บทคัดย่อภาษาไทย

          ดุษฎีนิพนธ์นี้มีวัตถุประสงค์ 1) เพื่อศึกษาบริบท สภาพปัญหา สาเหตุ อุปสรรค การแก้ไขปัญหายาเสพติดในชุมชนบ้านป่ากล้วย ตำบลทุ่งพง อำเภอหนองฉาง จังหวัดอุทัยธานี และหลักการ แนวคิด ทฤษฎีการพัฒนาชุมชนปลอดยาเสพติดตามวิทยาการสมัยใหม่ 2) เพื่อศึกษาหลักพุทธสันติวิธีที่เอื้อต่อการพัฒนาคนและการพัฒนาชุมชนปลอดยาเสพติด และ 3) เพื่อพัฒนาและนำเสนอกระบวนการพัฒนาชุมชนปลอดยาเสพติดโดยหลักพุทธสันติวิธี บ้านป่ากล้วย ตำบลทุ่งพง อำเภอหนองฉาง จังหวัดอุทัยธานี การศึกษาครั้งนี้เป็นการวิจัยเชิงปฏิบัติการตามบันได 9 ขั้นตอน โดยการลงพื้นที่ศึกษาปัญหา สาเหตุ และศึกษากระบวนการแก้ปัญหา ทดลองแก้ปัญหา ติดตามประเมินสรุปผล 

             ผลการวิจัย พบว่า :

              1. ช่วงปี พ.ศ. 2561-2565 มีการตรวจพบว่า ประชากรในชุมชนบ้านป่ากล้วย อายุตั้งแต่ 15 ปีขึ้นไป มีคดีเกี่ยวกับยาบ้า รวม 25 ราย สาเหตุเกิดจากความต้องการมีเงิน ทรัพย์สิน หรือฐานะที่ร่ำรวย อุปสรรคสำคัญในการแก้ปัญหา ได้แก่ กลุ่มผู้ค้ายาเสพติดมีสื่อเทคโนโลยีที่ทันสมัยในการติดต่อสื่อสาร, ฝ่ายปราบปรามไม่ได้รับความร่วมมือจากชาวบ้านและชุมชนเท่าที่ควรจะเป็น  และขาดการติดตามประเมินผลของเจ้าหน้าที่อย่างต่อเนื่อง

              2. หลักพุทธสันติวิธี ที่เอื้อต่อการแก้ไขปัญหาและพัฒนาชุมชน ได้แก่ การนำหลักพลังบวร (บ้าน วัด โรงเรียน/ราชการ) บูรณาการร่วมกับพรหมวิหาร 4 (เมตตา กรุณา มุทิตา อุเบกขา) คือการสร้างและพัฒนาความร่วมมือกันระหว่างชุมชนบ้าน ความเอื้อเฟื้อของวัดในพื้นที่ และความช่วยเหลือจากโรงเรียนและสถานที่ราชการองค์กรในบ้านป่ากล้วยตลอดจนชุมชนใกล้เคียง บูรณาการร่วมกับหลักพุทธธรรมคือ พรหมวิหาร 4 มาสนับสนุนการพัฒนาประชาชนในพื้นที่ ให้เข้าใจและเข้าถึงหลักพรหมวิหาร 4 ในการอยู่ร่วมกันอย่างสันติสุข รวมทั้งการร่วมด้วยช่วยกันให้การอนุเคราะห์ ดูแล แก้ไข ฟื้นฟู ผู้ติดสารเสพติดในชุมชน ด้วยกิจกรรมหนุนเสริม 6 กิจกรรม

              3. กระบวนการพัฒนาชุมชนปลอดยาเสพติด มี 4 ขั้นตอน 1) ค้นหาผู้ใช้ยาเสพติดในชุมชนโดยผู้รับผิดชอบ 2) คัดกรองผู้มีปัญหาการใช้ยาเสพติดในชุมชน 3) บำบัดฟื้นฟู และลดอันตรายจากยาเสพติดในชุมชน 4) ติดตามดูแลช่วยเหลือ โดยกระบวนการชุมชน และหนุนเสริมด้วย กิจกรรม 6 กิจกรรม คือ 1) อยู่ร่วมกันอย่างสันติสุข 2) ความรู้เรื่องยาเสพติดเบื้องต้น 3) กฎหมายยาเสพติด 4) การบำบัดผู้ติดยาเสพติด 5) ทักษะชีวิตป้องกันยาเสพติดในวัยรุ่น 6) การอบรมพัฒนาชุมชนปลอดยาเสพติด ก่อให้เกิดเป็นพลัง “บวร” ที่เข้มแข็ง บุคคลอยู่เย็น ครอบครัวเป็นสุข ชุมชนยั่งยืน และสังคมสันติสุข

              ผลการนำกระบวนการพัฒนาชุมชนปลอดยาเสพติดไปปฏิบัติการในพื้นที่ พบว่า ประชาชนมีความพึงพอใจ ในระดับมาก และคดีเกี่ยวกับยาเสพติดในพื้นที่บ้านป่ากล้วยลดลง

บทคัดย่อภาษาอังกฤษ

           The research article has three main objectives; 1) To Study the context, circumstances, causes, and obstacles in solving drug addiction issues in the Banpakluai community, Thungphong Sub-district, Nongchang District, Uthaithani Province, and explore contemporary scientific principles and theories of community development towards a drug-free community. 2) To examine the fundamental principles of Buddhist peaceful means that contribute to individual and community development towards a drug-free community 3) To develop and present a process for community development towards a drug-free community based on the principles of Buddhist peaceful means in Banpakluai, Thungphong Sub-district, Nongchang District, Uthaithani Province. This study follows a practical research approach involving 9 sequential steps: problem site investigation, identification of causes, study of problem-solving processes, experimental interventions, continuous monitoring, evaluation, and conclusion.

              The research findings are as follows:

             1. During the years 2561-2565 BE (2018-2022), it was identified that the population of the Banpakluai community, aged 15 and above, experienced 25 cases of drug-related issues. These cases were primarily driven by the desire for financial gain, wealth accumulation, or elevated social status. The key obstacles in solving the drug addiction problem includes advanced technology for communication between drug dealers, lack of cooperation from community members, and insufficient continuous monitoring and evaluation by authorities.

             2. Key principles of Buddhist peaceful means that are conducive to problem-solving and community development involve integration between “Borwon”, consists of three key groups: homes, temples, and educational/government institutions and “4 sublime states of mind: Mettā Karunā Muditā Upekkhā” which is building and developing together between each community with collaborative efforts from local temples. Furthermore, engagement from educational institutions, governmental agencies, and neighboring communities collectively contribute to a holistic approach to community advancement. The synergy between these principles and Buddhist peaceful means results in communal harmony, mutual assistance, therapeutic intervention, and recovery from addiction through bolstering 6 activities.

             3. The process of developing a drug-free community requires 4 stages 1) Identification of drug users within the community through designated individuals. 2) Screening and assessment of individuals facing drug addiction problems. 3) Rehabilitation, recovery, and risk mitigation concerning drug addiction within the community.                 4) Continuous monitoring and supports driven by community process and add on with 6 activities which are 1)  Living peacefully together 2)  Awareness on drugs 3) Drug related legal understanding 4) addiction recovery 5) Adolescent life skills training, and 6) community development workshops. Providing continuous support to prevent relapse into drug addiction, thereby strengthening the “Borwon” energies. This energy leads to strong individuals, happy families, sustainable communities, and a peaceful society.

             Implementing the drug-free community development process on-site evidenced heightened community satisfaction and a reduction in drug-related cases within the Banpakluai area.
