สารนิพนธ์นี้มีวัตถุประสงค์การวิจัย คือ 1. เพื่อศึกษาระดับการมีส่วนร่วมของประชาชนในการบูรณาการแผนพัฒนาพื้นที่อำเภอพิชัย  จังหวัดอุตรดิตถ์ 2. เพื่อเปรียบเทียบความคิดเห็นของประชาชนต่อการมีส่วนร่วมของประชาชนในการบูรณาการแผนพัฒนาพื้นที่อำเภอพิชัย จังหวัดอุตรดิตถ์ โดยจำแนกตามปัจจัยส่วนบุคคล 3. เพื่อเสนอแนวทางการพัฒนาการมีส่วนร่วมของประชาชนในการบูรณาการแผนพัฒนาพื้นที่  อำเภอพิชัย จังหวัดอุตรดิตถ์  ตามหลักอปริหานิยธรรม 7   ดำเนินการตามระเบียบวิธีวิจัยแบบผสานวิธี โดยการวิจัยเชิงปริมาณ ใช้แบบสอบถามที่มีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.831 จากกลุ่มตัวอย่างของประชากรที่อาศัยอยู่ในเขตอำเภอพิชัย จังหวัดอุตรดิตถ์ รวม 398 คน วิเคราะห์ข้อมูลโดยหาความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบน มาตรฐาน การทดสอบค่าที และการทดสอบค่าเอฟ ด้วยวิธีการวิเคราะห์ความแปรปรวนทางเดียว ในกรณีตัวแปรต้นตั้งแต่ 3 กลุ่มขึ้นไป เมื่อพบว่ามีความแตกต่างจะทำการเปรียบเทียบความแตกต่าง ค่าเฉลี่ยเป็นรายคู่ด้วยวิธีผลต่างนัยสำคัญน้อยที่สุด และการวิจัยเชิงคุณภาพ โดยวิธีสัมภาษณ์เชิงลึก กับผู้ให้ข้อมูลสำคัญ จำนวน 10 รูปหรือคน แบบตัวต่อตัวใช้เทคนิคการวิเคราะห์เนื้อหาประกอบบริบทนำเสนอเป็นความเรียงประกอบตารางแจกแจงความถี่ของผู้ให้ข้อมูลสำคัญเพื่อสนับสนุน ข้อมูลเชิงปริมาณวิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหาเชิงพรรณนา

                    ผลการวิจัยพบว่า

    1. ระดับการมีส่วนร่วมของประชาชนในการบูรณาการแผนพัฒนาพื้นที่อำเภอพิชัย         จังหวัดอุตรดิตถ์ โดยภาพรวมอยู่ในระดับมาก (  = 3.77, S.D. = 0.776) เมื่อจำแนกเป็นรายด้านพบว่า    การมีส่วนร่วมของประชาชนในการบูรณาการแผนพัฒนาพื้นที่อำเภอพิชัย จังหวัดอุตรดิตถ์ ทุกด้านอยู่ในระดับมากตามลำดับ 

                    2. ผลการเปรียบเทียบความคิดเห็นต่อการมีส่วนร่วมของประชาชนในการบูรณาการแผนพัฒนาพื้นที่อำเภอพิชัย จังหวัดอุตรดิตถ์ โดยจำแนกตามปัจจัยส่วนบุคคล พบว่า เพศ ระดับการศึกษา อาชีพ ต่างกัน มีความคิดเห็นต่อการมีส่วนร่วมของประชาชนในการบูรณาการแผนพัฒนาพื้นที่อำเภอพิชัย จังหวัดอุตรดิตถ์ ไม่แตกต่างกัน จึงปฏิเสธสมมติฐานที่ตั้งไว้ ส่วนอายุและรายได้ต่างกัน มีความคิดเห็น      แตกต่างกัน ดังนั้น จึงยอมรับสมมติฐานที่ตั้งไว้

                    3. แนวทางการพัฒนาการมีส่วนร่วมของประชาชนในการบูรณาการแผนพัฒนาพื้นที่อำเภอพิชัย จังหวัดอุตรดิตถ์ ตามหลักพุทธธรรมอปริหานิยธรรม 7 พบว่า การประชุมเป็นประจำเป็นการเปิดโอกาสให้แสดงความคิดเห็นนำความสามารถของแต่ละคนมาร่วมกันพัฒนาแก้ไขปัญหาอย่างยั่งยืน เมื่อการประชุมมีการประชุมที่พร้อมเพรียงกันย่อมเป็นการระดมความคิดเห็น ปัญหาความต้องการเป็นความต้องการของเสียงส่วนใหญ่ เกิดความรับผิดชอบร่วมกัน นอกจากนั้นหมู่บ้านชุมชนจำเป็นต้องมีกฎ ระเบียบเพื่อควบคุมผู้คน มีความเคารพนับถือต่อผู้อาวุโส เนื่องจากผู้อาวุโสเป็นผู้มีประสบการณ์ผ่านเหตุการณ์ต่างๆมารวมทั้งมีแนวทางในการแก้ไขปัญหามีองค์ความรู้ที่ได้นำมาใช้เพื่อปรับปรุงแก้ไขจุดบกพร่องให้การดำเนิน กิจกรรมได้ผลสัมฤทธิ์และมีคุณภาพ มีการส่งเสริมและเปิดโอกาสให้สตรีแสดงความคิดเห็นเนื่องจากเป็นสิทธิและเสรีภาพ ความเสมอภาคขั้นพื้นฐาน นอกจากนั้นการปฏิบัติตามจารีตประเพณี ของชุมชน เป็นสิ่งสำคัญ จารีตประเพณีเป็นสิ่งที่ปฏิบัติสืบต่อกันมา เป็นสิ่งที่ทุกคนยอมรับ เป็นที่ยึดเหนี่ยวจิตใจของบุคคล และทั้งนี้ทุกคนต้องร่วมกันปกป้องไม่ให้ใครมาทำลาย ทำให้เสียหายซึ่งพุทธศาสนาเพื่อเป็นที่ยึดเหนี่ยวจิตใจและเป็นศูนย์กลางของชุมชนต่อไป

Objectives of this research were : 1. To study the level of people's participation in the integration of Phichai District Area Development Plan. 2. To compare people's opinions on people's participation in the integration of the Phichai district development plan. Uttaradit Province Classified by personal factors. According to the Aparihaniyadhamma 7, proceeding according to the integrated research methodology. by quantitative research A questionnaire with a reliability of 0.831 was used from the sample of the population living in Phichai District. Uttaradit Province, a total of 398 people. Data were analyzed by frequency, percentage, mean and standard deviation, t-test. and F test with a one-way analysis of variance In the case of the initial variables from 3 groups or more, when there is a difference, the differences are compared. The pairwise mean by the least significant difference method. and qualitative research by in-depth interview with 10 key informants or people face-to-face. Context analysis techniques were used to present an essay accompanying the frequency distribution table of key informants to support. Quantitative data were analyzed by descriptive content analysis.

                    The findings were that :
