การวิจัยครั้งนี้มีวัตถุประสงค์ ดังนี้ คือ 1) เพื่อศึกษาระดับความไว้วางใจทางการเมืองของประชาชนที่มีต่อนักการเมืองท้องถิ่นในอำเภอเชียงคาน จังหวัดเลย 2) เพื่อศึกษาระดับการปฏิบัติงานตามหลักสังคหวัตถุ 4 ของนักการเมืองท้องถิ่นในอำเภอเชียงคาน จังหวัดเลย 3) เพื่อเปรียบเทียบความไว้วางใจทางการเมืองของประชาชนต่อนักการเมืองท้องถิ่นในอำเภอเชียงคานจังหวัดเลย จำแนกตามปัจจัยส่วนบุคคลและตามการปฏิบัติงานตามหลักสังคหวัตถุ 4 4) เพื่อศึกษาแนวทางการส่งเสริมความไว้วางใจทางการเมืองของนักการเมืองท้องถิ่นในอำเภอเชียงคานจังหวัดเลยระเบียบวิธีวิจัยเป็นแบบผสานวิธี ได้แก่ การวิจัยเชิงปริมาณโดยดำเนินการเก็บรวบรวมข้อมูลจากกลุ่มตัวอย่างจำนวน 398 คน โดยใช้แบบสอบถามที่มีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.970 วิเคราะห์ข้อมูลโดยใช้ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที และการทดสอบค่าเอฟ ด้วยวิธีการวิเคราะห์ความแปรปรวนทางเดียว เมื่อพบว่ามีความแตกต่างจะทำการเปรียบเทียบความแตกต่างค่าเฉลี่ยเป็นรายคู่ด้วยวิธีผลต่างนัยสำคัญที่สุด และการวิจัยเชิงคุณภาพ ใช้วิธีการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 9 รูปหรือคน วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหาเชิงพรรณนา
    ผลการวิจัย พบว่า
     1) ระดับความไว้วางใจทางการเมืองของประชาชนที่มีต่อนักการเมืองท้องถิ่นในอำเภอเชียงคานจังหวัดเลย โดยภาพรวม อยู่ในระดับมาก เมื่อจำแนกเป็นรายด้าน พบว่า อยู่ในระดับมากทุกด้าน โดยเรียงตามลำดับค่าเฉลี่ยจากมากไปหาน้อย พบว่า ด้านที่มีค่าเฉลี่ยสูงที่สุด ได้แก่ ด้านการสื่อสาร มีค่าเฉลี่ยสูงสุด  รองลงมา ได้แก่ ด้านกระบวนการทำงาน  และด้านที่มีค่าเฉลี่ยน้อยที่สุด ได้แก่ ด้านโยบาย  ตามลำดับ
     2) ระดับความคิดเห็นของประชาชนที่มีต่อการปฏิบัติงานตามหลักสังคหวัตถุ 4 ของนักการเมืองท้องถิ่นในอำเภอเชียงคาน จังหวัดเลย  โดยรวม อยู่ในระดับมากเมื่อจำแนกเป็นรายด้าน พบว่า อยู่ในระดับมากทุกด้าน โดยเรียงลำดับจากมากไปหาน้อยดังนี้ ด้านสมานัตตตา  รองลงมา คือ ด้านอัตถจริยา และน้อยที่สุด ด้านทาน ตามลำดับ
     3) ผลการเปรียบเทียบ พบว่า ประชาชนที่มีอายุ ระดับการศึกษา รายได้ต่อเดือน และการปฏิบัติงานตามหลักสังคหวัตถุ 4 ต่างกัน มีความไว้วางใจทางการเมือง ในภาพรวม แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ส่วนประชาชนที่มีเพศ และอาชีพ แตกต่างกัน มีความไว้วางใจทางการเมือง ในภาพรวม ไม่แตกต่าง
     4) แนวทางในการสร้างความไว้วางใจทางการเมือง พบว่า ด้านตัวบุคคล นักการเมืองท้องถิ่นควรมีวิสัยทัศนในการพัฒนาท้องถิ่นทั้งในปัจจุบันและในอนาคต ด้านนโยบาย ควรกำหนดนโยบายให้ชัดเจนตรงกับปัญหาท้องถิ่น ด้านการสื่อสาร ควรมีวิธีการสื่อสารที่รวดเร็วด้วยชองทางที่หลากหลาย ด้านกระบวนการทำงาน ควรจัดใหมีการติดตามและประเมินผลการปฏิบัติงานตามนโยบายที่กำหนดไว้ ส่วนการปฏิบัติงานตามหลักสังคหวัตถุ 4 ควรให้ความช่วยเหลือประชาชนด้วยการให้สิ่งที่เขาขาดแคลนเพื่อเยียวยาความเดือดร้อน สามารถทำในสิ่งพูดไว้ได้ เสียสละประโยชน์ส่วนตนเพื่อส่วนรวม บำเพ็ญสาธารณประโยชน์เพื่อประชาชน และสังคม

Objectives of this research paper were as follows: 1. To study the level of the people’s political trust in local politicians at Chiang Khan District, Loei Province, 2. To study the level of performance according to Sanghavattu 4 principle of local politicians at Chiang Khan District, Loei Province 3.To compare the people’s political trust in local politicians at Chiang Khan District, Loei Province, classified by personal data and performance according to Sanghavattu 4, and 4. To study methods to promote the people’s political trust in local politicians at Chiang Khan District, Loei Province. The research methodology was the mixed methods The quantitative research, data were collected from 398 samples using a questionnaire with a total reliability value of 0.970. Data were analyzed using frequency, percentage, average, standard deviation. T-value test and F-value test with one-way variance analysis method The mean differences were compared in pairs with the Least Significant Difference methods, LSD. The qualitative research, data were collected by in-depth-interviewing 9 key informants and analyzed data by content descriptive interpretation.

    Findings were as follows :
     1. The level of people’s political trust in local politicians at Chiang Khan District, Loei Province, by overall, was at  high level  when classified by  aspects, it was found that all aspects were  at a high level sorted in descending order of average.Communication had the highest average , followed by work processes  and the aspect with the lowest average was policy , respectively.
     2.  The level of public opinion on the performance according to  Sangahavattu 4 of local politicians at Chiang Khan District, Loei Province, by overall, was at a high level  when classified by aspects, it was found to be at  high levels in all aspects, in descending order as follows: Samấnattatấ , followed by Atthacariyấ  and the lowest average was Dấna  respectively.
          3. The results of the opinion comparison showed that: People with different age, level of education, monthly income and performance according to the Sangahavattu 4 principles, by verall, had different political trust with statistically significantvalue at 0.05 levels, while people of different genders and occupations did not have different political trust in the local politicians.
         4. Guidelines for building people’s political trust in local politicians were found that: Person aspect; the local politicians should have a vision for local development, both now and in the future. Policy aspect;  there should be clearly define policies that match local problems. Communication aspect; there should have fast communication methods through various channels. Work process aspects; there should be monitor and evaluation according to the established policies. As for the performance according to Sangahavattu 4, they should help the people by giving them what they lack to heal their suffering. Being able to do what was said, by sacrifice  personal benefits for the common good to serve the public good for the people and society.
