บทคัดย่อภาษาไทย

ดุษฎีนิพนธ์นี้มีวัตถุประสงค์ คือ 1. เพื่อศึกษาประสิทธิภาพการปฏิบัติงานของบุคลากรสำนักงานเกษตรจังหวัดอ่างทอง 2. เพื่อศึกษาปัจจัยที่ส่งผลต่อประสิทธิภาพการปฏิบัติงานของบุคลากรสำนักงานเกษตรจังหวัดอ่างทอง 3. เพื่อนำเสนอการบูรณาการหลักพุทธธรรมเพื่อส่งเสริมประสิทธิภาพการปฏิบัติงานของบุคลากรสำนักงานเกษตรจังหวัดอ่างทอง ดำเนินการตามระเบียบวิธีวิจัยแบบผสานวิธี โดยการวิจัยเชิงปริมาณเก็บรวบรวมข้อมูลจากกลุ่มตัวอย่างจำนวน 156 คน ใช้การวิเคราะห์ข้อมูลเชิงพรรณนา โดยใช้ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณ การวิจัยเชิงคุณภาพเป็นการศึกษาภาคสนามด้วยวิธีการสัมภาษณ์เชิงลึก จากผู้ให้ข้อมูลสำคัญ จำนวน 18 รูปหรือคน และการสนทนากลุ่มเฉพาะจำนวน 9 รูปหรือคน เพื่อยืนยันองค์ความรู้หลังจากการสังเคราะห์ข้อมูล     

             ผลการวิจัยพบว่า

             1. ประสิทธิภาพการปฏิบัติงานของบุคลากรสำนักงานเกษตรจังหวัดอ่างทอง พบว่า โดยภาพรวมอยู่ในระดับมาก (=4.20) เมื่อพิจารณาเป็นรายด้านพบว่าอยู่ในระดับมากทุกด้านโดยเรียงลำดับดังนี้ 1) การให้บริการอย่างต่อเนื่อง โดยพัฒนาศักยภาพ ฝึกอบรมเจ้าหน้าที่อยู่เสมอเพื่อความพร้อมในการทำงาน 2) การให้บริการอย่างก้าวหน้า โดยใช้ความคิดสร้างสรรค์การบริการที่แปลกใหม่ผ่านเทคโนโลยีดิจิทัล 3) การให้บริการอย่างเท่าเทียมกัน โดยปลูกฝังจิตสำนึกในการบริการอย่างเท่าเทียมกัน เสมอภาคกัน 4) การให้บริการอย่างเพียงพอ โดยจัดระบบการให้บริการตามระบบ Smart office เพิ่มการจองคิว การนัดหมายผ่านระบบออนไลน์ และ 4) การให้บริการอย่างรวดเร็วและทันเวลา โดยการพัฒนาบุคลากรผู้ปฏิบัติงานอย่างสม่ำเสมอเพื่อให้มีประสิทธิภาพ   

             2. ปัจจัยที่ส่งผลต่อประสิทธิภาพการปฏิบัติงานของบุคลากรสำนักงานเกษตรจังหวัดอ่างทอง พบว่า 1) กระบวนการบริหารส่งผลต่อประสิทธิภาพการปฏิบัติงานของบุคลากรสำนักงานเกษตรจังหวัดอ่างทอง 3 ด้าน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 และ 0.05 โดยเรียงลำดับตามสมการดังนี้คือ การนำ การวางแผน การควบคุม โดยสามารถร่วมกันทำนายประสิทธิภาพการปฏิบัติงานของบุคลากรสำนักงานเกษตรจังหวัดอ่างทอง ได้ร้อยละ 47.0 (Adj. R²=0.470) 2) หลักอิทธิบาท 4 ส่งผลต่อประสิทธิภาพการปฏิบัติงานของบุคลากรสำนักงานเกษตรจังหวัดอ่างทองทั้ง 4 ด้าน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 โดยเรียงลำดับตามสมการดังนี้คือ จิตตะ ใส่ใจงาน, วิริยะ สู้งาน, ฉันทะ รักงาน, วิมังสา ทำงานด้วยปัญญา โดยสามารถร่วมกันทำนายประสิทธิภาพการปฏิบัติงานของบุคลากรสำนักงานเกษตรจังหวัดอ่างทอง ได้ร้อยละ 62.2 (Adj. R²=0.622)

             3. การบูรณาการหลักพุทธธรรมเพื่อส่งเสริมประสิทธิภาพการปฏิบัติงานของบุคลากรสำนักงานเกษตรจังหวัดอ่างทอง พบว่า ประสิทธิภาพการปฏิบัติงานของบุคลากรสำนักงานเกษตรจังหวัดอ่างทอง ทั้ง 5 ด้านประกอบด้วย การให้บริการอย่างเท่าเทียมกัน การให้บริการอย่างรวดเร็วและทันเวลา การให้บริการอย่างเพียงพอ การให้บริการอย่างต่อเนื่อง และการให้บริการอย่างก้าวหน้า  โดยกระบวนการบริหารบูรณาการเข้ากับหลักอิทธิบาท 4 คือ 1) ฉันทะ: รักงาน เจ้าหน้าที่มีความสุขและจริงจังกับงานที่ปฏิบัติ สมัครใจและมุ่งหวังในผลสำเร็จของงาน ทำงานอย่างสุดความสามารถและมีความสามัคคี 2) วิริยะ: สู้งาน โดยขยัน อดทน และตั้งใจฝึกฝนเพื่อพัฒนาทักษะฝีมือให้เกิดความชำนาญ 3) จิตตะ: ใส่ใจงาน เอาใจใส่เพื่อนร่วมงาน ปฏิบัติงานให้ประสบความสำเร็จตามเป้าหมาย 4) วิมังสา: ทำงานด้วยปัญญา โดยมีสติตลอดเวลา คิดค้นแนวทางการปรับปรุงงาน และแก้ไขปัญหาอย่างมีเหตุผล โดยใช้กระบวนการบริหาร ซึ่งเป็นพื้นฐานในการเสริมสร้างประสิทธิภาพการปฏิบัติงานของบุคลากรสำนักงานเกษตรจังหวัดอ่างทองทั้งเรื่องของการวางแผนที่ดี มีการจัดองค์การที่เหมาะสม การนำอย่างมีวิสัยทัศน์ และการควบคุมอย่างเป็นระบบมีความยุติธรรม

บทคัดย่อภาษาอังกฤษ

Objectives of this dissertation were: 1. to study the work efficiency of Ang Thong Provincial Agriculture Office personnel. 2. to study factors affecting the work efficiency of Ang Thong Provincial Agriculture Office personnel. 3. To promotion of operational efficiency of personnel of Angthong Provincial Agriculture Office Conducted according to the integrated research methodology. The quantitative research collected data from a sample of 156 people using descriptive data analysis. By using frequency, percentage, mean, standard deviation. and multiple regression analysis. Qualitative research is a field study by in-depth interview method, from 18 key informants or people and focus group discussions of 9 figures or people to confirm the knowledge after data synthesis.

    Findings were as follows:   

             1. Performance efficiency of personnel of AngThong Provincial Agricultural Office found that the overall level was at a high level (= 4.20). When considering each aspect, it was found that it was at a high level in all aspects, in the following order: 1) Continuous service. by developing potential Always train staff to be ready to work. 2) Progressive service provision. by using creativity to provide innovative services through digital technology 3) equal service provision by cultivating a sense of equal service, equality; 4) providing adequate services; By organizing the service system according to the Smart office system, increasing the queue booking appointments via online system; and 4) quick and timely service. By developing personnel who work on a regular basis to be effective.

             2. Factors affecting the work efficiency of AngThong Provincial Agriculture Office personnel found that 1) The administrative process affected the work efficiency of AngThong Provincial Agriculture Office personnel in 3 aspects with statistical significance at the level of 0.01 and 0. 05 in the order of the equation as follows: implementation, planning, control, which together can predict the performance efficiency of AngThong Provincial Agricultural Office personnel at 47.0 percent (Adj. R²=0.470). on the operational efficiency of personnel of the Angthong Provincial Agricultural Office personnel in all 4 aspects with statistical significance at the 0.01 level, sorted according to the following equation: Chitta Jaijaikan, Wiriya Suaijaan, Chantha Raakjaan, Wimansa working with wisdom. They were able to jointly predict the performance efficiency of Ang Thong Provincial Agricultural Office personnel at 62.2 percent (Adj. R²=0.622).

    3. Buddhadhamma Integration for Promoting Personnel’s Efficiency Performance in Ang Thong Provincial Agriculture Office found that; Personnel Performance efficiency of Angthong Provincial Agricultural Office personnel in all 5 aspects, consisting of Equal service Fast and timely service providing adequate service continuity of service and progressive service By integrating it into the 4 Iddhipada principles, which are: 1) Chanta: love work, staff are happy and serious about their work. Voluntary and aiming for the success of the work to the best of your ability and unity. 2) Viriya: Fighting with diligence, patience, and concentrate on practicing to develop skill and expertise. 3) Chitta: Paying attention to work and caring for colleagues 4) Vimangsa: work with wisdom with consciousness all the time Invent ways to improve work and solve problems rationally It is also driven by administrative processes. This is the basis for enhancing the efficiency of the work of personnel of the Angthong Provincial Agricultural Office in terms of good planning. There is an appropriate organization. visionary leadership and systematic control is fair.
