บทคัดย่อภาษาไทย

การวิจัยครั้งนี้มีวัตถุประสงค์ คือ 1. เพื่อศึกษาระดับการมีส่วนร่วมทางการเมืองของประชาชนในการเลือกตั้งทั่วไป อำเภอเวียงสา จังหวัดน่าน 2. เพื่อศึกษาเปรียบเทียบความคิดเห็นการมีส่วนร่วมทางการเมืองของประชาชนในการเลือกตั้งทั่วไป อำเภอเวียงสา จังหวัดน่าน โดยจำแนกตามปัจจัยส่วนบุคคล 3. เพื่อศึกษาปัญหาอุปสรรคและข้อเสนอแนะของการมีส่วนร่วมทางการเมืองของประชาชนในการเลือกตั้งทั่วไป อำเภอเวียงสา จังหวัดน่าน โดยประยุกต์ตามหลักอปริหานิยธรรม
การวิจัยเป็นแบบผสานวิธี ประกอบด้วยการวิจัยเชิงปริมาณใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล โดยมีค่าความเชื่อมั่นทั้งฉบับ 0.936 กลุ่มตัวอย่างคือ ประชาชนที่อาศัยอยู่อำเภอเวียงสา จังหวัดน่าน จำนวน 398 โดยสุ่มตัวอย่างจากประชากรทั้งหมด 52,629 คน จากสูตรของ (Taro Yamane) ซึ่งใช้ระดับความคลาดเคลื่อน 0.05 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐานทกสอบสมมติฐานในการทดสอบค่าที (T-test) และการทกสอบค่าเอฟ (F-test) ส่วนการวิเคราะห์ ข้อมูลจากแบบสอบถามปลายเปิด วิเคราะห์โดยการพรรณนาแจกแจงความถี่ประกอบตาราง และวิธีวิจัยเชิงคุณภาพ ใช้การสัมภาษณ์เชิงลึกจากผู้ให้ข้อมูลสำคัญ จำนวน 9 รูปหรือคน วิเคราะห์ข้อมูลโดยใช้เทคนิควิเคราะห์เนื้อหาเชิงพรรณนา

ผลการวิจัยพบว่า
1. การมีส่วนร่วมทางการเมืองของประชาชนที่มีผลต่อการเลือกตั้งทั่วไป อำเภอเวียงสา จังหวัดน่าน โดยภาพรวมอยู่ในระดับมาก (x ̅ =4.12) เมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับมากที่สุด 1 ด้าน คือการรณรงค์หาเสียงเลือกตั้ง ((x ) ̅=4.30) และอยู่ในระดับมาก 2 ด้านคือด้านการใช้สิทธิเลือกตั้ง  (x ̅ =4.06) และด้านการติดตามตรวจสอบการเลือกตั้ง ((x ) ̅ =3.99)
2. ผลการเปรียบเทียบพบว่า ประชาชนที่มีเพศ อายุ อาชีพ รายได้ ต่างกัน การมีส่วนร่วมทางการเมืองต่อการเลือกตั้งทั่วไป อำเภอเวียงสา จังหวัดน่าน โดยรวมแตกต่างกัน อย่างมีนัยสำคัญตามสมมติฐาน 0.05 จึงยอมรับสมมติฐานที่ตั้งไว้ ส่วนประชาชนที่มีการศึกษา การมีส่วนร่วมทางการเมืองต่อการเลือกตั้ง ไม่แตกต่างกัน จึงปฏิเสธสมมติฐานที่ตั้งไว้
3. ปัญหาการมีส่วนร่วมทางการเมืองของประชาชนที่มีผลต่อการเลือกตั้งทั่วไป อำเภอเวียงสา จังหวัดน่าน พบว่า ประชาชนมีการรับรู้ข้อมูลข่าวสารที่ไม่ทั่วถึง และไม่ต่อเนื่อง เพราะต้องประกอบอาชีพต่าง ๆ จึงทำให้ประชาชนไม่มีเวลาติดตามข้อมูลข่าวสาร ประชาชนยังขาดการเข้ามามีส่วนร่วมในกิจกรรมทางการเมือง อีกทั้งยังไม่ค่อยได้เข้ามามีส่วนร่วมในการติดตาม และตรวจสอบการดำเนินงานของเจ้าหน้าที่ในการจัดการเลือกตั้ง ส่วนแนวทางส่งเสริมควรปลูกฝังอุดมการณ์ และสร้างจิตสำนึกเพื่อส่งเสริมให้เกิดการมีส่วนร่วมของประชาชน โดยจัดประชุมและสัมมนาเพื่อให้ความรู้ความเข้าใจทางการเมืองที่ถูกต้อง ทำให้ประชาชนตระหนักถึงสิทธิ และหน้าที่ของความเป็นพลเมืองที่มีอยู่ตามรัฐธรรมนูญอย่างแท้จริง

บทคัดย่อภาษาอังกฤษ

The objective of this research is as follows: 1.To study the level of civic participation of the people in general elections in Wiang Sa District, Nan Province. 2.To study and compare the opinions on civic participation of the people in general elections in Wiang Sa District, Nan Province, classified by personal factors. 3.To study the problems, obstacles, and recommendations regarding civic participation of the people in general elections in Wiang Sa District, Nan Province, applying the principles of ethics. The research is a mixed-method design, comprising quantitative research using surveys as a data collection tool, with a confidence level of 0.936. The sample group consists of 398 residents living in Wiang Sa District, Nan Province, randomly selected from the total population of 52,629 individuals. The formula used for sample size determination follows Taro Yamane's method, with a margin of error of 0.05. The statistical techniques employed for data analysis include frequency, percentages, means, and standard deviations. Additionally, the T-test and F-test were used for hypothesis testing. For the analysis of data from open-ended questionnaires, the data was summarized in tables, and qualitative research methods were used, including in-depth interviews with 9 key informants or participants. The data was analyzed using content analysis techniques. x ̅

    The research findings reveal the following:
    1. Overall, the level of civic participation that affects general elections in Wiang Sa District, Nan Province, is high (x ̅ = 4.12). When considering individual aspects, it is found to be highest in one aspect, which is election campaigning (x ̅ = 4.30). It is also high in two other aspects, which are exercising the right to vote (x ̅ = 4.06) and monitoring the election process (x ̅ = 3.99).
    2.The research results from the comparative analysis show that there is
a significant difference in the level of civic participation in general elections in Wiang Sa District, Nan Province, among people with different genders, ages, occupations, and incomes. The hypothesis with a significance level of 0.05 is accepted as stated. However, concerning people's educational background, there is no significant difference in civic participation in general elections, and the hypothesis with
a significance level of 0.05 is rejected.
    3.The problems related to civic participation affecting general elections in Wiang Sa District, Nan Province, are as follows: People have limited and irregular access to information due to their various occupations, which leads to insufficient time for them to follow up on news. They lack involvement in civic activities, as well as limited participation in monitoring and overseeing the election process conducted by the officials. To promote civic participation, it is suggested to instill a sense of citizenship and awareness through meetings and seminars that provide accurate political knowledge and understanding of citizens' rights and duties as stated in the Constitution.
