บทคัดย่อภาษาไทย

การวิจัยในครั้งนี้มีวัตถุประสงค์ดังนี้  1. เพื่อศึกษาระดับการมีส่วนร่วมของประชาชนในการแก้ไขปัญหาอุทกภัยขององค์การบริหารส่วนตำบลม่วงตึ๊ด อำเภอภูเพียง จังหวัดน่าน 2. เพื่อเปรียบเทียบการมีส่วนร่วมของประชาชนในการแก้ไขปัญหาอุทกภัยขององค์การบริหารส่วนตำบลม่วงตึ๊ด อำเภอภูเพียง จังหวัดน่าน โดยจำแนกตามปัจจัยส่วนบุคคล 3. เพื่อเสนอแนวทางการพัฒนาการมีส่วนร่วมในการแก้ไขปัญหาอุทกภัยตามหลักอปริหานิยธรรม 7 ขององค์การบริหารส่วนตำบลม่วงตึ๊ด อำเภอ ภูเพียง จังหวัดน่าน โดยการวิจัยเป็นแบบผสานวิธี ประกอบด้วย การวิจัยเชิงปริมาณ มีกลุ่มตัวอย่าง 354 คน โดยใช้แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการทดสอบค่า t (t-test) และการทดสอบค่า F (F-test) ด้วยวิธีวิเคราะห์ความแปรปรวนทางเดียว (One way ANOVA) ในกรณีมีตัวแปรต้นตั้งแต่ 3 กลุ่มขึ้นไป เมื่อพบว่ามีความแตกต่างจะทำการเปรียบเทียบความแตกต่างค่าเฉลี่ยเป็นรายคู่ด้วยวิธีผลต่างนัยสำคัญน้อยที่สุด (Least Signification Difference :LSD) และการวิจัยเชิงคุณภาพด้วยการสัมภาษณ์เชิงลึกผู้ให้ข้อมูลสำคัญ จำนวน 9 รูปหรือคน โดยใช้แบบสัมภาษณ์และวิเคราะห์เนื้อหาเชิงพรรณนา

                ผลการวิจัยพบว่า

                1. ระดับการมีส่วนร่วมของประชาชนในการแก้ไขปัญหาอุทกภัยขององค์การบริหารส่วนตำบลม่วงตึ๊ด อำเภอภูเพียง จังหวัดน่าน โดยภาพรวมอยู่ในระดับมาก (  = 3.74) เมื่อพิจารณาเป็นรายด้าน คือ ด้านการมีส่วนร่วมในการตัดสินใจ ด้านการมีส่วนร่วมในการดำเนินงาน ด้านการมีส่วนร่วมใน การรับผลประโยชน์ และด้านการมีส่วนร่วมในการประเมินผล อยู่ในระดับมากทุกด้าน และการมีส่วนร่วมของประชาชนในแก้ไขปัญหาอุทกภัยตามหลักอปริหานิยธรรม 7 ขององค์การบริหารส่วนตำบลม่วงตึ๊ด

โดยภาพรวมอยู่ในระดับมาก (  = 3.83) เมื่อพิจารณาเป็นรายด้าน คือ การหมั่นประชุมเป็นนิตย์     การพร้อมเพียงกันประชุมพร้อมเพียงกันทำกิจกรรม การไม่ตั้งกฎระเบียบที่ขัดต่อชุมชน การมีความเคารพนับถือต่อผู้บังคับบัญชา การให้เกียรติ และคุ้มครองสิทธิสตรี การปฏิบัติตามจารีตประเพณีของชุมชน และการอารักขา คุ้มครอง ปกป้องอันชอบธรรม อยู่ในระดับมากทุกด้าน

                2. การเปรียบเทียบการมีส่วนร่วมของประชาชนในการแก้ไขปัญหาอุทกภัยขององค์การบริหารส่วนตำบลม่วงตึ๊ด อำเภอภูเพียง จังหวัดน่าน โดยจำแนกตาม เพศ อายุ ระดับการศึกษา แตกต่างกัน การมีส่วนร่วมของประชาชนในการแก้ไขปัญหาอุทกภัยขององค์การบริหารส่วนตำบลม่วงตึ๊ด ไม่แตกต่างกัน จึงปฏิเสธสมมติฐานการวิจัย ส่วนประชาชนที่มี อาชีพ และรายได้ แตกต่างกัน การมีส่วนร่วมของประชาชนในการแก้ไขปัญหาอุทกภัยขององค์การบริหารส่วนตำบลม่วงตึ๊ด แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 จึงยอมรับสมมติฐานการวิจัย 

                3. แนวทางการพัฒนาการมีส่วนร่วมในการแก้ไขปัญหาอุทกภัยตามหลักอปริหานิยธรรม 7 ขององค์การบริหารส่วนตำบลม่วงตึ๊ด อำเภอภูเพียง จังหวัดน่าน ควรให้ชุมชนตระหนักถึงปัญหาและมี   ส่วนร่วมในการตัดสินใจในการวางแผนการแก้ไขปัญหาอุทกภัย และการพัฒนาการบูรณาการหลักการมีส่วนร่วมของประชาชน 1) การจัดสภากาแฟภายในองค์กร 2) การกำหนดระเบียบวาระและระยะเวลาในการประชุม 3) กำหนดกฎระเบียบการปฏิบัติงานที่สามารถเข้าใจและปฏิบัติได้            4) กำหนดอัตลักษณ์ของผู้นำ 5) กำหนดสัดส่วนให้กลุ่มต่างๆ เข้ามามีส่วนร่วม 6) การจัดกิจกรรมเพื่อกระตุ้นความสามัคคี 7) การส่งเสริมประเพณีนิยมพร้อมให้บุคลากรและประชาชนเข้าร่วม และมีการรณรงค์และประชาสัมพันธ์ จะต้องทำอย่างสม่ำเสมอและต่อเนื่องซึ่งเป็นอีกวิธีการหนึ่งที่จะกระตุ้นให้ประชาชนสนใจรับทราบและปฏิบัติตาม

บทคัดย่อภาษาอังกฤษ

Objectives of this research were1.To study the level of people's participation in solving flood problems of Muang Tut Sub-District Administrative Organization, Phu Phiang District, Nan Province. 2. To compare people's opinions on the participation in solving flood problems of Muang Tut Sub-District Administrative Organization, Phu Phiang District, Nan Province, classified by personal factors, and 3. To propose a guideline for the development of people’s participation in solving flood problems according to the Aparihaniya-dhamma 7 principles of Muang Tut Sub-District Administrative Organization, Phu Phiang District, Nan Province. The methodology was the mixed methods. The quantitative research, data were collected from 354 peoples with questionnaire. The statistics used to analyze the data were frequency, percentage, mean, standard deviation. and t-test and F-test by one-way ANOVA method, compare the pairwise means with the Least Signification Difference (LSD) method. The qualitative research, data were collected from 9 key informants by in-depth interviewing and anlyzed by content descriptive interpretation.

                Findings were as follows:

                1. The level of people's participation in solving flood problems of Muang Tut Sub-District Administrative Organization, Phu Phiang District, Nan Province was, by overall, at

a high level (  = 3.74). Each aspect, namely, people’s participation in decision making, in operations, in receiving benefits and participation in the evaluation were at high levels in every aspect and people's participation in solving flood problems according to the Aparihaniya-dhamma 7 principles of Muang Tut Subdistrict Administrative Organization, by overall, were at high level (  = 3.83) when considering each aspect, namely, perpetual meeting. Being ready to meet together to do activities, not to set new rules that are contrary to that of community, to respect for superior’s honor and protect women's rights, Compliance with community customs and righteous protection were   at high level in every aspect.        

                2. The Comparison of people’s opinions on participation in solving flood problems of Muang Tut Sub-district Administrative Organization, Phu Phiang District, Nan Province, classified by personal factors. People with genders, ages, and education levels did not have different levels in solving flood problems of Muang Tut Subdistrict Administrative Organization. Therefore, the research hypothesis was rejected. People with different occupations and incomes had different opinions on the participation in solving flood problems of Muang Tut Sub-District Administrative Organization at the statistically significant level of 0.05. Therefore, the set research hypothesis was accepted.

                3. Guidelines for the development of participation in solving flood problems according to the principle of Aparihaniyadhamma 7. The community should be awared of the problem and participate in decision making for flood solution plans. and the development of the integration of public participation principles by; 1) organizing a coffee forum within the organization, 2) setting the agenda and duration of the meeting,3) setting rules and regulations that can be understood and practiced, 4) setting the identity of the Leader, 5) assigning proportions to different groups to participate in, 6) organizing activities to encourage unity, 7) promoting traditions with personnel and people participation and there should be campaigns and public relations regularly and continuously, which would be another way to encourage people to be interested, to acknowledged and to participate.
