     การศึกษาวิจัยนี้มีวัตถุประสงค์ 1) เพื่อศึกษาผลกระทบด้านรายได้และอาชีพของผู้สูงอายุบ้านหนองจอก อำเภอห้วยคต จังหวัดอุทัยธานี ในสถานการณ์การแพร่ระบาดของไวรัสโควิด-19 2) เพื่อส่งเสริมอาชีพเพื่อสร้างรายได้เสริมสำหรับผู้สูงอายุบ้านหนองจอกอำเภอห้วยคต จังหวัดอุทัยธานี ในสถานการณ์การแพร่ระบาดของไวรัสโควิด-19 3) เพื่อเสนอแนวทางการส่งเสริมอาชีพเพื่อสร้างรายได้เสริมสำหรับผู้สูงอายุบ้านหนองจอก อำเภอห้วยคต จังหวัดอุทัยธานี ในสถานการณ์การแพร่ระบาดของไวรัสโควิด-19 โดยเป็นการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม ทำการเก็บข้อมูลโดยการสัมภาษณ์เชิงลึก และการประชุมกลุ่ม กับผู้ให้ข้อมูลสำคัญ โดยทำการวิเคราะห์ข้อมูลด้วยการวิเคราะห์เนื้อหา เชิงพรรณนา และเทคนิควิเคราะห์ข้อมูลแบบสามเส้า

     ผลการวิจัยพบว่า

     1) ผลกระทบด้านรายได้และอาชีพของผู้สูงอายุบ้านหนองจอก อำเภอห้วยคต จังหวัดอุทัยธานี ในสถานการณ์แพร่ระบาดของไวรัสโควิด-19 แบ่งออกเป็น 3 กลุ่ม ได้แก่ 1) ผู้สูงอายุที่ได้รับผลกระทบด้านอาชีพและรายได้ โดยเป็นกลุ่มผู้สูงอายุที่ประกอบอาชีพค้าขายและรับจ้างทำการเกษตร เนื่องจากอาชีพเหล่านี้เป็นอาชีพที่ต้องมีปฏิสัมพันธ์ระหว่างคน ทำให้เกิดความวิตกกังวลถึงผลกระทบด้านสุขภาพที่อาจเกิดขึ้นจากการแพร่ระบาดของโรคในพื้นที่ จึงทำให้งดออกไปทำงาน หรือปรับเปลี่ยนวิถีชีวิตในการทำงาน จึงทำให้รายได้ลดลง 2) ผู้สูงอายุที่ได้รับผลกระทบจากการพึ่งพาด้านรายได้จากลูกหลานที่ไปทำงานรับจ้างอยู่ต่างจังหวัด ซึ่งได้รับผลกระทบจากการ ปิดโรงงาน การปิดกิจการเพื่อหยุดงานตามมาตรการของรัฐ ทำให้รายได้ลดลงหรือขาดรายได้ ดังนั้นจึงทำให้ไม่สามารถส่งเงินกลับมาที่บ้านได้หรือลดจำนวนเงินที่ส่งกลับมาบ้านน้อยลง 3) ผู้สูงอายุที่ไม่ได้รับผลกระทบซึ่งเป็นผู้สูงอายุที่ไม่ได้ประกอบอาชีพ อาศัยรายได้จากเบี้ยยังชีพผู้สูงอายุ เบี้ยความพิการ บัตรสวัสดิการแห่งรัฐ และพึ่งพาการเลี้ยงดูจากลูกหลานหรือคนในหมู่บ้าน

     2) การส่งเสริมอาชีพเพื่อสร้างรายได้เสริมสำหรับผู้สูงอายุบ้านหนองจอกอำเภอห้วยคต จังหวัดอุทัยธานี ในสถานการณ์แพร่ระบาดของไวรัสโควิด-19 พบว่า แนวทางการส่งเสริมอาชีพผู้สูงอายุ มี 8 ลักษณะ คือ 1) ความต้องการด้านอาชีพของผู้สูงอายุ 2) ทุนในการส่งเสริมอาชีพในพื้นที่ 3) สรีระร่างกายของผู้สูงอายุ 4) การพัฒนาด้านคุณภาพชีวิตผู้สูงอายุ 5) การมีตลาดรองรับและมีความต่อเนื่องของการทำอาชีพ 6) มีผลิตภัณฑ์ซึ่งสามารถทำที่บ้านและรวมกลุ่มกันทำได้ 7) มีสถานที่หลักเพื่อใช้ในการประชุมพบปะกันของผู้สูงอายุ 8) ควรมีหน่วยงานหรือหมู่บ้านให้การส่งเสริมสนับสนุน โดยผู้วิจัยได้นำ 8 ลักษณะแนวทางดังกล่าว กำหนดเป็นกิจกรรมในการส่งเสริมอาชีพผู้สูงอายุกลุ่มเป้าหมาย โดยใช้หลักการมีส่วนร่วมของกลุ่มผู้สูงอายุ ปราชญ์ชาวบ้านและผู้นำชุมชน ร่วมกันวางแผนออกแบบกิจกรรม จัดเตรียมวัสดุอุปกรณ์ฝึกปฏิบัติ จัดกิจกรรมฝึกอาชีพโดยผลจากการฝึกปฏิบัตินำไปสู่การจัดตั้งกลุ่มพัฒนาอาชีพผู้สูงอายุบ้านหนองจอกเพื่อสานต่อกิจกรรมอย่างต่อเนื่อง และหน่วยงานของรัฐและองค์กรในชุมชน ร่วมส่งเสริมการบริหารจัดการกลุ่มตามหลัก 5 ก. และส่งเสริมการตลาดให้แก่กลุ่มพัฒนาอาชีพผู้สูงอายุบ้านหนองจอก

     3 ) แนวทางการส่งเสริมอาชีพสำหรับผู้สูงอายุบ้านหนองจอก อำเภอห้วยคต จังหวัดอุทัยธานี ในสถานการณ์แพร่ระบาดของไวรัสโควิด-19 พบว่า ประกอบด้วย 2 กลุ่มภาคีเครือข่าย การร่วมมือในการขับเคลื่อน ได้แก่ 1) เครือข่ายภายในชุมชน ประกอบด้วยผู้สูงอายุที่มีบทบาทในการสะท้อนสภาพปัญหาและความต้องการในการส่งเสริมอาชีพ ปราชญ์ชาวบ้านเป็นทุนมนุษย์ที่มีบทบาทในการให้ความรู้ ผู้นำชุมชนเป็นผู้ประชาสัมพันธ์ ประสานงานและสนับสนุนในการขับเคลื่อนกิจกรรม และกลุ่มองค์กรในชุมชนทำหน้าที่ในการสนับสนุนกิจกรรมแก่คนในชุมชน 2) เครือข่ายนอกชุมชน ประกอบด้วย หน่วยงานภาครัฐมีส่วนในการสนับสนุนงบประมาณ ช่องทางการตลาดและองค์ความรู้  ในการเสริมสร้างการบริหารจัดการกลุ่มและก่อให้เกิดการรวมกลุ่มของผู้สูงอายุ

     องค์ความรู้ที่ได้จากการวิจัย สามารถนำความรู้ที่ได้รับไปปรับใช้ให้เกิดประโยชน์ โดยใช้แนวทาง 8 ลักษณะเป็นเงื่อนไขในการดำเนินกิจกรรมส่งเสริมอาชีพให้แก่ผู้สูงอายุในแต่ละพื้นที่ที่มีบริบทแตกต่างกัน อีกทั้งสามารถนำกระบวนการในการฝึกอาชีพตั้งแต่ขั้นตอนการเตรียมการ การวางแผน การฝึกปฏิบัติ การถอดบทเรียน การติดตามและประเมินผล เป็นขั้นตอนในการส่งเสริมอาชีพให้แก่กลุ่มผู้สูงอายุ และแนวทางการบูรณาการภาคีเครือข่ายในการสนับสนุนการส่งเสริมอาชีพผู้สูงอายุระหว่างองค์กรในชุมชนและหน่วยงานภาครัฐ
