บทคัดย่อภาษาไทย

สารนิพนธ์นี้มีวัตถุประสงค์ คือ 1) เพื่อศึกษาระดับการมีส่วนร่วมของประชาชนในการบริหารงานขององค์การบริหารส่วนตำบลแม่สา อำเภอเวียงสา จังหวัดน่าน 2) เพื่อเปรียบเทียบการมีส่วนร่วมของประชาชนในการบริหารงานขององค์การบริหารส่วนตำบลแม่สา อำเภอเวียงสา จังหวัดน่าน โดยจำแนกตามปัจจัยส่วนบุคคล 3) เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะต่อการมีส่วนร่วมของประชาชนในการบริหารงานขององค์การบริหารส่วนตำบลแม่สา อำเภอเวียงสา จังหวัดน่าน  ตามหลักธรรมอปริหานิยธรรม 7 ดำเนินการตามระเบียบวิธีวิจัยแบบผสานวิธี  โดยเป็นการวิจัยเชิงปริมาณ ซึ่งเป็นการวิจัยเชิงสำรวจประชากร คือ ประชาชนที่มีอายุ 18 ปีขึ้นไป จำนวน 352 คน วิเคราะห์ข้อมูลโดย หาค่าความถี่ ค่าร้อยละ  ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน ค่าที t-test และค่าเอฟ   F-Test (One Way ANOVA) และวิธีผลต่างเป็นสำคัญน้อยที่สุด (Least Signilficant Diference : LSD.) และการวิจัยเชิงคุณภาพ ด้วยการสัมภาษณ์เชิงลึก กับผู้ให้ข้อมูลสำคัญ จำนวน 9 รูปหรือคน และใช้เทคนิคการสรุปเนื้อหานำเสนอแนวทาง

ผลการวิจัยพบว่า

1. การมีส่วนร่วมการของประชาชนต่อการบริหารจัดการในองค์การบริหารส่วนตำบลแม่สา อำเภอเวียงสา จังหวัดน่าน โดยภาพรวมอยู่ในระดับมาก ( = 3.99)  เมื่อจำแนกเป็นรายด้าน พบว่า ด้านการมีส่วนร่วมติดตามและประเมินผล ด้านการมีส่วนร่วมตัดสินใจ ด้านการมีส่วนร่วมปฏิบัติ ด้านการมีส่วนร่วมคิดพัฒนา และด้านการร่วมรับรู้ข้อมูลข่าวสาร อยู่ในระดับมากทุกด้าน และการมีส่วนร่วมการของประชาชนต่อการบริหารจัดการในองค์การบริหารส่วนตำบลแม่สา อำเภอเวียงสา จังหวัดน่าน ตามหลักอัปริหานิยธรรม 7 โดยภาพรวมอยู่ในระดับมาก (= 4.08) เมื่อจำแนกเป็นรายด้านพบว่า การพร้อมเพียงกันประชุม การไม่บัญญัติ หรือไม่ล้มเลิก ข้อบัญญัติตามอำเภอใจ การประชุมกัน   เนืองนิตย์ การเคารพเชื่อฟังผู้บังคับบัญชา และการส่งเสริม และรักษาวัฒนธรรม ประเพณีอันดีงาม และการอารักขา คุ้มครอง ปกป้อง อันชอบธรรม อยู่ในระดับมากทุกด้าน

2. การเปรียบเทียบการมีส่วนร่วมของประชาชนในการบริหารงานขององค์การบริหารส่วนตำบลแม่สา อำเภอเวียงสา จังหวัดน่าน โดยจำแนกตามปัจจัยส่วนบุคคล พบว่า ประชาชนที่มีการศึกษาที่แตกต่างกันมีความคิดเห็นต่อการมีส่วนร่วมของประชาชนในการบริหารงานขององค์การบริหารส่วนตำบลแม่สา อำเภอเวียงสา จังหวัดน่าน แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 จึงยอมรับสมมติฐานที่ตั้งไว้ ส่วนประชาชนที่มี เพศ อายุ อาชีพ และรายได้เฉลี่ยต่อเดือน ที่แตกต่างกัน มีความคิดเห็นต่อการมีส่วนร่วมของประชาชนในการบริหารงานขององค์การบริหารส่วนตำบลแม่สา อำเภอเวียงสา จังหวัดน่าน ไม่แตกต่างกัน จึงปฏิเสธสมมติฐานที่ตั้งไว้

3. ปัญหา อุปสรรค และข้อเสนอแนะต่อการมีส่วนร่วมของประชาชนในการบริหารงานขององค์การบริหารส่วนตำบลแม่สา อำเภอเวียงสา จังหวัดน่าน ตามหลักธรรมอปริหานิยธรรม 7 พบว่า 1) ด้านการประชุมกันเนืองนิตย์ คือ เป็นการประชุมการบริหารงานวางแผน จัดการ ปรึกษาหารือ พูดคุย สื่อสาร ประสานงาน และรายงานผลกับบุคลากรภายในองค์กร 2) ด้านการพร้อมเพรียงกันประชุม คือ เข้าร่วมการประชุมตรงเวลาเสมอ และไม่เคยละทิ้งการประชุมโดยไม่มีเหตุอันสมควรทั้งได้เข้าร่วมโครงการ/กิจกรรมกับทางองค์กรโดยพร้อมเพรียงกัน 3) ด้านการไม่บัญญัติ หรือไม่ล้มเลิกข้อบัญญัติตามอำเภอใจ คือ ไม่บัญญัติระเบียบ กฎเกณฑ์ต่างๆ ตามความต้องการของบุคคล กลุ่มคน หรือผู้มีอิทธิพล โดยไม่คำนึงถึงความถูกต้องและความเป็นธรรม 4) ด้านการเคารพเชื่อฟังผู้บังคับบัญชา คือ ปฏิบัติตามคำสั่งผู้บังคับบัญชา เพื่อให้การดำเนินงานบรรลุไปตามวัตถุประสงค์ พันธกิจ และนโยบายขององค์กร รวมทั้งขยันหมั่นเพียรและซื่อสัตย์สุจริตได้ปฏิบัติงาน 5) ด้านการให้เกียรติ และคุ้มครองสิทธิสตรี คือ ให้โอกาสสตรีได้มีส่วนร่วมในการบริหารมีบทบาท และหน้าที่ภายในองค์กรโดยชอบธรรมตามกฎหมาย 6) ด้านการส่งเสริม และรักษาวัฒนธรรมประเพณีอันดีงาม คือ ส่งเสริม สนับสนุน รักษาปลูกฝังจิตสำนึกในศิลปวัฒนธรรม ประเพณีอันดีงามของท้องถิ่น และ 7) ด้านการอารักขา คุ้มครอง ปกป้องอันชอบธรรม คือ ปกป้อง คุ้มครอง พระพุทธศาสนาโดยการสนับสนุนผ่านโครงการและกิจกรรมในทางพระพุทธศาสนา

The objectives of this research were: 1) to study the level of people's participation in the administration of Mae Sa Sub-District Administrative Organization, Wiang Sa District, Nan Province; 2) to compare the people's participation in the administration of the Organization. 3) to study the problems, obstacles and recommendations for people's participation in the administration of Mae Sa Subdistrict Administrative Organization, Wiang Sa District, Nan Province according to Principles of the Seven Dharma

This research study was conducted in accordance with an integrated research methodology. which is a quantitative research This is a population survey research, consisting of 352 people aged 18 years and over. Data were analyzed by frequency, percentage, mean, standard deviation, t-test and F-Test (One Way ANOVA). and Least Signilficant Diference (LSD.) and qualitative research. with in-depth interviews with 9 key informants or people and used the technique of summarizing the content to present the guidelines

The results showed that

1. People's participation in management in Mae Sa Subdistrict Administrative Organization, Wiang Sa District, Nan Province overall was at a high level (3.99). Follow up and evaluate participation in decision making Participation in
