บทคัดย่อภาษาไทย

     ดุษฎีนิพนธ์ฉบับนี้มีวัตถุประสงค์ 3 ข้อ คือ 1. เพื่อศึกษาหลักการปฏิบัติหน้าที่ของข้าราชการตำรวจยุค Police 4.0 2. เพื่อศึกษาหลักพุทธธรรมที่ใช้บูรณาการในการปฏิบัติหน้าที่ของข้าราชการตำรวจยุค Police 4.0 3. เพื่อนำเสนอรูปแบบการปฏิบัติหน้าที่ของข้าราชการตำรวจยุค Police 4.0 เชิงพุทธบูรณาการ เป็นการวิจัยเชิงคุณภาพ ผู้ให้ข้อมูลสำคัญจำนวน 20 รูป/คน วิเคราะห์ข้อมูลเชิงเนื้อหาเครื่องมือที่ใช้ในการวิจัยได้แก่แบบสัมภาษณ์เชิงลึกและนำเสนอในรูปแบบการพรรณนาวิเคราะห์ 

     ผลการวิจัยพบว่า หลักในการปฏิบัติหน้าที่ของข้าราชการตำรวจยุค Police 4.0 ต้อง มีมาตรฐานการทำงานเป็นมืออาชีพ รักษาความปลอดภัย ลดอาชญากรรม รับมือโลกไซเบอร์ มีนวัตกรรม สร้างความเชื่อมั่น ใช้กำลังน้อยลง เป็นผู้นำในภูมิภาค หลักพุทธธรรมที่นำมาบูรณาการได้แก่หลักอิทธิบาท 4 สังคหวัตถุ 4 พรหมวิหาร 4 และอคติ 4 รูปแบบการปฏิบัติหน้าที่ของข้าราชการตำรวจยุค Police 4.0 มี 4 วิถี ได้แก่ 1. วิถีแห่งความสำเร็จ หมายถึง การรับมือกับโลกไซเบอร์ มีนวัตกรรมในการรักษาความปลอดภัย ภูมิใจในอาชีพ เพียรขวนขวาย พัฒนาตนเสมอ ใส่ใจในหน้าที่และตรวจสอบผลงาน 2. วิถีการทำงานด้วยความสมัครสมานสามัคคี หมายถึง การให้ประชาชนและองค์กรเอกชนมีส่วนร่วม ใช้กำลังตำรวจลดน้อยลงแต่มีประสิทธิภาพและเป็นผู้นำในภูมิภาค ด้วยบุคลิกภาพที่ดี เสียสละเพื่อส่วนรวม จัดการอาชญากรยุค 4.0 ทันท่วงที นอบน้อม ใช้ภาษาถูกต้อง เอื้อเฟื้อ ทำตนเป็นประโยชน์รับใช้ประชาชนด้วยความเต็มใจ ยุติธรรม 3. วิถีแห่งยุทธวิธีในการบริหาร หมายถึง การสร้างความเชื่อมั่นให้แก่ประชาชน รู้จักใช้ปัญญามาควบคุม ความเมตตา กรุณา มุทิตาอย่างพอดี 4. วิถีแห่งการจัดการอย่างเที่ยงธรรม หมายถึง การฝึกให้ตนเองเป็นผู้มีความตรงไปตรงมาต่อการปฏิบัติหน้าที่ ไม่ปฏิบัติหน้าที่ด้วยความลำเอียงเพราะ รัก ลุ่มหลง โกรธ กลัว ควรปฏิบัติหน้าที่ด้วยความกล้าหาญต่อความถูกต้อง จึงเป็นตำรวจยุคใหม่ หัวใจสีขาว ด้วยรูปแบบ BRIGHT POLICE

บทคัดย่อภาษาอังกฤษ

     In this dissertation, three objectives were purposely made: 1) to study Royal Thai police officers’ principles for performance of assigned duty in the age of 4.0, 2) to study the Buddhist principles for being integrated to Royal Thai police officers’ performance of assigned duty in the age of 4.0, and 3) to propose the Buddhist integrated model on Royal Thai police officers’ performance of assigned duty in the age of 4.0.  This research employed the qualitative research methodology done by collecting data from twenty Key Informants by means of in-depth interviewing and then the contents analysis was also made through descriptive analysis respectively.

     The research findings revealed that the principles in performing the assigned duty given to Royal Thai police officers in the age of 4.0 basically refer to the standardization while working as the professional in order to provide security and thereby reducing crimes, dealing with Cyber world, creating desirable innovation and bringing in reliance where less power is being utilized; they need to show leadership in the region through the application of Buddhist principles, four types of accomplishment, four types of social solidarity, four sublime states of mind and for kinds of non-biases to their performing. To achieve this, the model in performing assigned duty of Royal Thai police officers in the age of 4.0 requires four ways as follows: 1) path of success means the dealing with cyberspace, security innovation, taking pride in profession, persevering, constantly self-developing, paying attention to duties and checking performance, 2) path of working needs the harmonizing while working where people and private organization are participating together and thereby reducing the utilization of less power with full effectiveness and showing the leadership in the region through good personality as reflected from voluntary act to the collective community, dealing successfully and timely with any crimes in the age of 4.0 where they are of humble manners, communicating relevant languages, being helpful and beneficial to those are in need with wholeheartedness and justice,
3) path of tactical administration means the building up certain confidence among people where controlling the situation could be proportionally done through loving kindness, compassion and sympathetic joy without any bias, and 4) path of fair management means the training of oneself to be honest in performing the assigned duty without any bias caused by love, delusion, anger, or fear; they should perform their assigned duty bravely and rightly and thereby deserving to be named ‘the new age Royal Thai police officers with white heart that would be qualified as ‘BRIGHT POLICE model’ as proposed by this research.
