บทคัดย่อภาษาไทย

การวิจัยในครั้งนี้มีวัตถุประสงค์ดังนี้ เพื่อ 1. เพื่อศึกษาระดับการให้บริการสวัสดิการสังคมผู้พิการของเทศบาลตำบลท่าวังผา อำเภอท่าวังผา จังหวัดน่าน 2. เพื่อศึกษาความสัมพันธ์ระหว่างหลักสังคหวัตถุธรรมกับการให้บริการด้านสวัสดิการสังคมผู้พิการของเทศบาลตำบลท่าวังผา อำเภอ     ท่าวังผา จังหวัดน่าน 3. เพื่อเสนอการบูรณาการหลักพุทธธรรมเพื่อการให้บริการด้านสวัสดิการสังคมผู้พิการของเทศบาลตำบลท่าวังผา อำเภอท่าวังผา จังหวัดน่าน โดยการวิจัยเป็นแบบผสานวิธี ประกอบด้วย การวิจัยเชิงปริมาณ มีกลุ่มตัวอย่าง 99 คน โดยใช้แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และใช้วิเคราะห์โดยใช้ค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน และการวิจัยเชิงคุณภาพด้วยการสัมภาษณ์เชิงลึกผู้ให้ข้อมูลสำคัญ จำนวน 9 รูปหรือคน โดยใช้แบบสัมภาษณ์และวิเคราะห์เนื้อหาเชิงพรรณนา

                ผลการวิจัยพบว่า

                1. ระดับการให้บริการด้านสวัสดิการสังคมผู้พิการของเทศบาลตำบลท่าวังผา อำเภอ      ท่าวังผา จังหวัดน่าน โดยภาพรวมอยู่ในระดับมาก (  = 4.43) เมื่อพิจารณาเป็นรายด้าน คือ ด้านการให้บริการอย่างเสมอภาค การให้บริการอย่างทันต่อเวลา การให้บริการอย่างเพียงพอ การให้บริการอย่างต่อเนื่อง และการให้บริการอย่างก้าวหน้า อยู่ในระดับมากทุกด้าน และหลักพุทธธรรมเพื่อให้บริการด้านสวัสดิการสังคมผู้พิการของเทศบาลตำบลท่าวังผา อำเภอท่าวังผา จังหวัดน่าน โดยภาพรวมอยู่ในระดับมาก (  = 4.39) เมื่อพิจารณาเป็นรายด้าน คือ หลักสังคหวัตถุ 4 ได้แก่ ทาน การให้ ปิยวาจา วาจาอันเป็นที่รัก อัตถจริยา การประพฤติประโยชน์ และสมานัตตตา การวางตนสม่ำเสมอ อยู่ในระดับมากทุกด้าน

                2. ความสัมพันธ์ระหว่างหลักสังคหวัตถุธรรมกับการให้บริการด้านสวัสดิการสังคมผู้พิการของเทศบาลตำบลท่าวังผา อำเภอท่าวังผา จังหวัดน่าน โดยภาพรวม มีความสัมพันธ์เชิงบวกในระดับ    สูงมาก อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 เมื่อเทศบาลตำบลท่าวังผาได้มีการบูรณาการนำหลักสังคหวัตถุ 4 กับการให้บริการด้านสวัสดิการสังคมผู้พิการ ก็จะส่งผลให้ผู้พิการได้รับการบริการที่ดีมากขึ้น จึงยอมรับสมมติฐาน

          3. ปัญหา อุปสรรค ข้อเสนอแนะแนวทางการบูรณาการหลักพุทธธรรมเพื่อการให้บริการด้านสวัสดิการสังคมผู้พิการของเทศบาลตำบลท่าวังผา อำเภอท่าวังผา จังหวัดน่าน ซึ่งปัญหา             และอุปสรรคการให้บริการสวัสดิการสังคมผู้พิการของเทศบาลตำบลท่าวังผา อำเภอท่าวังผา จังหวัดน่าน พบว่า การประชาสัมพันธ์ข่าวสารต่างๆ ของหน่วยงาน ยังน้อยและไม่ทั่วถึงประชาชน บุคลากร เจ้าหน้าที่ไม่ได้รับการพัฒนาทักษะในด้านต่างๆ ในการบริการ การทำงานยังไม่ค่อยทันต่อสถานการณ์ที่เกิดขึ้น ไม่ค่อยสอดคล้องกับความเป็นจริง มีขั้นตอนการให้บริการแก่ผู้พิการมากเกินไป การให้บริการด้านข้อมูลข่าวสารยังไม่ทั่วถึงและไม่ทันต่อเหตุการณ์ แผนผังขั้นตอนการให้บริการและป้ายบอกช่องทางขอรับบริการไม่ชัดเจน การใช้เทคโนโลยีสมัยใหม่ยังมีไม่เพียงพอ ส่วนข้อเสนอแนะการให้บริการสวัสดิการสังคมผู้พิการของเทศบาลตำบลท่าวังผา อำเภอท่าวังผา จังหวัดน่าน พบว่า ควรมีการประชาสัมพันธ์ข่าวสารเพิ่มมากขึ้น หรือช่องทางการประชาสัมพันธ์ที่หลากหลายขึ้น มีการเพิ่มทักษะในด้านต่างๆ ในการบริการจัดการให้กับบุคลากร/เจ้าหน้าที่ และควรมีการกล่าวสิ่งที่สร้างสรรค์ สร้างแรงบันดาลใจในการทำงาน และการเรียนรู้เทคโนโลยีสมัยใหม่เพื่อใช้สำหรับการทำงานด้านการให้บริการสวัสดิการสังคมผู้พิการของเทศบาลตำบลท่าวังผา อำเภอท่าวังผา จังหวัดน่าน 

บทคัดย่อภาษาอังกฤษ

Objectives of this research were: 1. To study the level of social welfare services for the disabled people of Tha Wang Pha Sub-District Municipality. Tha Wang Pha District, Nan Province. 2. To study the relationship between the principle of Sangkhahavatthu and social welfare services for the disabled people of Tha Wang Pha Sub-District Municipality, Tha Wang Pha District, Nan Province, conducted by the mixed methods. The quantitative research. collected data from 99 samples with questionnaire. The statistics used to analyze the data were frequency, percentage, mean, standard deviation. and used for analysis using Pearson correlation coefficient. The qualitative research collected data by in-depth interviewing 9 key informants and analyzed by content descriptive interpretation.

                Findings were as follows:

                1. The level of social welfare service for the disabled people of Tha Wang Pha Sub-District Municipality, Tha Wang Pha District, Nan Province, by overall, was at  high level (  = 4.43).Each aspect, namely, timely service providing, adequate service, continuity of service and progressive service were at a high level in every aspect and Buddhist principles to provide social welfare services for the disabled people of Tha Wang Pha Sub-district Municipality Tha Wang Pha District, Nan Province, in general, was at a high level (  = 4.39) when considering each aspect, namely, the Four Sangkhahawatthu, Dana,  Giving, Piya-Vacha, Beloved Speech, Atthajariya, Beneficial Behavior and Samanattata appropriate and consistent practice were at a high level in every aspect.

                2. The relationship between Sangkhahavatthu principles and social welfare services for the disabled people of Tha Wang Pha Sub-district Municipality Tha Wang Pha District, Nan Province, as a whole, had a very high positive relationship with statistically significant value at the 0.01 level. When Tha Wang Pha Sub-district Municipality had integrated the 4 Sangkhahavatthu principles with social welfare services for the disabled people, It resulted in disabled people received better services. Therefore, accepted the set hypothesis.

          3. Problems, obstacles, suggestions for the integration of Buddhist principles for social welfare services for the disabled of Tha Wang Pha Sub-district Municipality,      Tha Wang Pha District, Nan Province. Where problems and obstacles in social welfare services for the disabled of Tha Wang Pha Municipality Tha Wang Pha District, Nan Province. It was found that the public relations of various news of the agency is still insufficient and does not reach the general public. Personnel and officials have not developed their skills in various areas of service and their work has not kept up with the current situation. Inconsistent with reality. There are too many procedures for providing services to people with disabilities. The information service is not thorough and not up to date. The map of service procedures and signs indicating the way to request services are not clear. The use of modern technology is not enough. The recommendations for social welfare services for the disabled of Tha Wang Pha Sub-district Municipality,        Tha Wang Pha District, Nan Province. Found that there should be more public relations news or various public relations channels. Skills are added in various fields. In providing management services to personnel/officers and there should be something constructive to say. Inspiring work and learning modern technology to be used for working in providing social welfare services for the disabled of Tha Wang Pha Sub-district Municipality, Tha Wang Pha District, Nan Province.
