บทคัดย่อภาษาไทย

การวิจัยนี้มีวัตถุประสงค์ 1. เพื่อศึกษาจริยธรรมของผู้บริหารพรรคการเมืองในประเทศไทย 2. เพื่อศึกษาปัจจัยที่ส่งผลต่อจริยธรรมของผู้บริหารพรรคการเมืองในประเทศไทย  3. เพื่อนำเสนอการบูรณาการหลักคำสอนทางพระพุทธศาสนาเพื่อส่งเสริมจริยธรรมของผู้บริหารพรรคการเมืองในประเทศไทย ระเบียบวิธีวิจัยเป็นการวิจัยแบบผสานวิธี การวิจัยเชิงปริมาณดำเนินการโดยศึกษากลุ่มตัวอย่างจำนวน 400 คน โดยวิธีการสุ่มแบบง่าย จากประชากรจำนวน 1,219,473 คน ซึ่งเป็นสมาชิกพรรคการเมือง เครื่องมือที่ใช้ในการเก็บรวมรวมข้อมูลคือแบบสอบถามแบบมาตรประมาณค่า 5 ระดับ ซึ่งมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.999  สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน และการถดถอยพหุคูณ การวิจัยเชิงคุณภาพดำเนินการ โดยสัมภาษณ์เชิงลึก ผู้ให้ข้อมูลสำคัญ จำนวน 18 รูปหรือคน และการสนทนากลุ่มเฉพาะ ผู้ทรงคุณวุฒิ จำนวน 9 คน วิเคราะห์ข้อมูลโดยการวิเคราะห์เชิงเนื้อหา

              ผลการวิจัยพบว่า

             1. จริยธรรมของผู้บริหารพรรคการเมืองในประเทศไทย ในภาพรวม เฉลี่ยทุกด้านอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับมากทุกด้าน มีการใช้หลักฆราวาสธรรม 4 คือ ส่งเสริมให้ผู้บริหารพรรคมีสัจจะจริงใจ ส่งเสริมให้ผู้บริหารฝึกตนเองให้รู้จักยับยั้งช่างใจคิดก่อนทำ ส่งเสริมให้ผู้บริหารมีมีความอดทนต่อสิ่งยั่วยุต่างๆ และส่งเสริมให้ผู้บริหารมีความเอื้อเฟื้อเผื่อแผ่ต่อผู้อื่น มีการใช้กระบวนการส่งเสริมจริยธรรม คือ ประกาศใช้หลักจริยธรรมอย่างเป็นรูปธรรม ฝึกอบรมผู้บริหารเกี่ยวกับการปฏิบัติตนตามหลักจริยธรรม ผู้บริหารพรรคปฏิบัติตนเป็นแบบอย่างที่ดี กระตุ้นให้สมาชิกปฏิบัติตามหลักจริยธรรม สร้างความภาคภูมิใจให้สมาชิกยินดีปฏิบัติตามหลักจริยธรรมต่อไป และให้การยกย่องเชิดชูผู้ปฏิบัติตามจริยธรรม

             2. ปัจจัยที่ส่งผลต่อจริยธรรมของผู้บริหารพรรคการเมืองในประเทศไทย  พบว่า หลักฆราวาสธรรม 4 ส่งผลต่อจริยธรรมของผู้บริหารพรรคการเมืองในประเทศไทย ทุกด้าน อย่างมีนัยสำคัญที่ระดับ 0.01 และสามารถร่วมกันทำนายจริยธรรมของผู้บริหารพรรคการเมืองในประเทศไทย ได้ร้อยละ 76.2 จึงยอมรับสมมติฐานที่ 1 กระบวนการส่งเสริมจริยธรรม ส่งผลต่อจริยธรรมของผู้บริหารพรรคการเมืองในประเทศไทย ทุกด้าน อย่างมีนัยสำคัญที่ระดับ 0.01 และสามารถร่วมกันทำนายจริยธรรมของผู้บริหารพรรคการเมืองในประเทศไทยได้ร้อยละ 82.5 จึงยอมรับสมมติฐานที่ 2

                3. การบูรณาการหลักคำสอนทางพระพุทธศาสนาเพื่อส่งเสริมจริยธรรมของผู้บริหารพรรคการเมืองในประเทศไทย พบว่า มีผลมาจากการบูรรณาการระหว่างหลักฆราวาสธรรม 4 ประการและกระบวนการในการส่งเสริมจริยธรรม มี 6 ด้านประกอบด้วย 1) ด้านยึดมั่นในสถาบันหลักของประเทศ ผู้บริหารปกป้องและเชิดชูและธำรงรักษาไว้ซึ่งสถาบันหลักของประเทศ มีความภาคภูมิใจและยึดมั่นในสถาบันหลักของประเทศ 2) ด้านซื่อสัตย์สุจริต มีจิตสำนึกที่ดี และรับผิดชอบต่อหน้าที่ ผู้บริหารมีความซื่อสัตย์สุจริตบริหารพรรคโดยเน้นความโปร่งใส รู้สึกสำนึกในหน้าที่ความรับผิดชอบต่อสังคม 3) ด้านกล้าตัดสินใจและกระทำในสิ่งที่ถูกต้องชอบธรรม ผู้บริหารกล้าตัดสินใจทำในสิ่งที่ถูกต้องชอบธรรม ตัดสินใจโดยใช้หลักของเหตุผลมาประกอบ 4) ด้านคิดถึงประโยชน์ส่วนรวมมากกว่าประโยชน์ส่วนตัว และมีจิตสาธารณะ ผู้บริหารยึดประโยชน์ส่วนรวมเป็นหลัก ผู้บริหารมีจิตอาสาและส่งเสริมให้สมาชิกมีจิตอาสา เอื้อเฟื้อเผื่อแผ่ต่อผู้อื่น 5) ด้านมุ่งผลสัมฤทธิ์ของงาน ผู้บริหารมีความุ่งในที่จะทำงานให้สำเร็จโดยไม่คำนึงถึงประโยชน์ส่วนตน บริหารแบบมีกลยุทธ์ 6) ด้านปฏิบัติหน้าที่อย่างเป็นธรรมและไม่เลือกปฏิบัติ ผู้บริหารมีความเป็นกลางปราศจากอคติ ปฏิบัติต่อทุกคนด้วยความยุติธรรม 7) ด้านดำรงตนเป็นแบบอย่างที่ดีและรักษาภาพลักษณ์ของทางราชการ ผู้บริหารปฏิบัติตนตามหลักจริยธรรมเป็นแบบอย่างที่ดี มีความซื่อสัตย์วางตัวดีให้น่าเคารพนับถือ

executives in Thailand, 2. To study the factors affecting the ethics promotion of political party executives in Thailand, 3. To propose the Buddhist teachings integration for ethics promotion of political party executives in Thailand. Methodology was the mixed methods. The quantitative research, data were collected from 400 samples by simple random sampling, derived from 1,351,149 people who were the member of political party in Thailand with 5 rating scale questionnaires that had reliability value at 0.996. The data were analyzed with frequency, percentage, mean, standard deviation and multiple regression. The qualitative research, data were collected from 18 key informants by in-depth-interviewing and from 9 participants in focus group discussion. The data were analyzed by descriptive interpretation.

             Findings were as follows:   

             1. The ethics of political party executives in Thailand, by overall, was at high level and all aspects also were at high level. There were using Gharāvāsa-dhamma as follow; encourage party executives to be truthful, encourage executives to train themselves to restrain their minds before acting, encourage executives to have tolerance for various temptations, encourage executives to be generous to others. There were using the ethics promotion process as follow; aannouncement of concrete ethical principles, training executives on how to behave according to ethical principles, arty executives conduct themselves as good examples, encourage members to follow ethical principles, creating the pride in members who are willing to continue following ethical principles and be honor the members who practice according to ethics.

             2. The factors affecting the ethics of political party executives in Thailand were found that: 1) Gharāvāsa-dhamma in all aspects affected the ethics of political party executives in Thailand at the statistically significant level of 0.01 and together could predict the ethics of political party executives in Thailand at 76.2 percent, accepting the 1^st hypothesis. The ethical promotion process in all aspects affected the ethics of political party executives in Thailand at the statistically significant level of 0.01 and together could predict the ethics of political party executives in Thailand at 82.5 percent, accepting the 2^nd hypothesis.

             3. The Buddhist teachings principle integration for ethics promotion of the political party executives in Thailand was found that the results from the integration between Gharāvāsa-dhamma and ethical promotion process in 6 aspects included; 1) On the aspect of adhering to the country's main institutions, the executives protected and honored Thailand's main institutions with pride and adhered to the main institutions of the country, 2) On the aspect of Honesty, good conscience and responsibility, the executives were honest and managed the parties with the emphasis on transparency and felt a sense of social responsibility, 3) On the aspect of courage to make decisions and act in the right way, executives dared to decide to do the right thing, made decisions based on reasoning, 4) On the aspect of thinking about the common interests rather than the personal ones and have a public mind, the executives had volunteer spirit and encouraged members to have volunteer spirit and generosity to others, 5) On the aspect of achievement, the executives had the ambition to complete their work without regarding to self-interest and managed by strategies, 6) On the aspect of performing duties fairly and without discrimination, executives were impartial without bias, treated everyone with justice and 7) On the acting as a good role model and protecting the image of the government, the  executives behaved according to ethical principles as good role models with honesty, good behavior and respectfulness.
