บทคัดย่อภาษาไทย

   ดุษฎีนี้มีวัตถุประสงค์ 1. เพื่อศึกษาศักยภาพการบริหารงานของผู้บริหารเทศบาลในจังหวัดพิษณุโลก 2. เพื่อศึกษาปัจจัยที่ส่งผลต่อศักยภาพการบริหารงานของผู้บริหารเทศบาลในจังหวัดพิษณุโลก และ 3. เพื่อนำเสนอพุทธบูรณาการเพื่อการพัฒนาศักยภาพการบริหารงานของผู้บริหารเทศบาลในจังหวัดพิษณุโลก เป็นการวิจัยแบบผสานวิธี โดยเป็นการวิจัยเชิงปริมาณดำเนินการโดยการศึกษากลุ่มตัวอย่าง จำนวน 312 คน ทำการสุ่มแบบแบ่งพื้นที่ โดยการจัดแบ่งประชากรเป็นกลุ่มตามเทศบาลในจังหวัดพิษณุโลก ทั้ง 9 อำเภอ ซึ่งมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.966 สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณ การวิจัยเชิงคุณภาพดำเนินการโดยสัมภาษณ์เชิงลึก ผู้ให้ข้อมูลสำคัญ จำนวน 18 รูปหรือคนและการสนทนากลุ่มเฉพาะ ผู้ทรงคุณวุฒิ จำนวน 9 รูปหรือคน เพื่อยืนยันองค์ความรู้หลังจากการสังเคราะห์ข้อมูล

            ผลการวิจัยพบว่า 

             1. ศักยภาพการบริหารงานของผู้บริหารเทศบาลในจังหวัดพิษณุโลก พบว่า โดยภาพรวมอยู่ในระดับมาก ได้แก่ 1) ด้านความรู้ 2) ด้านทักษะ และ 3) ด้านคุณลักษณะที่พึงประสงค์                          โดยภาพรวมทุกด้านอยู่ในระดับมาก ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านคุณลักษณะที่พึงประสงค์ ที่เป็นเช่นนี้เนื่องมาจาก เป็นศักยภาพที่เกี่ยวข้องกับพฤติกรรมซื่อสัตย์สุจริตเป็นตัวอย่างที่ดีให้กับประชาชนในพื้นที่ได้ ความรับผิดชอบต่อการปฏิบัติหน้าที่ มีความเสียสละผู้บริหารเทศบาลมีจิตอาสา/จิตสาธารณะในการให้ความช่วยเหลือประชาชน มีความศรัทธาต่อพระพุทธศาสนา ให้ความอุปถัมภ์ค้ำชูต่อพระพุทธศาสนาและสามารถให้ความอุปถัมภ์แก่คนต่างศาสนาที่อยู่ในพื้นที่ได้ และไม่มีฝักฝ่ายทางการเมืองฝ่ายหนึ่งฝ่ายใดอันจะก่อให้เกิดความขัดแย้งทางการเมืองในพื้นที่           

              2. ปัจจัยที่ส่งผลต่อศักยภาพการบริหารงานของผู้บริหารเทศบาลในจังหวัดพิษณุโลก พบว่า 1) กระบวนการบริหารจัดการ ส่งผลต่อศักยภาพการบริหารงานของผู้บริหารเทศบาลในจังหวัดพิษณุโลก ได้ร้อยละ 81.5 เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านการตรวจสอบ ได้ร้อยละ 56.3 ด้านการปฏิบัติตามแผน ได้ร้อยละ 21.9 ด้านการวางแผน ได้ร้อยละ 20.1 ด้านการปรับปรุงแก้ไข ได้ร้อยละ 7.4 ตามลำดับ 2) หลักไตรสิกขา ส่งผลต่อศักยภาพการบริหารของผู้บริหารเทศบาลในจังหวัดพิษณุโลก ได้ร้อยละ 45.5 เมื่อพิจารณาเป็นรายด้าน พบว่าด้านปัญญา ได้ร้อยละ 54.1  ด้านศีล ได้ร้อยละ 46.5 และด้านสมาธิ ได้ร้อยละ 26.7 ตามลำดับ                   

     3. พุทธบูรณาการเพื่อการพัฒนาศักยภาพการบริหารงานของผู้บริหารเทศบาลในจังหวัดพิษณุโลก มีดังนี้ หลักไตรสิกขา ประกอบด้วย ด้านศีล ด้านสมาธิ และด้านปัญญา เพื่อบูรณาการพัฒนาศักยภาพของผู้บริหารเทศบาลในจังหวัดพิษณุโลก ประกอบด้วย ด้านความรู้ ด้านทักษะ และด้านคุณลักษณะที่พึงประสงค์ ดังนั้นแล้วส่งผลให้เกิดการพัฒนาศักยภาพการบริหารของผู้บริหารมากยิ่งขึ้น

บทคัดย่อภาษาอังกฤษ

  Objectives of this dissertation were 1. To study the administrative potentials of Municipal Administrators in Phitsanulok Province, 2. To study factors affecting the administrative potentials of Municipal Administrators in Phitsanulok Province, and  3. To propose Buddhist integration for the administrative Potentials development of Municipal Administrators in Phitsanulok Province, conducted by the mixed research methods. The quantitative method, data were collected by questionnaire with a reliability value of 0.966 from 312 samples, divided by area by dividing the population into groups according to 9 municipalities in Phitsanulok Province. Statistics used for data analysis were frequency, percentage, mean, standard deviation. and multiple regression analysis. The qualitative research, data were collected from18 key informants by in-depth interviews and from 9 participants in focus group discussion to confirm the knowledge after the data synthesis.

        Findings were as follows:

          1) The administrative potentials of Municipal Administrators in Phitsanulok Province were found, by overall, at  high level. Namely 1) knowledge, 2) skills, 3) desirable behavior, by overall were at high level ( = 3.92 S.D.= 0.60) The aspect that had the highest mean value was the desirable behavior due to it was the honest behavior and good example for the people in the area with duty responsibility, voluntary minds to render public services and faith in Buddhism patronage and also sharing with non-Buddhists in the area and being non-political partisan to cause political conflict in the area

          2) Factors affecting the administrative potentials of Municipal Administrators in Phitsanulok Province were found that 1) the administrative process affected the administrative potentials of Municipal Administrators in Phitsanulok Province by 81.5 percent. Each aspect was also found that checking aspect was at 56.3 percent, doing as planned was at 21.9 percent, planning was at 20.1 percent, acting for improvement was at 7.4 percent accordingly. 2) Tisikkha, affected the administrative potentials of municipal administrators in Phitsanulok Province by 45.5 percent, classified by Panna aspect affected at 54.1, Sila at46.5 and Samadhi affected at 26.7 percent accordingly

          3) Buddhist Integration for the  administrative potential development of Municipal Administrators in Phitsanulok Province consisted of Sila, Samadhi and Panna to integrate the administrative potentials development of Municipal Administrators in Phitsanulok Province consisted of knowledge, skills and desirable behavior that enhanced the administrative potentials of Municipal Administrators in Phitsanulok Province to the highest level.
