเวลาในการมีส่วนร่วมในการตัดสินใจ ทุกฝ่ายไม่ค่อยได้พูดจาตกลงกันเท่าที่ควร 2) เทศบาลไม่มีรถเก็บขยะและไม่มีสถานที่ทิ้งขยะ 3) แยกขยะเพื่อนาไปแต่ได้ราคาที่ไม่เป็นธรรม 4) เนื่องจากเทศบาลยังไม่มีรถเก็บขยะและการคัดแยกที่เป็นระบบ จึงไม่สามารถให้รายละเอียดที่ชัดเจนได้ ส่วนอุปกรณ์ถังแยกขยะยังไม่เพียงพอต่อความต้องการของชุมชน ข้อเสนอแนะ เกี่ยวกับการมีส่วนร่วมของประชาชนในการบริหารงานกาจัดมูลฝอยของเทศบาลตาบลทุ่งหลวง อาเภอสุวรรณภูมิ จังหวัดร้อยเอ็ด 1) การรณรงค์และประชาสัมพันธ์จะต้องทาอย่างสม่าเสมอและต่อเนื่องซึ่งเป็นอีกวิธีการหนึ่งที่จะกระตุ้นให้ประชาชนสนใจรับทราบและปฏิบัติตาม 2) รณรงค์และประชาสัมพันธ์ในเรื่องการลดปริมาณขยะด้วยการคัดแยกประเภทขยะจากแหล่งกาเนิดนาขยะบางส่วนกลับมาใช้ใหม่และการนาขยะเปียกมาใช้ทาปุ๋ยหมัก 3) จัดหาพ่อค้าคนกลางมาซื้อขยะที่แยกในราคาที่เหมาะสม 4) ให้ประชาชนมีโอกาสเข้าไปมีส่วนร่วมเป็นคณะกรรมการประเมินผลในการดาเนินการจัดการขยะของเทศบาล

               The objectives of this research were: 1. to study the level of participation in solid waste management of Thung Luang Sub-District Municipality. Suwannaphum District, Roi Et Province, 2. to compare the participation of people in solid waste management of Thung Luang Subdistrict Municipality. Suwannaphum District Roi ed, classified  by personal factors and  3. to study problems obstacles and suggestions for public participation in solid waste management of Thung Luang Subdistrict Municipality Suwannaphum District Roi ed

               Methodology was the mixed methods: the quantitative research collected data with questionnaires which have the whole confidence value equal to 0.983 from 381 samples who were people at   Thung Luang Sub-District Municipality the data were analyzed by frequency, percentage, mean and standard deviation. t-test and testing the F- value with one-way analysis of variance.  In the case of 3 or more paired variables, when there were differences, the comparison of the mean difference is paired by the least significant difference method. Gualitative research collected data from 12 key informants by in-depth interview and analyzed data by descriptive interpretation. 

               1. The level of people participation in Solid waste management of Tambon Thung Luang Municipality, Suvarnabhumi District, Roi Et Province, by overall, was  at a high level ( = 3.51, S.D. = 0.738). Each aspect was also at high level, namely, people participate in the waste disposal management of Thung Luang Subdistrict Municipality. Suwannaphum District Roi ed was at the moderate level, the participation in the project evaluation was at high level (  = 3.35, S.D. = 0.887) while the participation in receiving benefits was at high level (  = 3.66, S.D. = 0.806) the participation in the operation was at high level (  = 3.57, S.D.  =  0.778) and participation in decision making was at high level 
(  3.44, S.D. = 0.841) respectively.

                2. The comparison of people participation in solid waste management of Tambon Thung Luang Municipality, Suvarnabhumi District, Roi Et Province, classified by personal factors, indicated that  peoplewith different age, educational level and different income participated in the management at different level with statistical significance at 0.05, therefore accepting the set research hypotheses. 
For people with different sex and occupations participated in the management of solid waste disposal at no different level, rejecting the set hypothesis.

                3. Problems and obstacles of people participation in solid waste management of Tambon Thung Luang Municipality, Suvarnabhumi District, Roi Et Province were that; 
1) People rarely have time to participate in decision making. All parties concerned did not have time to discuss the matters, 2) The municipality did not have  trucks  to collect garbage and had no garbage dumping sites systematically, 3) Garbage separation for selling with inappriate price, 4) The municipality did not have trucks for garbage collection systematically, there was not details could be found, The garbage separation equipment were not enough to meet the needs of the community. 

              Suggestions for public participation in solid waste management of Thung Luang Sub-District Municipality Suwannaphum District Roi Et Province were that:  1) Campaigns and public relations must be done consistently and continuously, which is another way to encourage people to be aware of and follow, 2) Campaign and publicize on waste reduction by sorting waste, from the source of some recycled waste and the use of wet waste for composting, 3) To provide middlemen to buy the garbage at a reasonable price, 4) Allow public the opportunity to participate in the management as an evaluation committee for municipal waste management.
