ดุษฎีนิพนธ์นี้มีวัตถุประสงค์ 1. เพื่อศึกษาสภาพทั่วไปและปัญหาอุปสรรคในการบริหารราชการแผ่นดินในสถานการณ์ฉุกเฉินของประเทศไทย 2. เพื่อศึกษาหลักธรรมาภิบาลที่นำมาใช้ในการบริหารราชการแผ่นดินในสถานการณ์ฉุกเฉินของประเทศไทย 3. เพื่อนำเสนอการแก้ไขปัญหาในการบริหารราชการแผ่นดินในสถานการณ์ฉุกเฉินของประเทศไทย โดยการประยุกต์หลักพุทธธรรมาภิบาลนำมาใช้เป็นหลักเกณฑ์ในการบริหารราชการแผ่นดินในสถานการณ์ฉุกเฉิน ดำเนินการวิจัยเชิงคุณภาพ ศึกษาภาคสนามด้วยวิธีการสัมภาษณ์เชิงลึก กับผู้ให้ข้อมูลสำคัญจำนวน 25 รูปหรือคน ด้วยการวิเคราะห์เนื้อหาประกอบบริบท และการสนทนากลุ่มเฉพาะจำนวน 9 รูปหรือคน เพื่อยืนยันองค์ความรู้หลังจากการสังเคราะห์ข้อมูล      

      ผลการวิจัยพบว่า

             1. สภาพทั่วไปและปัญหาอุปสรรคในการบริหารราชการแผ่นดินในสถานการณ์ฉุกเฉินของประเทศไทย ได้แก่ 1) ความไม่เท่าทียมกันหรือความเหลื่อมล้ำของคนในสังคม 2) ปัญหาด้านความไม่โปร่งใส 3) ปัญหาการปรับเปลี่ยนที่ไม่ทันต่อสถานการณ์ของยุคความท้าทายสำหรับผู้นำยุคใหม่ 4) ปัญหาด้านโครงสร้างของระบบราชการ 5) ปัญหาข้อร้องเรียนเกี่ยวกับ “นิติธรรม” และ “คุณธรรม” 6) ปัญหาในการดำเนินการที่ไม่เป็นไปตามกฎระเบียบหรือแบบแผนที่ทางราชการกำหนดไว้ 7) ปัญหาการปฏิบัติหน้าที่โดยทุจริตและขาดความเป็นธรรม 8) ปัญหาอันเกิดจากระบบอุปถัมภ์ การเลี่ยงกฎหมาย 9) ปัญหาการขาดความน่าเชื่อถือในความเป็นอิสระของฝ่ายนิติบัญญัติ ฝ่ายบริหาร และฝ่ายตุลาการ 10) ปัญหาการตกต่ำของภาคเศรษฐกิจ ภาคสังคม และการเมือง  

      2. หลักธรรมาภิบาลที่นำมาใช้ในการบริหารราชการแผ่นดินในสถานการณ์ฉุกเฉินของประเทศไทย ได้แก่ 1) นำหลักธรรมาภิบาลหรือหลักการบริหารกิจการบ้านเมืองและสังคมที่ดีมาใช้ในการบริหารราชการแผ่นดินในสถานการณ์ฉุกเฉินอย่างจริงจังและเด็ดขาด 2) ปรับหลักเกณฑ์ให้เหมาะสมกับสถานการณ์ฉุกเฉินให้มีความเหมาะสมกับสภาพเศรษฐกิจและสถานการณ์บ้านเมือง 3) พัฒนาคุณภาพให้ได้มาตรฐานตามที่ประชาชนต้องการ มีความโปร่งใส 4) การกำหนดนโยบายอย่างมีวิสัยทัศน์ มีบังคับใช้กฎหมายที่ให้ความเสมอภาคและเป็นธรรม 5) การบริหารแบบพหุภาคี 6) มีการสื่อสารที่ชัดเจน เปิดเผยกับประชาชน 7) พัฒนากฎหมายที่เอื้อให้เกิดการบริหารขับเคลื่อนให้เป็นไปในทิศทางเดียวกันอย่างเที่ยงตรง เที่ยงธรรม และยุติธรรม 8) การพัฒนา Application เพื่อให้รัฐบาลสามารถเข้าถึงการให้บริการประชาชนอย่างทั่วถึง ให้ประชาชนได้รับทราบอย่างต่อเนื่อง เพื่อให้เกิดความเชื่อมั่นและการเข้าถึงประชาชนอย่างแท้จริง

             3. การแก้ไขปัญหาในการบริหารราชการแผ่นดินในสถานการณ์ฉุกเฉินของประเทศไทย โดยการประยุกต์หลักพุทธธรรมาภิบาลนำมาใช้เป็นหลักเกณฑ์ในการบริหารราชการแผ่นดินในสถานการณ์ฉุกเฉิน ได้แก่ 1) การปฏิบัติตามหลักนิติธรรม โดยบูรณาการหลักธรรมทศพิธราชธรรมคือ อวิหิงสา ความไม่เบียดเบียน ไม่หลงระเริงอำนาจ และ อวิโรธนะ ความไม่คลาดธรรม หนักแน่นในธรรม ไม่มีความเอนเอียงหวั่นไหวเพราะถ้อยคำที่ดีร้าย ลาภสักการะ มีสติตั้งมั่นในธรรม 2) การปฏิบัติตามหลักคุณธรรม โดยบูรณาการหลักธรรมทศพิธราชธรรมคือ ทาน การให้ สละทรัพย์สิ่งของ บำรุงเลี้ยงช่วยเหลือประชาชน และบำเพ็ญสาธารณประโยชน์ อักโกธะ ความไม่โกรธ ไม่กริ้วกราด ลุแก่อำนาจความโกรธ จนเป็นเหตุให้วินิจฉัยความและกระทำกรรมต่างๆ ผิดพลาดเสียธรรม 3) การปฏิบัติตามหลักความโปร่งใส โดยบูรณาการหลักธรรมทศพิธราชธรรมคือ ศีล ความประพฤติดีงาม สำรวมกาย วาจา ใจ ประกอบแต่การสุจริต อาชชวะ ความซื่อตรง ซื่อสัตย์ ปฏิบัติภารกิจโดยสุจริต มีความจริงใจ ไม่หลอกลวงประชาชน 4) การปฏิบัติตามหลักความมีส่วนร่วม โดยบูรณาการหลักธรรมทศพิธราชธรรมคือ ตปะ การแผดเผากิเลสตัณหา มิให้เข้ามาครอบงำจิตใจ ระงับยับยั้งข่มใจได้ 5) การปฏิบัติตามหลักความรับผิดชอบ โดยบูรณาการหลักธรรมทศพิธราชธรรมคือ มัททวะ ความอ่อนโยน มีอัธยาศัย ไม่เย่อหยิ่งหยาบคาย มีความงามสง่า ท่วงทีกิริยาสุภาพนุ่มนวล ละมุนละไม ขันติ ความอดทนต่องานที่ตรากตรำ ถึงจะลำบากกายเหนื่อยหน่ายเพียงไรก็ไม่ท้อถอย 6) การปฏิบัติตามหลักความคุ้มค่า โดยบูรณาการหลักธรรมทศพิธราชธรรมคือ ปริจจาคะ การบริจาค เสียสละความสุขสำราญของตน เพื่อประโยชน์สุขของประชาชน และความสงบเรียบร้อยของบ้านเมือง

บทคัดย่อภาษาอังกฤษ

Objectives of this dissertation were: 1) to study problems and obstacles in the administration of state affairs in emergency situations in Thailand 2) to study principles of good governance applied in the administration of state affairs in emergency situations in Thailand 3) to present Guidelines for solving problems in the administration of state affairs in emergency situations in Thailand It was developed from the Buddhist principles of good governance and used as criteria for the administration of state affairs in emergency situations. Conducted qualitative research (Qualitative Research), field study by means of in-depth interviews with 25 figures or people of key informants and focus group discussions of 9 figures or people to confirm knowledge after data synthesis

             Findings were as follows:

             1. Problems and obstacles in the administration of national affairs in Thailand at present include: 1) inequality or inequality of people in society 2) problems of non-transparency 3) problems of adjustments that are not keeping up with the current situation Challenges for modern leaders 4) Problems in the structure of the bureaucracy 5) Problems of complaints about "rule of law" and "morality" 6) Problems in operations that are not in accordance with the rules or patterns set by the government 7 ) Corruption and unfairness in performing duties 8) Problems arising from the patronage system evasion of the law 9) Lack of credibility in the independence of the legislative, executive and judicial branches 10) Deterioration of the economic, social and political sectors.

             2. Principles of good governance used in the administration of state affairs in Thailand's emergency situations are as follows: seriously and decisively. 2) Adjust the criteria to suit the emergency situation so that it is appropriate with the economic situation and the country's situation. 3) Develop the quality to meet the standards that people want. There is transparency. 4) Visionary policy formulation. 5) Multilateral administration 6) Clear communication Open to the public 7) Develop laws that facilitate administration and drive them in the same direction with fairness, fairness and justice 8) Develop an application so that the government can access public services thoroughly. Let the public be informed continuously. in order to gain confidence and truly reach the public.

             3.
