บทคัดย่อภาษาไทย

ดุษฎีนิพนธ์นี้มีวัตถุประสงค์ 1. เพื่อศึกษาภาวะผู้นำทางการเมืองของนักการเมืองท้องถิ่นในจังหวัดชลบุรี 2. เพื่อศึกษาองค์ประกอบการพัฒนาภาวะผู้นำทางการเมืองของนักการเมืองท้องถิ่นในจังหวัดชลบุรี 3. เพื่อนำเสนอการพัฒนาภาวะผู้นำเชิงพุทธทางการเมืองของนักการเมืองท้องถิ่นในจังหวัดชลบุรี ระเบียบวิธีการวิจัยเป็นแบบผสานวิธี การวิจัยเชิงคุณภาพเก็บข้อมูลจากผู้ให้ข้อมูลสำคัญ จำนวน 18 รูปหรือคน ด้วยแบบสัมภาษณ์เชิงลึกที่มีโครงสร้างโดยวิธีการสัมภาษณ์เชิงลึกวิเคราะห์ข้อมูลด้วยการพรรณนาความ สนทนาเฉพาะกลุ่ม  และการวิจัยเชิงปริมาณ เก็บข้อมูลด้วยแบบสอบถามจากกลุ่มตัวอย่าง 400 คน จากประชาชนกลุ่มตัวอย่างเทศบาลเมืองในจังหวัดชลบุรี วิเคราะห์ข้อมูลด้วยสถิติเชิงพรรณนา ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. ภาวะผู้นำทางการเมืองของนักการเมืองท้องถิ่นในจังหวัดชลบุรี โดยรวมอยู่ในระดับมาก ด้านความมีคุณธรรม มีความยุติธรรม มีศีล มีธรรม ซื่อสัตย์ สร้างความศรัทธา ด้านคุณลักษณะของผู้นำ มีวิสัยทัศน์ ระบบบริหารที่ดี มุ่งเน้นผลประโยชน์ส่วนรวมมีความรับผิดชอบต่อหน้าที่ มีความโปร่งใส รู้ระเบียบกฎหมาย ด้านพฤติกรรมทางการเมือง มีมนุษย์สัมพันธ์ที่ดีสร้างความสามัคคี มีการสื่อสารอย่างต่อเนื่อง ไม่ยอมรับการทุจริต มีความหนักแน่น ด้านจริยธรรมทางการเมือง มีความเสียสละ มุ่งมั่นแก้ไขปัญหา มีคุณธรรมจริยธรรม จิตอาสา อ่อนน้อมถ่อมตน ยึดประโยชน์ของประชาชนเป็นสำคัญ เชิงปริมาณภาวะผู้นำทางการเมืองของนักการเมืองท้องถิ่นในจังหวัดชลบุรี ภาพโดยรวม ประชาชนเห็นว่านักการเมืองท้องถิ่นมีภาวะผู้นำโดยภาพรวม อยู่ในระดับมาก (x=3.48) 

2. องค์ประกอบการพัฒนาภาวะผู้นำทางการเมืองของนักการเมืองท้องถิ่นในจังหวัดชลบุรี ด้านความดีงาม ยึดหลักธรรมาภิบาลประพฤติปฏิบัติตนเป็นแบบอย่างที่ดี มีความซื่อตรง มีหลักธรรม และหลักการประจำใจ จุดยืนทางการเมือง ความภาคภูมิใจในฐานะนักการเมืองที่เป็นตัวแทนของประชาชน ด้านความถูกต้อง ปฏิบัติตนตามกฎหมายไม่ละเมิดสิทธิผู้อื่น สร้างประโยชน์ส่วนรวม แก้ปัญหาด้วยความโปร่งใส  ด้านความเหมาะสม ปฏิบัติงานด้วยความเหมาะสม มีส่วนร่วมอย่างเหมาะสม ยึดมั่นอุดมการณ์การเมือง ให้ความสำคัญกับประชาชนก่อความร่วมมือให้เกิดประโยชน์สูงสุด เชิงปริมาณองค์ประกอบการพัฒนาภาวะผู้นำทางการเมืองของนักการเมืองท้องถิ่นในจังหวัดชลบุรี ด้านความดีงาม ความถูกต้อง และความเหมาะสมโดยภาพรวมอยู่ในระดับมาก (x=4.07)

3. การพัฒนาภาวะผู้นำเชิงพุทธทางการเมืองของนักการเมืองท้องถิ่นในจังหวัดชลบุรี หลักสัจจะ มีใจเป็นกลางในการบริหารงานมีความซื่อสัตย์ ซื่อตรง โปร่งใส จริงใจ และเป็นแบบอย่างที่ดี หลักทมะ สามารถควบคุมอารมณ์ต่อแรงเสียดทาน มีความเสียสละต่อส่วนรวม มีน้ำใจ ใจเย็น ความมีเหตุมีผล เปิดโอกาสให้ประชาชนเข้าร่วม หลักขันติ ขยันหมั่นเพียร เข้มแข็ง อดทนอดกลั้นต่อผลกระทบ ไม่โลภในผลประโยชน์ที่พึงจะได้มุ่งมั่นในจุดหมาย ไม่ท้อถอย สร้างขวัญกำลังใจ หลักจาคะ เสียสละผลประโยชน์ส่วนตน รักษาผลประโยชน์ส่วนรวม มีความจริงใจในการปฏิบัติหน้าที่ ไม่โกหกหลอกลวงประชาชนยึดมั่นในหลักของธรรมาภิบาล เชิงปริมาณการพัฒนาภาวะผู้นำเชิงพุทธทางการเมืองของนักการเมืองท้องถิ่นในจังหวัดชลบุรี ตามหลักฆราวาสธรรม 4 หลักสัจจะ หลักทมะ หลักขันติ หลักจาคะ โดยภาพรวมอยู่ในระดับมาก (x=3.92)

บทคัดย่อภาษาอังกฤษ

Objectives of this dissertation were: 1. Study the political leadership of local politicians in Chonburi Province 2. To study the components of political leadership development of local politicians in Chonburi Province. and 3. To present the Buddhist political leadership development of local politicians in Chonburi Province. Research methodology was the mixed methods. The qualitative research collected data from 18 key informants using a structured in-depth interviews script by way of in-depth interviewing. Data were analysis by descriptive interpretation. The quantitative research collected data with a questionnaire from 400 sample in Chonburi Province. Data were analyzed by descriptive statistics such as frequency, percentage, mean, standard deviation.

Findings were as follows:

1. Political leadership of local politicians in Chonburi Province. Overall, it's at a high level in terms of morality, having justice, integrity, honesty, and builds faith. In terms of leadership qualities, there is a vision, good management system, focus on the common interests, have responsibilities for duties and transparency, know the law and has political behavior, have good human relations, create unity, have continuous communication, does not accept corruption, and have firmness. In terms of political ethics, there is sacrifice, committed to solving problems, have morals, ethics, volunteer spirit, humble, and prioritize the interests of the people. Quantifying the political leadership of local politicians in Chonburi Province. Overall, people agree that local politicians have overall leadership. at a high level (x̅ = 3.48)

2. Components of Political Leadership Development of Local Politicians in Chonburi Province’s beauty adheres to good governance, behave as a role model, have integrity, honest, have moral principles and political stance , has pride as a politician representing the people, accuracy, comply with the law without violating the rights of others, create common interests, solve problems with transparency, suitability, work properly with appropriate participation, adhere to political ideology, and giving importance to the people to create cooperation for the greatest benefit. Quantifying the components of political leadership development of local politicians in Chonburi Province. Overall goodness, correctness, and suitability were at a high level (x̅ =4.07).

3. Buddhist Political Leadership Development of Local Politicians in Chonburi Province. Sacca; the truth having neutral minds in the administration with honesty, transparency, sincerity and as a good role model. Dama; able to control emotions against friction, having sacrifices to the public, being considerate, calm, and reasonable and giving people the opportunity to participate. Khanti; Perseverance, perseverance, perseverance, withstanding the impact, not greedy for the benefits that should be obtained, striving for the goals, not giving up, and building morale. Chaga; the principle of sacrificing one's personal interests, maintain common interests, have sincerity in performing duties, do not lie and deceive people, and adhere to the principles of good governance. Quantitative analysis of the development of Buddhist political leadership among local politicians in Chonburi Province. According to the principles of Seculardhamma 4, Sacca Dama Khanti Chaga overall it is at a high level (x̅ =3.92)
