บทคัดย่อภาษาไทย

           การศึกษาวิจัยเรื่อง “รูปแบบการจัดการปัญหาสิ่งแวดล้อมของโรงงานอุตสาหกรรมในอำเภอสามพราน จังหวัดนครปฐม”โดยมีวัตถุประสงค์ 1) เพื่อศึกษาปัญหาการจัดการสิ่งแวดล้อมของโรงงานอุตสาหกรรมในอำเภอสามพราน จังหวัดนครปฐม 2) เพื่อพัฒนารูปแบบการจัดการปัญหาสิ่งแวดล้อมของโรงงานอุตสาหกรรมในอำเภอสามพราน จังหวัดนครปฐม 3) เพื่อเสนอรูปแบบการจัดการปัญหาสิ่งแวดล้อมของโรงงานอุตสาหกรรมในอำเภอสามพราน จังหวัดนครปฐม โดยผู้วิจัยได้กำหนดใช้วิธีวิจัยแบบเชิง เก็บรวบรวมข้อมูลโดยการสัมภาษณ์เชิงลึก และการประชุมกลุ่มเฉพาะโดยกำหนดใช้รูปแบบการวิจัยที่หลากหลายเพื่อให้ได้ข้อมูลตามวัตถุประสงค์การวิจัย

                ผลการวิจัยพบว่า

             1. โรงงานอุตสหกรรมมีปัญหาสิ่งแวดล้อมที่กระทบกับการประชาชนในพื้นที่ อาทิ ขยะมูลฝอยที่เกิดแหล่งสะสมของขยะและเกิดน้ำขังก่อให้เกิดแหล่งเพาะเชื้อโรคทำให้ประชากรได้รับผลกระทบอีกทั้งมีการทำอุตสาหกรรมที่ก่อให้เกิดน้ำเน่าเสียและมีการปล่อยน้ำเสียลงแม่น้ำ ทำให้ประชาชนได้รับความเดือดร้อน และมีการร้องเรียนจึงมีการจัดการโดยการร่วมมือของหน่วยงานภาครัฐที่เข้ามามีบทบาทในการตรวจสอบและการควบคุมการปล่อยสารพิษลงแม่น้ำ และตลอดจนการคุมสารพิษในอากาศแต่ยังเกิดปัญหาในการจัดการขึ้นเพราะเนื่องจากเครื่องมือของหน่วยงานภาครัฐยังไม่สามารถตรวจสอบได้อย่างแม่นยำและมีการลักลอบปล่อยสารพิษทำให้ยังคงเกิดปัญหาทางสิ่งแวดล้อมเกิดขึ้น

2. การพัฒนารูปแบบการจัดการปัญหาสิ่งแวดล้อมของโรงงานอุตสาหกรรมในอำเภอสามพราน จังหวัดนครปฐม พบว่า ได้นำกระบวนการพัฒนาจากสิ่งเดิมและการมีส่วนร่วมของประชากรและองค์กรตลอดจนหน่วยงานภาครัฐเพื่อหาแนวทางในการสร้างความตระหนักให้กับโรงงานอุตสาหกรรมและชุมชนให้ร่วมกันพัฒนาและช่วยกันรักษาสิ่งแวดล้อมแม้ว่าในปัญหาที่เกิดขึ้น เกิดจากโรงงานแต่ในส่วนเล็กๆของผัญหาควรมีการร่วมมือจากชุมชนให้ช่วยกันพัฒนาและสร้างเครือข่ายเกิดขึ้นเพื่อที่จะต่อยอดและช่องทางในการดูแลรักษาสิ่งแวดล้อมโดยใช้การมีเสนอรูปแบบการมีส่วนร่วมเข้ามาปรับมาใช้คือ 1.การมีส่วนร่วมในการตัดสินใจ (Decision making) ให้ประชากรและหน่วยงานที่เกี่ยวข้องร่วมประชุมหารือเพื่อให้มีส่วนร่วมในการตัดสินใจและมีส่วนร่วมที่จะพัฒนาร่วมกันและนำไปสู่การปฏิบัติ 2. การมีส่วนร่วมในการดำเนินงาน (Implementation) การสร้างความตระหนักในหมู่พนักงานและสมาชิกของโรงงานเกี่ยวกับแผนการจัดการสิ่งแวดล้อมและความสำคัญของการมีส่วนร่วมในการดำเนินงานการเชิญชวนเข้าร่วมอบรมให้ความรู้ทางด้านสิ่งแวดล้อม 3.การมีส่วนร่วมในการรับผลประโยชน์ (Benefits)การสร้างเครือข่ายเกิดขึ้นโดยผลลัพธ์ที่เกิดขึ้นเป็นการร่วมกันได้รับผลประโยชน์คือถ้าเราช่วยทิ้งขยะเป็นที่ คัดแยกขยะ ปรมาณขยะก็จะลอดลงไม่เว้นต่ในโรงงานอุตสาหกรรมแต่จะเกิดขึ้นทั้งในชุมชนและโรงงาน 4. การมีส่วนร่วมในการประเมินผล (Evaluation)  การมีส่วนร่วมในการประเมินผลเป็นขั้นตอนสำคัญที่ช่วยให้เราทราบถึงประสิทธิภาพของแนวทางการจัดการสิ่งแวดล้อมที่ได้นำเสนอและมีความประสิทธิภาพหรือไม่

3. รูปแบบการจัดการปัญหาสิ่งแวดล้อมของโรงงานอุตสาหกรรมในอำเภอสามพราน จังหวัดนครปฐม ผลจากการวิเคราะห์ข้อมูลการพัฒนารูปแบบการจัดการโดยการมีส่วนร่วมของประชากรในชุมชนนำไปสู่การสร้างเครือข่ายเพื่อขยายวงกว้างในการร่วมมือกันระหว่างชุมชน ประชาชน โรงงานอุตสาหกรรมนำไปสู่การจัดการปัญหาสิ่งแวดล้อมที่ยั่งยืนและสามารพัฒนาไปในอนาคตได้
