สารนิพนธ์นี้มีวัตถุประสงค์ เพื่อ 1. ศึกษาระดับความคิดเห็นของพระสงฆ์ที่มีต่อการพัฒนาศักยภาพพระสังฆาธิการของคณะสงฆ์ อำเภอบางคล้า จังหวัดฉะเชิงเทรา 2. ศึกษาเปรียบเทียบระดับความคิดเห็นของพระสงฆ์ที่มีต่อการพัฒนาศักยภาพพระสังฆาธิการของคณะสงฆ์ อำเภอบางคล้า จังหวัดฉะเชิงเทรา 3. ศึกษาปัญหา อุปสรรค และข้อเสนอแนะที่มีต่อการพัฒนาศักยภาพพระสังฆาธิการของคณะสงฆ์ อำเภอบางคล้า จังหวัดฉะเชิงเทรา

ระเบียบวิธีวิจัยแบบผสานวิธี ระหว่างการวิจัยเชิงปริมาณ เป็นการสำรวจโดยใช้แบบสอบถามที่มีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.809 กับกลุ่มตัวอย่าง คือ พระสงฆ์อำเภอบางคล้า จังหวัดฉะเชิงเทรา จำนวน 143 รูป ทำการวิเคราะห์ข้อมูลด้วยโปรแกรมสำเร็จรูปทางสังคมศาสตร์ สถิติที่ใช้คือ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การทดสอบค่าที และการทดสอบค่าเอฟ ด้วยวิธีวิเคราะห์ความแปรปรวนทางเดียว และการวิจัยเชิงคุณภาพด้วยการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 10 รูปหรือคน โดยใช้เทคนิคการวิเคราะห์เนื้อหาเชิงพรรณนาสรุปเป็นความเรียง

ผลการวิจัยพบว่า

1. พระสงฆ์ในพื้นที่อำเภอบางคล้า มีความคิดเห็นเกี่ยวกับการพัฒนาศักยภาพพระสังฆาธิการของคณะสงฆ์ อำเภอบางคล้า จังหวัดฉะเชิงเทรา โดยภาพรวม อยู่ในระดับมาก ( =3.66, S.D.=0.72) เมื่อพิจารณาเป็นรายด้านพบว่าอยู่ในระดับมากทุกด้าน โดยเรียงลำดับตามค่าเฉลี่ยจากมากไปหาน้อย ได้แก่ ด้านเจตคติ ( =3.78, S.D.=0.90) รองลงมา คือ ด้านบุคลิกภาพ ( =3.66, S.D.=0.80) ด้านทักษะ ( =3.66, S.D.=0.79) ด้านความคิดสร้างสรรค์ ( =3.60, S.D.=0.90) และด้านความรู้ ( =3.59, S.D.=0.89) 

2. ผลการเปรียบเทียบระดับความคิดเห็นของพระสงฆ์ที่มีต่อการพัฒนาศักยภาพพระสังฆาธิการของคณะสงฆ์ อำเภอบางคล้า จังหวัดฉะเชิงเทรา จำแนกตามปัจจัยส่วนบุคคล พบว่า พระสงฆ์ที่มีอายุ วุฒิการศึกษาสายสามัญ วุฒิการศึกษาแผนกบาลี และตำแหน่งปกครองคณะสงฆ์ต่างกัน มีความคิดเห็นต่อการพัฒนาศักยภาพพระสังฆาธิการของคณะสงฆ์ อำเภอบางคล้า จังหวัดฉะเชิงเทรา ไม่แตกต่างกัน จึงปฏิเสธสมมติฐานการวิจัย ส่วนพระสงฆ์ที่มีพรรษา และวุฒิการศึกษาแผนกธรรมต่างกัน มีความคิดเห็นต่อการพัฒนาศักยภาพพระสังฆาธิการของคณะสงฆ์ อำเภอบางคล้า จังหวัดฉะเชิงเทรา แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 จึงยอมรับสมมติฐานการวิจัย

3.  ปัญหาและอุปสรรคที่มีต่อการพัฒนาศักยภาพพระสังฆาธิการของคณะสงฆ์ อำเภอบางคล้า จังหวัดฉะเชิงเทรานั้น พบว่า พระสังฆาธิการบางรูปมีสมณสารูปที่ไม่เหมาะสม บางรูปมีความเห็นในทางที่ผิดจากพระธรรมวินัย ไม่ได้มุ่งเน้น หรือส่งเสริมให้ประชาชนเข้าถึงพระรัตนตรัยเป็นที่พึ่ง แต่ส่งเสริมให้เข้าถึงความศักดิ์สิทธิ์ด้านวัตถุมงคล หรือการอ้อนวอนสิ่งศักดิ์สิทธิ์แทน และยังขาดทักษะ ความรู้ ความสามารถ รวมถึงความคิดในเชิงสร้างสรรค์ 

ข้อเสนอแนะ คือ พระสังฆาธิการควรให้ความสำคัญด้านบุคลิกภาพที่มากขึ้น เช่น การสูบบุหรี่ การแต่งกาย การพูดจา รวมถึงความสะอาดภายในวัด และต้องส่งเสริมแนวทางการเผยแผ่ธรรมะที่หลากหลายรูปแบบ เช่น ผ่านสื่อสังคมออนไลน์ เป็นต้น และส่งเสริมให้พระสงฆ์ได้ศึกษาทั้งพระปริยัติธรรมแผนกธรรม-บาลี รวมถึงพระปริยัติธรรมแผนกสามัญ เพื่อให้พระสงฆ์ และพระสังฆาธิการมีความรู้ความสามารถในการบริหารจัดการ และการปกครองที่มีคุณภาพ

บทคัดย่อภาษาอังกฤษ

      Objectives of this research paper were: 1. To study the level of opinions of monks on the Administrative Monks’ potentials development of the Sangha Administration of Bang Khla District, Chachoengsao Province. 2. To comparatively study the level of monks’ opinions on the administrative monks’ potentials development of Sanga Administration of Bang Khla District, Chachoengsao Province, and 3. To study the problems. obstacles and suggestions for the administrative monks’ potential development of the Sangha Administration of Bang Khla District, Chachoengsao Province

Methodology was the mixed methods: The quantitative research by survey method, collected data from 143 samples who were monks at Bang Khla District, Chachoengsao Province with questionnaires that had reliability value at 0.809 and analyzed data with social research statistical program. The statistics used for data analysis were frequency, percentage, mean and standard deviation, SD, t-test, F-test by one way ANOVA. The qualitative research collected data from 10 key informants by in-depth-interviewing and analyzed data by descriptive interpretation.

Findings were as follows:

1. Buddhist monks in Bang Khla district had opinion on the Administrative monks’ potential development of the Sangha Administration at Bang Khla District, Chachoengsao Province, by overall, at  high level ( =3.66, S.D.=0.72).Each aspect was also at high level In descending order from high to low level as follows;  the average of the  Attitude was at  =3.78, S.D.=0.90, followed by Personality was at =3.66, S.D.=0.80, Skills was at =3.66, S.D.=0.79, Creativity was at =3.60, S.D.=0.90, and Knowledge was at =3.59, S.D.=0.89, respectively.

2. The results of the comparison of the level of monks’ opinions  on the Administrative monks’ potentials development of Sangha Administration of Bang Khla District, Chachoengsao Province, classified by personal factors, were found that  the monks with different ages, formal educational qualifications, Pali studies qualifications, and administrative positions did not have different opinions on the Administrative monks’ potential development of Sangha Administration at  Bang Khla District, Chachoengsao Province. Therefore, the research hypothesis was rejected. For the monks with different Rain Retreat years, Dhamma education level had different opinions on the administrative monks’ potential development of the Sanga Administration at Bang Khla District, Chachoengsao Province at the statistically significant level of 0.05, accepted the set hypothesis.

3. Problems and obstacles of the administrative monks’ potential development of the Sangha Administration at Bang Khla District, Chachoengsao Province, were found that some monks had inappropriate monkshood. Some monks had deviated opinions from the Book of Discipline, did not focus on or encouraging people to access the Triple Gem as a refuge, but instead promote access to sacred objects or pleading for sacred things, and lack skills, knowledge, abilities, and creative thinking. Recommendations were that; the administrative monks must be emphasized the personality, such as smoking, dressing, speaking including monastery clean-up, It must also promote various ways of spreading Dhamma, such as through social media, etc., and encourage monks to study both the Dharma-Pali section, as well as the formal Dharma Studies section so that the monks and the administrative monks have the knowledge and ability to manage and administer with quality.
