บทคัดย่อภาษาไทย

ดุษฎีนิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อ 1. เพื่อศึกษาสภาพการพัฒนาการเมืองการปกครองท้องถิ่นในจังหวัดนนทบุรี 2. เพื่อศึกษาปัจจัยที่ส่งผลต่อการพัฒนาการเมืองการปกครองท้องถิ่น จังหวัดนนทบุรี และ 3. เพื่อนำเสนอการประยุกต์หลักพุทธจริยธรรมสำหรับนักการเมืองเพื่อการพัฒนาการเมืองการปกครองท้องถิ่น จังหวัดนนทบุรี ใช้ระเบียบวิธีวิจัยแบบผสานวิธี คือ การวิจัยเชิงคุณภาพ เป็นการเก็บข้อมูลการสัมภาษณ์เชิงลึก จากผู้ให้ข้อมูลสำคัญ จำนวน 19 รูปหรือคน และการสนทนากลุ่มเฉพาะ จำนวน 9 รูปหรือคน ใช้วิธีการวิเคราะห์ข้อมูลแบบอรรถาธิบายและพรรณนา และการวิจัยเชิงปริมาณ เครื่องมือ คือ แบบสอบถาม ซึ่งมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.869 เก็บข้อมูลกับจากลุ่มตัวอย่าง จำนวน 245 คน นำมาวิเคราะห์ข้อมูลโดยใช้จำนวน ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน และผลการวิจัยพบว่า

1. สภาพการพัฒนาการเมืองการปกครองท้องถิ่นในจังหวัดนนทบุรี พบว่า จริยธรรมนับว่าเป็นพื้นฐานที่สำคัญของทุกคนและทุกวิชาชีพ ควรดำเนินการตามกระบวนการ 3 ประการคือ ซึ่งกฎหมาย นโยบาย เครื่องมือถือในการกำหนดวิธีการ กระบวนการ เพื่อการควบคุมความประพฤติ  โครงการ กิจกรรม ขั้นตอนการดำเนินงานมีทิศทางอันชัดเจน และผลการดำเนินงาน ตัวชี้วัด ดัชนีชี้หรือตัวชี้วัดที่ถูกกำหนดขึ้นที่เป็นไปตามกฎหมาย ซึ่งระดับสภาพการพัฒนาการเมืองการปกครองท้องถิ่นในภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านกฎหมาย นโยบาย รองลงมา คือ ด้านโครงการ/กิจกรรม และต่ำที่สุด คือ ด้านผลการดำเนินงาน ตัวชี้วัด

2. ปัจจัยที่ส่งผลต่อการพัฒนาการเมืองการปกครองท้องถิ่น จังหวัดนนทบุรี เป็นปัจจัยที่เกี่ยวข้องกับการพัฒนาการเมืองเพื่อการปฏิสัมพันธ์ระหว่างองค์กร เพื่อการดำเนินกิจกรรมต่าง ๆ เป็นการสร้างระบบทางการเมืองการปกครอง และส่งเสริมการพัฒนาทั้งทางเศรษฐกิจและสังคมเพื่อตอบสนองความต้องการของประชาชน ซึ่งระดับปัจจัยที่ส่งผลต่อการพัฒนาการเมืองการปกครองท้องถิ่น ในภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านที่มีค่าเฉลี่ยสูงสุด คือ การพัฒนาระบบการศึกษา รองลงมา คือ การพัฒนาเศรษฐกิจ การพัฒนาสังคม การพัฒนาระบบราชการให้มีประสิทธิภาพ การเสริมสร้างวัฒนธรรมทางการเมือง และต่ำที่สุด คือ การปฏิรูปทางการเมือง  และจากการทดสอบสมมติฐาน พบว่า การปฏิรูปทางการเมือง และการเสริมสร้างวัฒนธรรมทางการเมือง มีผลต่อสภาพการพัฒนาการเมืองการปกครองท้องถิ่นในจังหวัดนนทบุรี อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 ส่วนด้านอื่นไม่ส่งผล

3. การประยุกต์หลักพุทธจริยธรรมสำหรับนักการเมืองเพื่อพัฒนาการเมืองการปกครองท้องถิ่น จังหวัดนนทบุรี ควรดำเนินการตามหลัก 5 ประการ คือ การให้ความเคารพประชาชน การปฏิบัติตามกฎหมาย การปฏิบัติตนเป็นแบบอย่างที่ดี การประพฤติปฏิบัติตนด้วยการรักษาคำสัตย์ปฏิญาณ และ การประพฤติปฏิบัติตนด้วยความไม่ประมาทเป็นพื้นฐาน ซึ่งระดับการประยุกต์หลักพุทธจริยธรรมสำหรับนักการเมืองเพื่อพัฒนาการเมืองการปกครองท้องถิ่น จังหวัดนนทบุรี โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านที่มีค่าเฉลี่ยสูงสุด คือ การประกันครอบครัว  รองลงมา คือ การประกันหลักทรัพย์ การประกันชีวิต การประกันสังคม และต่ำที่สุด คือ การประกันสุขภาพ และจากการทดสอบสมมติฐาน พบว่า การประกันชีวิต การประกันหลักทรัพย์ การประกันครอบครัว การประกันสังคม และการประกันสุขภาพ ไม่มีผลต่อสภาพการพัฒนาการเมืองการปกครองท้องถิ่นในจังหวัดนนทบุรี

บทคัดย่อภาษาอังกฤษ

Objectives of this dissertation were: 1. To study the development context of local politics and administration in Nonthaburi Province, 2. To study factors affecting the development context of local politics and administration in Nonthaburi Province, and 3. To propose the Buddhist ethics application for politicians’ local politics and administration development in Nonthaburi, conducted by the mixed research methods. The qualitative research, data were collected by in-depth interviewing 19 key informants and 9 participants in focus group discussion, analyzed data by descriptive interpretation. The quantitative research, data were collected from 245 samples using questionnaires with reliability value at 0.869. The data were analyzed using frequency, percentage, mean and standard deviation.

Findings were as follows:

             1. State of local politics and administration development in Nonthaburi Province was found that ethics are the important bases for everyone and every profession. Three procedures should be followed: Laws and Policy; the instrument for determining the methodology, process, for controlling the conducts. Project and Activity; the operational process had a clear direction.  and Performance and Indicators; indicators that have been established were in accordance with the laws.  The overall level of local politics and administration development was at a high level. When considering each aspect, it was found that the highest average was legal and policy, followed by projects and activities, and the aspect with the  lowest average was performance and indicators.

             2. Factors affecting the local politics and administration development in Nonthaburi Province were factors related to political development for interaction between organizations, for carrying out various activities, creating a political system and promoting both economic and social development to meet the needs of the people. The level of factors affecting the development of local politics and administration, by overall, were at high level. When considering each aspect, it was found that the aspect with the highest average was education system development, followed by economic development, social development, an effective bureaucracy development, and strengthening political culture. The aspect with the lowest average was the political reform. The hypothesis test was found that political reform and strengthening political culture affected the local politics and administration development in Nonthaburi Province with statistically significant level of 0.01, while the other aspects did not yield results.

             3. Buddhist Ethics application for Politicians to develop local politics and administration in Nonthaburi Province should be carried out according to 5 principles: respect for the people; legal compliance, acting as a good role model, behaving by keeping spoken words and vows, and behaving with fundamental, carelessness. The levels of Buddhist ethics application for politicians to develop local politics and administration in Nonthaburi Province, by overall, was at a high level. When considering each aspect, it was found that the aspect with the highest average was family insurance, followed by securities insurance. life insurance, social security, and the aspect with the lowest average was health insurance. From hypothesis testing, it was found that life insurance, securities insurance, family insurance, social security, and health insurance had no effects on the local politics and administration development of in Nonthaburi Province.
