บทคัดย่อภาษาไทย

            ดุษฎีนิพนธ์นี้มีวัตถุประสงค์คือ 1. เพื่อศึกษาสภาพทั่วไปและปัญหาอุปสรรคในการส่งเสริมธรรมาภิบาลของผู้นำทางการเมืองในท้องถิ่นจังหวัดสมุทรสงคราม 2. เพื่อศึกษาองค์ประกอบในการส่งเสริมธรรมาภิบาลของผู้นำทางการเมืองในท้องถิ่นจังหวัดสมุทรสงคราม 3. เพื่อนำเสนอการบูรณาการหลักพุทธธรรมเพื่อส่งเสริมธรรมาภิบาล ของผู้นำทางการเมืองในท้องถิ่นจังหวัดสมุทรสงคราม โดยใช้ระเบียบวิธีการวิจัยเชิงคุณภาพ เก็บข้อมูลจากผู้ให้ข้อมูลสำคัญ 5 กลุ่ม คือ นักการเมืองท้องถิ่น เจ้าหน้าที่ที่เกี่ยวข้อง ผู้นำชุมชน นักวิชาการทางด้านพระพุทธศาสนา และนักวิชาการทางด้านรัฐศาสตร์ ด้วยการเลือกแบบเจาะจงตามลักษณะการเป็นตัวแทนของกลุ่มที่เหมาะสม จำนวน 25 รูปหรือคน ได้ใช้แบบสัมภาษณ์แบบกึ่งโครงสร้าง ที่มีค่าดัชนีวัดความเที่ยงตรงเชิงเนื้อหาทั้งฉบับ (S-CVI) เท่ากับ 1.00 เป็นเครื่องมือในการเก็บรวบรวมข้อมูล โดยวิเคราะห์ข้อมูลด้วยเทคนิคการวิเคราะห์เนื้อหาประกอบบริบท และการสนทนากลุ่มเฉพาะผู้ทรงคุณวุฒิ จำนวน 10 รูปหรือคน โดยวิเคราะห์ข้อมูลด้วยการวิเคราะห์เนื้อหาเชิงพรรณนา

               ผลการวิจัยพบว่า

1. สภาพทั่วไปและปัญหาอุปสรรคในการส่งเสริมธรรมาภิบาลของผู้นำทางการเมืองในท้องถิ่นจังหวัดสมุทรสงคราม พบว่า มีจุดแข็ง คือ มีการเผยแพร่ข้อมูลการใช้งบประมาณและผลการดำเนินงานในระดับท้องถิ่น เปิดโอกาสให้ประชาชนมีส่วนร่วมในกระบวนการตัดสินใจและให้ความสำคัญในการดำเนินการที่เปิดเผยและโปร่งใส ร่วมมือกับกลุ่มสังคมอื่นๆ เพื่อร่วมกันดำเนินการแก้ไขปัญหาและพัฒนาท้องถิ่น แต่มีจุดอ่อน คือ นักการเมืองท้องถิ่นในจังหวัดสมุทรสงครามขาดความรู้ในการพัฒนาท้องถิ่นอย่างต่อเนื่อง ขาดความรู้ในการสร้างความพร้อมในการสื่อสารและการสร้างความร่วมมือ ขาดงบประมาณในการพัฒนาท้องถิ่นอย่างต่อเนื่อง มีโอกาส คือ นโยบายภาครัฐส่งผลต่อการส่งเสริมธรรมาภิบาลของผู้นำทางการเมืองในท้องถิ่น การสนับสนุนกิจกรรมที่สร้างความสัมพันธ์และความเชื่อมั่นในชุมชน เศรษฐกิจในพื้นที่เจริญรุ่งเรือง จะส่งผลให้มีงบประมาณที่เพิ่มขึ้น และมีอุปสรรค คือ ความขัดแย้งทางสังคมและความไม่สงบในท้องถิ่น ขาดแคลนทรัพยากรทางการเงินที่จำเป็นในการดำเนินการ ขาดแคลนบุคคลที่มีความรู้และทักษะที่เกี่ยวข้อง ปัญหาเชิงสังคม เช่น การขาดแคลนโครงสร้างพื้นฐาน ความเหลื่อมล้ำทางสังคม ความขัดแย้งทางการเมืองระหว่างฝ่ายต่าง ๆ

2. องค์ประกอบในการส่งเสริมธรรมาภิบาลของผู้นำทางการเมืองในท้องถิ่นจังหวัดสมุทรสงคราม มี 6 ประการ คือ 1) หลักนิติธรรม ได้แก่ รักษาระเบียบ กฎหมาย และจารีตประเพณีอย่างเคร่งครัด เปิดเผยข้อมูลที่ตรงไปตรงมา ยุติธรรม ไม่ลำเอียง เสียสละเพื่อส่วนรวม และมีความเป็นกลาง 2) หลักคุณธรรม ได้แก่ เป็นแบบอย่างในเรื่องของศีลธรรมและคุณธรรม ซื่อสัตย์และใจกว้างที่สุดในการปฏิบัติหน้าที่และพัฒนาท้องถิ่นความอดทน อดกลั่นต่อปัญหาและอุปสรรคทั้งปวง 3) หลักความโปร่งใส ได้แก่ การสร้างมาตรการป้องกันการทุจริตและการกระทำที่ไม่เป็นธรรม การสร้างเครือข่ายความโปร่งใส เช่น เครือข่ายภาครัฐ เอกชน ประชาชน และวิชาการ การส่งเสริมความโปร่งใสในการตัดสินใจอย่างตรงไปตรงมา 4) หลักการมีส่วนร่วม ได้แก่ เปิดโอกาสให้ประชาชนได้ทราบถึงกระบวนการตัดสินใจเปิดโอกาสให้ประชาชนมีส่วนร่วมในกระบวนการตัดสินใจผู้นำทางการเมืองควรเน้นในการพัฒนานโยบายและโครงการที่ส่งเสริมความเป็นธรรมในทุกด้าน 5) หลักความรับผิดชอบ ได้แก่ ให้ความสำคัญในการตัดสินใจที่เหมาะสมและคิดถึงผลกระทบต่อท้องถิ่นและประชาชนในพื้นที่ การสร้างส่วนร่วมในการดำเนินงานกับทีมงานและเจ้าหน้าที่ในพื้นที่ 6) หลักความคุ้มค่า ได้แก่ กระจายสิทธิและความเป็นอยู่ที่เหมาะสมแก่ทุกคนในสังคม การจัดการทรัพยากรอย่างมีประสิทธิภาพ เป็นตัวแทนที่ซื่อสัตย์และศรัทธาจะสร้างความเชื่อมั่นในประชาชนและเป็นที่ประทับใจให้กับคนอื่นๆ

                     3. การบูรณาการหลักพุทธธรรมเพื่อส่งเสริมธรรมาภิบาล ของผู้นำทางการเมืองในท้องถิ่นจังหวัดสมุทรสงคราม ฉันทะ มีใจรัก ผู้นำทางการเมืองในท้องถิ่นจังหวัดสมุทรสงครามเต็มใจให้บริการประชาชนที่มารับบริการ วิริยะ พากเพียรทำ ปฏิบัติตามแผนในการพัฒนาท้องถิ่นอย่างเคร่งครัด จิตตะ ติดตามตรวจสอบ จัดทำรายงานผลการปฏิบัติงานตามนโยบายที่ได้แถลงไว้ต่อสภา วิมังสา รอบคอบแก้ไข เน้นการมีส่วนร่วมของประชาชนในชุมชนเพื่อร่วมกันแก้ไขปัญหาของชุมชนอย่างจริงจัง  โดยมีผู้นำทางการเมืองเป็นเกณฑ์นำในการแก้ไขปัญหา

The objectives of this dissertation are: 1. Study the general conditions and problems and obstacles in promoting good governance of local political leaders in Samut Songkhram Province. 2. Study the elements in promoting good governance of local political leaders in Samut Songkhram Province. 3 Presenting the integration of Buddhist principles to promote good governance. of local political leaders in Samut Songkhram Province. This research used qualitative research methods. Field data was collected from five groups of key informants: local politicians; Relevant government officials, community leaders, Buddhist academics and academics in political science By selecting specifically according to the appropriate group representative characteristics, 25 figures or people were used using a semi-structured interview form. with a content validity index (S-CVI) equal to 1.00 as a data collection tool The data was analyzed using content and context analysis techniques. and focus group discussions with only 10 experts or people by analyzing data using content and context analysis techniques.

The research results found that

1. General conditions and obstacles in promoting good governance among local political leaders in Samut Songkhram Province were found to have strong points, namely the dissemination of information on budget use and operating results at the local level. Provide opportunities for citizens to participate in the decision-making process and place importance on open and transparent operations. Cooperate with other social groups to jointly solve problems and develop the local area, but there is a weak point: local politicians in Samut Songkhram Province lack knowledge about continuous local development. Lack of knowledge to create readiness for communication and cooperation There is a lack of budget for continuous local development. There is an opportunity: government policy affects the promotion of good governance by local political leaders. Supporting activities that build relationships and trust in the community The economy in the area is prosperous. This will result in an increased budget and there will be obstacles such as social conflict and local unrest. Lack of necessary financial resources to operate Lack of people with relevant knowledge and skills social problems such as lack of infrastructure social inequality Political conflicts between different parties.

2. There are 6 elements in promoting good governance among local political leaders in Samut Songkhram Province: 1) The rule of law, which includes strictly maintaining regulations, laws, and customs. Reveal information that is straightforward, fair, and impartial. Sacrifice for the public. and be impartial 2) Moral principles, including being an example in matters of morality and morality Be the most honest and generous in performing your duties and developing local tolerance. Refrain from dealing with all problems and obstacles. 3) The principle of transparency includes creating measures to prevent corruption and unfair actions. Creation of transparency networks, such as public, private, public, and academic networks, promoting transparency in straightforward decision-making. 4) Participation principles include giving the public an opportunity to know about the decision-making process, giving the public an opportunity to participate. In the decision-making process, political leaders should focus on developing policies and projects that promote fairness in all aspects. 5) Principles of responsibility include giving importance to making appropriate decisions and considering the impact on the local area and people in the area. Creating participation in operations with the team and officials in the area. 6) The principle of value for money includes distributing rights and appropriate living conditions to everyone in society. Efficient resource management Being an honest and faithful representative will build confidence in the people and impress others.

3. Integrating Buddhist principles to promote good governance. Of local political leaders in Samut Songkhram Province, Chantha has a loving heart. Local political leaders in Samut Songkhram Province are willing to serve the people who come to receive the service. Perseverance, diligence, strictly following the local development plan. Chitta monitors and inspects. Prepare a report on the results of work according to the policy that has been stated to the council. Wimangsa Chuddhit emphasizes the participation of people in the community to jointly solve community problems seriously. with political leaders as the leading criterion in solving problems.
