บทคัดย่อภาษาไทย

การวิจัยเรื่องนี้มีวัตถุประสงค์ดังนี้ 1. เพื่อศึกษาระดับการให้บริการประชาชนของที่ว่าการอำเภอเมืองตาก จังหวัดตาก 2. เพื่อศึกษาความสัมพันธ์ระหว่างหลักสังคหวัตถุธรรมกับการให้บริการประชาชนของที่ว่าการอำเภอเมืองตาก จังหวัดตาก และ 3. เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะแนวทางพัฒนาการให้บริการประชาชนของที่ว่าการอำเภอเมือง จังหวัดตาก เป็นการวิจัยแบบผสานวิธี (Mixed Method) ระหว่างการวิจัยเชิงปริมาณ และการวิจัยเชิงคุณภาพ โดยใช้แบบสอบถามเก็บรวบรวมข้อมูลเชิงปริมาณจากกลุ่มตัวอย่าง จำนวน 398 ชุด วิเคราะห์ข้อมูลด้วยโปรแกรมสำเร็จรูปทางสังคมศาสตร์ การวิจัยเชิงคุณภาพใช้วิธีการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 9 รูป  หรือคน วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหาเชิงพรรณนา  

ผลการวิจัยพบว่า

1. ระดับความเห็นการให้บริการประชาชนของที่ว่าการอำเภอเมือง จังหวัดตาก           โดยภาพรวมอยู่ในระดับมาก ( = 3.75, S.D. = 0.37) เมื่อจำแนกเป็นรายด้าน พบว่า ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการให้บริการอย่างเสมอภาค (  = 4.19) รองลงมา คือ ด้านการให้บริการอย่างก้าวหน้า ( = 3.85) ด้านการให้บริการอย่างเพียงพอ ( = 3.80) ด้านการให้บริการอย่างทันต่อเวลา ( = 3.67) และด้านการให้บริการอย่างต่อเนื่อง (  = 3.27) เรียงตามลำดับ

2. หลักสังคหวัตถุ 4 โดยภาพรวม กับการให้บริการประชาชนของที่ว่าการอำเภอ      เมืองตาก จังหวัดตาก โดยภาพรวม มีความสัมพันธ์เชิงบวกในระดับค่อนข้างสูง (R=.641**)      จากการทดสอบสมมติฐาน พบว่า มีความสัมพันธ์ในเชิงบวกอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 จึงยอมรับสมมติฐาน

3. ปัญหา อุปสรรคและข้อเสนอแนะแนวทางพัฒนาการให้บริการ ประชาชนของที่ว่าการอำเภอเมืองตาก จังหวัดตาก โดยปัญหา อุปสรรคพบว่า 1) เวลาทำการของที่ว่าการอำเภอเปิดให้บริการเฉพาะในวัน เวลา ราชการเท่านั้น ทำให้การมาติดต่อรับบริหารต้องลางาน เพื่อมาติดต่อราชการ ทำให้เสียเวลา เสียโอกาสต่างๆ 2) เจ้าหน้าที่ย้ายสถานที่ ย้ายงานในการปฏิบัติหน้าที่บ่อย   ทำให้ขาดความต่อเนื่องของเรื่องที่ติดต่อค้างไว้ 3) การติดต่อใช้บริการบางประเภทใช้เวลาในการดำเนินการนานเกินไป ไม่เสร็จสิ้นในครั้งเดียว ทำให้ต้องกลับมาใช้บริหารหลายครั้ง ข้อเสนอแนะแนวทางการพัฒนา คือ 1) ควรขยายหรือเพิ่มระยะเวลาการให้บริการในวันหยุดเสาร์อาทิตย์ หรือวันหยุดนักขัตฤกษ์ เพื่อให้ประชาชนมาใช้บริการโดยไม่ต้องลางาน เป็นการเพิ่มโอกาสในการหาเลี้ยงชีพให้ประชาชน 2) ควรบรรจุเจ้าหน้าที่ตามที่อยู่ของภูมิลำเนา หรือสร้างแรงจูงใจให้เจ้าหน้าที่ไม่อยากย้ายสถานที่ทำงาน หรือแนวทางอื่นที่เหมาะสม 3) ควรลดขั้นตอน หรือหาแนวทางการให้บริการที่สะดวก เข้าถึงง่าย ใช้เวลาในการดำเนินการไม่มากจนเกินไป

บทคัดย่อภาษาอังกฤษ

The objectives of this thesis were 1. to study the Serving the People of   Muang District Office, Tak Province 2. to study the relationship between the Sangkahavattu Principles to Serving the People of Muang District Office, Tak Province 3. problems, obstacles, and recommendations related to the Integration of Buddhist Principles for Serving the People of Muang District Office, Tak Province. The quantitative research used a questionnaire to collect the data from 398 samples and analyzed data by using social science application. The qualitative research was conducted by using in-depth interviews with 9 key informants. The data were analyzed by using descriptive analysis and content analysis

The research findings were as follow;

1. Overall, the Serving the People of Muang District Office, Tak Province was at a high Level ( = 3.75, SD = 0.37) When considering each aspect, it was  aspect with the highest average was equitable services (  = 4.19), followed by When considering each aspect, it was  aspect with the highest average was progressive services ( = 3.85), followed by ample services ( = 3.80), timely services ( = 3.67), and continuous services ( = 3.27) in order

2. The overall relationship between the Sangahavatthu principles to Serving the People of Muang District Office, Tak Province had the positive relationship in quite high degree of positive correlation (R = .641**) The hypothesis testing had a statistically significant positive correlation at the level of 0.01; thus, the hypothesis was accepted.

3. The problems, obstacles and suggestion for the Integrating the Sangahavatthu principles to Serving the People of Muang District Office, Tak Province: 1) Office hours of the District Office are open only on official days and hours. Causing contact to receive management to take leave of work to contact the government to waste time Lose opportunities. 2) Staff move locations. Move jobs on frequently. 3) Contacting some types of services takes too long to process. not finished at once Causing to come back to use many times. Suggestions for development guidelines are: 1) Should extend or increase the service period on weekends. or public holidays for people to use the service without having to leave work This increases the chances of making a living for the people. 2) Or create incentives for staff to not want to move workplaces. 3) Should reduce steps or find ways to provide services that are convenient, easy to access and take not too much time to complete.
