บทคัดย่อภาษาไทย

              การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1. ศึกษาสภาพทั่วไปและปัญหาอุปสรรคในการส่งเสริมอารยเกษตรตาม โคก หนอง นา โมเดล ของผู้ปกครองท้องที่จังหวัดสมุทรสงคราม 2. ศึกษาองค์ประกอบในการส่งเสริมอารยเกษตรตาม โคก หนอง นา โมเดล ของผู้ปกครองท้องที่จังหวัดสมุทรสงคราม 3. นำเสนอการพัฒนาบทบาทของผู้ปกครองท้องที่ที่มีต่อการส่งเสริมอารยเกษตรตาม โคก หนอง นา โมเดล จังหวัดสมุทรสงคราม โดยการประยุกต์ตามหลักพุทธธรรม

              การวิจัยครั้งนี้ใช้ระเบียบวิธีการวิจัยเชิงคุณภาพ เก็บข้อมูลภาคสนามจากผู้ให้ข้อมูลสำคัญ 5 กลุ่ม คือ กลุ่มผู้ปกครองท้องที่ กลุ่มเจ้าหน้าที่ที่เกี่ยวข้อง กลุ่มผู้นำชุมชน กลุ่มภูมิปัญญาท้องถิ่นหรือปราชญ์ชาวบ้าน และกลุ้มผู้บริหารองค์การปกครองส่วนท้องถิ่น ด้วยการเลือกแบบเจาะจงตามลักษณะการเป็นตัวแทนของกลุ่มที่เหมาะสม จำนวน 25 รูปหรือคน ได้ใช้แบบสัมภาษณ์แบบกึ่งโครงสร้าง ที่มีค่าดัชนีวัดความเที่ยงตรงเชิงเนื้อหาทั้งฉบับ (S-CVI) เท่ากับ 1.00 เป็นเครื่องมือในการเก็บรวบรวมข้อมูล โดยวิเคราะห์ข้อมูลด้วยเทคนิคการวิเคราะห์เนื้อหาประกอบบริบท และการสนทนากลุ่มเฉพาะผู้ทรงคุณวุฒิ จำนวน 10 รูปหรือคน โดยวิเคราะห์ข้อมูลด้วยเทคนิคการวิเคราะห์เนื้อหาประกอบบริบท

              ผลการวิจัยพบว่า

              1. สภาพทั่วไปและปัญหาอุปสรรคในการส่งเสริมอารยเกษตรตาม โคก หนอง นา โมเดล ของผู้ปกครองท้องที่จังหวัดสมุทรสงคราม พบว่า มีจุดเด่นคือ เน้นการร่วมมือระหว่างผู้ปกครองท้องที่ ชุมชน เกษตรกรและชาวบ้านในการดำเนินกิจกรรมร่วมกัน ใช้เทคโนโลยีที่ทันสมัยในการส่งเสริมและพัฒนาโคก หนอง นา โมเดล มีจุดอ่อนคือ ขาดแคลนทรัพยากรในการดำเนินโครงการซึ่งต้องใช้ทรัพยากรจำนวนมาก ขาดความร่วมมือและการสนับสนุนจากเครือข่าย โอกาสคือ การใช้เทคโนโลยีทางการเกษตรที่ทันสมัย การสร้างเครือข่ายทางการเกษตรระหว่างเกษตรกรและชาวบ้าน องค์กรที่เกี่ยวข้อง และหน่วยงานราชการ การได้รับการสนับสนุนจากนโยบายภาครัฐที่เน้นการพัฒนาเกษตรอย่างยั่งยืน อุปสรรคคือ ทัศนคติ เทคนิค เศรษฐกิจ สภาพแวดล้อม และนโยบายภาครัฐ

2. องค์ประกอบในการส่งเสริมอารยเกษตรตาม โคก หนอง นา โมเดล ของผู้ปกครองท้องที่จังหวัดสมุทรสงคราม จำนวน 4 องค์ประกอบคือ องค์ประกอบที่ 1 การเพิ่มความสมบูรณ์ของดิน  การจัดการน้ำในนา  การจัดการโรคและแมลง  การใช้เทคโนโลยีทางการเกษตร  องค์ประกอบที่ 2 การส่งเสริมบทบาทของเกษตรกรและชาวบ้านในการทำโครงการโคก หนอง นา พัฒนาดินให้มีความอุดมสมบูรณ์ โดยเน้นเกษตรอินทรีย์ พัฒนาน้ำให้สะอาด สามารถนำไปใช้งานได้ทั้งภาคครัวเรือนและภาคการเกษตร จังหวัดสมุทรสงครามมีการรักษาและพัฒนาป่าเป็นส่วนสำคัญเพื่อรักษาสิ่งแวดล้อมและความสมดุลของนิเวศในพื้นที่ องค์ประกอบที่ 3 การจัดสัมมนาและการอบรมเกี่ยวกับการส่งเสริมอารยเกษตรตาม โคก หนอง นา โมเดล ร่วมกับหน่วยงานราชการ การจัดประชุมกลุ่มสนับสนุนอย่างต่อเนื่อง การสร้างชุมชนการเรียนรู้ชุมชน การใช้เทคโนโลยีสื่อสารเพื่อการเรียนรู้เรื่องโคกหนองนาการให้การดูแลและคำปรึกษาเกี่ยวกับการส่งเสริมอารยเกษตรตาม โคก หนอง นา โมเดล ร่วมกับหน่วยงานราชการ องค์ประกอบที่ 4 การสนับสนุนในการวางแผนและการจัดการที่เหมาะสมสำหรับการเกษตรตามโคกหนองนา การสนับสนุนในการจัดตั้งและการบริหารจัดการองค์กรที่เหมาะสมสำหรับการเกษตรตามโคกหนองนา การสนับสนุนในการพัฒนาพื้นที่และสิ่งแวดล้อมที่เหมาะสมสำหรับการเกษตรตามโคกหนองนา การสนับสนุนในการสร้างและพัฒนาเทคโนโลยีที่เกี่ยวข้องกับการเกษตรตามโคกหนองนา การสนับสนุนในการเข้าถึงทรัพยากรการเงินสำหรับเกษตรกรและชาวบ้านในการเกษตรตามโคกหนองนา

          3. การพัฒนาบทบาทของผู้ปกครองท้องที่ที่มีต่อการส่งเสริมอารยเกษตรตาม โคก หนอง นา โมเดล จังหวัดสมุทรสงคราม โดยการประยุกต์ตามหลักพุทธธรรม ด้านบทบาทในการสร้างความรู้ โดยการประยุกต์ตามหลักพุทธธรรม ประกอบด้วย 1.ผู้ปกครองท้องที่ให้ความรู้อย่างเต็มที่และเต็มใจ 2. ผู้ปกครองท้องที่มีการสร้างความเชื่อมั่นและความไว้วางใจให้กับประชาชน 3. การหมั่นตริตรองพิจารณาช่วยให้ผู้ปกครองท้องที่เป็นผู้ที่มีความรู้และเข้าใจถึงผลกระทบที่อาจเกิดขึ้นจากการให้ความรู้ 4. ผู้ปกครองควรสำรวจและวิเคราะห์เหตุผลที่เป็นหลักในการให้ความรู้ ด้านบทบาทในการสร้างแนวทางการพัฒนา โดยการประยุกต์ตามหลักพุทธธรรม พบว่า 1. เต็มใจและตั้งใจในการพัฒนาโครงสร้างพื้นฐาน ได้แก่ การเตรียมพื้นที่และเสริมสร้างโครงสร้างพื้นฐานที่จำเป็น รวมถึงการสร้างความร่วมมือและพันธมิตร 2. เพียรพยายามในการบริหารจัดการและดูแลรักษาทรัพยากร ตลอดถึงการสร้างและส่งเสริมศักยภาพชุมชนที่ยั่งยืน 3. เอาใจใส่ในการพัฒนา การดูแลและสนับสนุน ส่งเสริมการเผยแพร่และการแลกเปลี่ยนความรู้ การสร้างการสื่อสารและการสร้างความตระหนัก 4. หมั่นทบทวน ปรับปรุงแก้ไข ประเมินผลและปรับปรุง ตลอดถึงการสร้างนโยบายและกฎหมายสนับสนุน ด้านบทบาทในการสร้างแนวทางปฏิบัติ โดยการประยุกต์ตามหลักพุทธธรรม 1. ให้ความสำคัญกับการศึกษาและพัฒนาองค์ความรู้ให้แก่เกษตรกรอย่างเต็มใจ 2. พัฒนาทรัพยากรให้มีคุณภาพอย่างต่อเนื่อง รวมถึงการพัฒนาความร่วมมือกับทุกเครือข่ายที่เกี่ยวข้อง 3. มีความรับผิดชอบสูง และมีความสามารถในการพัฒนานวัตกรรมที่นำไปสู่ความยั่งยืน 4. เข้าใจปัญหา ร่วมคิด ร่วมแก้ไข ร่วมวางแผนปรับปรุง

บทคัดย่อภาษาอังกฤษ

              The objectives of this research were: 1. to study the general condition and problems and obstacles in promoting civilized agriculture according to the Khok Nong Na Model of local rulers in Samut Songkhram Province; Samut Songkhram Province. 3. Present the role development of local rulers towards the promotion of civilized agriculture along the Khok Nong Na model in Samut Songkhram Province. By applying the principles of Buddhism

              This research used a qualitative research methodology. Field data were collected from 5 groups of key informants: local parents; Related staff groups Community Leadership Group Local Wisdom Group or Local Wisdom and a group of scholars in political science, by purposively selecting according to the representative nature of the appropriate group of 25 photographs or people, a semi-structured interview was used. with a content validity index (S-CVI) of 1.00 as a tool for data collection. analyzing the data by using contextual content analysis techniques and focus group discussions of 10 experts or people. The data were analyzed by content analysis technique with context.

              The findings were as follows:

              1. The general conditions and problems and obstacles in promoting civilized agriculture according to the Khok Nong Na model of local rulers in Samut Songkhram province were found to be outstanding in emphasizing cooperation between local rulers, communities, farmers, and villagers in carrying out joint activities. Use modern technology to promote and develop the Khok Nong Na Model. The weakness is the lack of resources to implement the project, which requires a lot of resources. Lack of cooperation and support from the network. The opportunity is the use of modern agricultural technology. creating an agricultural network between farmers and villagers related organizations and government agencies Getting support from government policies that focus on sustainable agricultural development The obstacle is the limitation of attitude. technical limitations economic constraints environmental limitations Government policy limitations

              2. Components in promoting civilized agriculture according to the Khok Nong Na model of local rulers in Samut Songkhram Province, 4 components are Component 1: Increasing soil fertility water management in the field Disease and Pest Management use of agricultural technology Component 2 Promoting the roles of farmers and villagers in the Khok Nong Na project to develop soil for fertility with an emphasis on organic agriculture develop clean water It can be used in both household and agricultural sectors. Samut Songkhram Province has forest preservation and development as an important part of maintaining the environment and ecological balance in the area. Component 3: Organizing seminars and training on the promotion of civilized agriculture according to the Khok Nong Na Model in collaboration with government agencies. Ongoing support group meetings building a community learning community The use of communication technology for learning about Khok Nong Na, providing supervision and advice on promoting civilized agriculture according to the Khok Nong Na model in collaboration with government agencies.
