การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาสภาพการดำเนินงานตามแนวทางการยกระดับผลการทดสอบทางการศึกษาระดับชาติขั้นพื้นฐาน (O-NET) ของโรงเรียนมัธยมศึกษา ในจังหวัดสระบุรี 2) เพื่อเปรียบเทียบความคิดเห็นของครูผู้สอนเกี่ยวกับการดำเนินงานตามแนวทางการยกระดับผลการทดสอบทางการศึกษาระดับชาติขั้นพื้นฐาน (O-NET) ของโรงเรียนมัธยมศึกษา ในจังหวัดสระบุรี โดยจำแนกตามปัจจัยส่วนบุคคล 3) เพื่อเสนอการพัฒนาแนวทางการยกระดับผลการทดสอบทางการศึกษาระดับชาติขั้นพื้นฐาน (O-NET) ตามหลักอริยสัจ 4 ในการวิจัยครั้งนี้ใช้ระเบียบวิธีวิจัยแบบผสานวิธี(Mixed Research Methodology) โดยใช้วิธีวิจัยเชิงปริมาณเก็บข้อมูลจากกลุ่มตัวอย่าง จำนวน 302 คน แล้ววิเคราะห์ข้อมูล โดยหาค่าความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ส่วนการวิจัยเชิงคุณภาพ ใช้แบบสัมภาษณ์กึ่งโครงสร้าง (semi[1]structured Interview) โดยเก็บข้อมูลจากผู้ให้ข้อมูลสำคัญ จำนวน 9 รูป/คน แล้วสรุปข้อมูลโดยการวิเคราะห์ด้วยการวิเคราะห์เชิงเนื้อหา

ผลการวิจัยพบว่า

1) ครูผู้สอน มีความคิดเห็นต่อการดำเนินงานตามแนวทางการยกระดับผลการทดสอบทางการศึกษาระดับชาติขั้นพื้นฐาน (O-NET) ของโรงเรียนมัธยมศึกษา ในจังหวัดสระบุรี ในภาพรวมอยู่ในระดับมาก

2) ผลการเปรียบเทียบการทดสอบสมมติฐานแนวทางการยกระดับผลการทดสอบทางการศึกษาระดับชาติขั้นพื้นฐาน (O-NET) ตามหลักอริยสัจ 4 ของโรงเรียนมัธยมศึกษา ในจังหวัดสระบุรีพบว่า (1) ครูผู้สอน ที่มีเพศต่างกัน มีความคิดเห็นต่อการดำเนินงานตามแนวทางการยกระดับผลการทดสอบทางการศึกษาระดับชาติขั้นพื้นฐาน (O-NET) ของโรงเรียนมัธยมศึกษา ในจังหวัดสระบุรี โดยภาพรวม ไม่แตกต่างกัน (2) ครูผู้สอน ที่มีอายุต่างกัน มีความคิดเห็นต่อการดำเนินงานตามแนวทางการยกระดับผลการทดสอบทางการศึกษาระดับชาติขั้นพื้นฐาน (O-NET) ของโรงเรียนมัธยมศึกษา ในจังหวัดสระบุรี โดยภาพรวม แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 (3) ครูผู้สอน ที่มีระดับการศึกษาต่างกัน มีความคิดเห็นต่อการดำเนินงานตาม แนวทางการยกระดับผลการทดสอบทางการศึกษาระดับชาติขั้นพื้นฐาน (O-NET) ของโรงเรียนมัธยมศึกษา ในจังหวัดสระบุรี โดยภาพรวม ไม่แตกต่างกัน (4) ครูผู้สอน ที่มีประสบการณ์ทำงานต่างกัน มีความคิดเห็นต่อการดำเนินงานตามแนวทางการยกระดับผลการทดสอบทางการศึกษาระดับชาติขั้นพื้นฐาน (O-NET) ของโรงเรียนมัธยมศึกษา ในจังหวัดสระบุรี โดยภาพรวม ไม่แตกต่างกัน

3) การพัฒนาแนวทางการยกระดับผลการทดสอบทางการศึกษาระดับชาติขั้นพื้นฐาน (O-NET) ตามหลักอริยสัจ 4 ของโรงเรียนมัธยมศึกษา ในจังหวัดสระบุรีประกอบด้วย 5 แนวทาง ดังนี้ 1) ด้านการบริหารจัดการ โรงเรียนควรมอบหมายอำนาจหน้าที่ ให้บุคลากรในโรงเรียนอย่างชัดเจนตามความสามารถและความถนัดของแต่ละบุคคล เพื่อยกระดับผลการทดสอบทางการศึกษาระดับชาติขั้นพื้นฐาน (O-NET) ของโรงเรียน ๒) ด้านการพัฒนาคุณภาพครู โรงเรียนควรจัดครูทำหน้าที่การสอนแต่ละรายวิชา แต่ละระดับชั้น ตามความสามารถและความถนัดของ แต่ละบุคคล 3) ด้านการพัฒนาคุณภาพนักเรียน โรงเรียนควรจัดกิจกรรมการเรียนการสอนให้นักเรียนได้เรียนรู้ตามที่หลักสูตรกำหนด 4) ด้านการนิเทศภายในและภายนอกที่มีประสิทธิภาพ โรงเรียนควรดำเนินการนิเทศภายใน อย่างเป็นระบบและต่อเนื่อง เพื่อยกระดับผลการทดสอบทางการศึกษาระดับชาติขั้นพื้นฐาน (O-NET) ของโรงเรียน 5) ด้านการมีส่วนร่วมของคณะกรรมการสถานศึกษา ผู้ปกครอง ชุมชน และเครือข่าย โรงเรียนควรส่งเสริมให้ผู้ปกครองนักเรียนทุกระดับชั้น ดูแลเอาใจใส่นักเรียนโดยการติดตาม ตรวจสอบ ผลการเรียนของนักเรียนภาคเรียนละ 1 ครั้ง

บทคัดย่อภาษาอังกฤษ

The objectives of this study were 1 ) to study the implementation of the guidelines for enhancing the results of the Ordinary National Educational Test (O-NET) of secondary schools in Saraburi Province 2) to compare teachers’ opinions on the implementation of the guidelines for enhancing the results of the Ordinary National Educational Test (O-NET) of secondary schools in Saraburi Province according to personal factors and, 3) to propose the development of guidelines for enhancing the results of the Ordinary National Educational Test (O-NET) according to the Four Noble Truths. A quantitative research methodology was used in this study. Data were collected and analyzed from a sample of 302 individuals. Frequency, percentage, average, and standard deviation were determined. A structured interview was used for the qualitative research. Data were collected from key informants 9 people, and then summarized through content analysis.

The results of this research revealed that

1) Teachers’ opinions on the implementation of the guidelines for enhancing the results of the Ordinary National Educational Test (O-NET) of secondary schools in Saraburi Province were overall at a high level.

2) The comparative results of the hypothesis testing approach the guidelines for enhancing the results of the Ordinary National Educational Test (O-NET) according to the Four Noble Truths of secondary schools in Saraburi Province, it was found that (1 ) teachers of different genders have opinions on the implementation of the guidelines for enhancing the results of the Ordinary National Educational Test (O-NET) of secondary schools in Saraburi Province as a whole did not differ (2) the opinions of teachers of different ages on the implementation of the guidelines for enhancing the results of the Ordinary National Educational Test (O-NET) of secondary schools in Saraburi Province were statistically significantly different level of .05 (3) the opinions of teachers of different levels of education on the implementation of the guidelines for enhancing the results of the Ordinary National Educational Test (O-NET) of secondary schools in Saraburi Province as a whole did not differ (4) the opinions of teachers of different professional experience on the implementation of the guidelines for enhancing the results of the Ordinary National Educational Test (O-NET) of secondary schools in Saraburi Province as a whole did not differ.

3) The development of guidelines for enhancing the results of the Ordinary National Educational Test (O-NET) according to the Four Noble Truths of secondary schools in Saraburi Province, consisting of the following 5 approaches : 1) Management, schools should assign the power and duties of school personnel should be clearly distributed according to the abilities and aptitude of individuals. 2) Teacher Quality Development, schools should assign teachers for each subject and grade level according to the abilities and aptitudes of each individual. 3 ) Student Quality Development, the schools should organize teaching and learning activities according to the curriculum 4) Effective Internal and External Supervision, schools should carry out systematic and continuous5)Participation of schoolscommitees, parents, communities and schools networks, schools should encourage students' parents at all levels to take care of their students by monitoring and reviewing students' performance once a semester
