บทคัดย่อภาษาไทย

               ดุษฎีนิพนธ์นี้มีวัตถุประสงค์คือ 1. เพื่อศึกษาอนาคตภาพรัฐไทยในอุดมคติในทศวรรษหน้าตามความคิดเห็นของผู้เชี่ยวชาญ 2. เพื่อร่างอนาคตภาพรัฐไทยในอุดมคติตามแนวธรรมาธิปไตยในทศวรรษหน้า 3. เพื่อนำเสนออนาคตภาพรัฐไทยในอุดมคติตามแนวธรรมาธิปไตยในทศวรรษหน้า โดยใช้ระเบียบวิธีวิจัยอนาคตแบบ EDFR (Ethnographic Delphi Futures Research) แบ่งเป็น 2 ขั้นตอนคือ 1) การรวบรวมข้อมูลเชิงคุณภาพจากการสัมภาษณ์ข้อมูลเชิงลึกเพื่อกำหนดอนาคตภาพรัฐไทยในอุดมคติ โดยสังเคราะห์เนื้อหาจากกลุ่มผู้เชี่ยวชาญ 21 รูปหรือคน ซึ่งเป็นข้อมูลสำคัญ 2) การรวบรวมข้อมูลเชิงปริมาณด้วยการสอบถามความคิดเห็นจากกลุ่มผู้เชี่ยวชาญ 21 รูปหรือคนด้วยเทคนิคเดลฟาย 2 รอบ เพื่อศึกษาอนาคตภาพที่มีความเป็นไปได้ มีภาพอนาคตที่พึงประสงค์ และกลุ่มผู้เชี่ยวชาญมีความเห็นสอดคล้องกัน โดยใช้แบบสอบถามชนิดมาตรประมาณค่า 5 ระดับ หาฉันทามติของกลุ่มผู้เชี่ยวชาญ โดยการคำนวณค่ามัธยฐาน ค่าฐานนิยม และค่าพิสัยระหว่างควอไทล์ และนำผลการวิเคราะห์ข้อมูลไปทำนายอนาคตภาพ

               ผลการวิจัยพบว่า

1. ความคิดเห็นของผู้เชี่ยวชาญเกี่ยวกับอนาคตภาพรัฐไทยในอุดมคติตามแนวธรรมาธิปไตยในทศวรรษหน้า พบว่า มี 4 ด้าน 20 อนาคตภาพ ได้แก่ 1) ด้านอนาคตภาพประชากรไทยจำนวน 5 อนาคตภาพ 2) ด้านอนาคตภาพดินแดนไทยจำนวน 5 อนาคตภาพ 3) ด้านอนาคตภาพรัฐบาลไทยจำนวน 5 อนาคตภาพ 4) ด้านอนาคตภาพอำนาจอธิปไตยของไทยจำนวน 5 อนาคตภาพ

2. ร่างอนาคตภาพรัฐไทยในอุดมคติตามแนวธรรมาธิปไตยในทศวรรษหน้า พบว่า อนาคตภาพรัฐไทยในอุดมคติตามแนวธรรมาธิปไตยในทศวรรษหน้าทั้ง 4 ด้าน คือ ด้านอนาคตภาพประชากรไทยที่เน้นมีคุณธรรมจริยธรรม ด้านอนาคตภาพดินแดนไทยที่เน้นมีการพัฒนาพื้นที่อย่างต่อเนื่อง ด้านอนาคตภาพรัฐบาลไทยที่เน้นปกครองโดยเคารพกฎหมาย และด้านอนาคตภาพอำนาจอธิปไตยของไทยที่เน้นการมีส่วนร่วม มีโอกาสเป็นไปได้มากที่สุด (Md. = 5.00) และกลุ่มผู้เชี่ยวชาญมีความคิดเห็นสอดคล้องในแต่ละอนาคตภาพ (QR = 0.00) และเป็นอนาคตภาพที่พึงประสงค์ (ร้อยละ 100)

3. นำเสนออนาคตภาพรัฐไทยในอุดมคติตามแนวธรรมาธิปไตยในทศวรรษหน้า พบว่า 1) ประชากรตามแนวธรรมาธิปไตย เป็นประชาชนที่มีคุณธรรมและจริยธรรมในการดำเนินชีวิตสูง ซึ่งตรงกับหลักธรรมในพระพุทธศาสนาคือ อัตตสัมมาปณิธิ เป็นประชาชนที่มีความรู้ ความเข้าใจในการปกครองระบอบประชาธิปไตยเป็นอย่างดี ตรงกับหลักสัปปุริสูปัสสยะ เป็นประชาชนตระหนักรู้ และเคารพการตัดสินใจของผู้อื่น และสามารถยอมรับความเห็นต่างได้ ตรงกับหลักปฏิรูปเทสวาสะ 2) ดินแดนตามแนวธรรมาธิปไตย เป็นดินแดนที่มีการพัฒนาพื้นที่อย่างต่อเนื่อง สร้างสรรค์ โดยเพิ่มพื้นที่สีเขียว พื้นที่สาธารณะ การรักษาความสะอาดของเมือง เป็นดินแดนที่ถูกคุ้มครองด้วยระบบและกลไกในการรักษา และคุ้มครองพื้นที่ โดยไม่ไปเบียดเบียนผู้อื่น รักษาความอุดมสมบูรณ์ของทรัพยากรต่างๆ ไว้ให้ดีและส่งต่อให้ลูกหลานในอนาคต มีรัฐบาลที่ให้ความสำคัญกับการพัฒนาพื้นที่อย่างทั่วถึงและเสมอภาพ รวมถึงมีระบบและกลไกในการพัฒนาท้องถิ่นและท้องที่อย่างเป็นรูปธรรม เปิดโอกาสให้ทุกภาคส่วนมีส่วนร่วมในการพัฒนาพื้นที่ สุดท้ายประชาชนสามารถพัฒนาพื้นที่ของตนเองให้เจริญรุ่งเรืองได้ตามศักยภาพ ตรงกับหลักสัปปายะ 7 3) รัฐบาลตามแนวธรรมาธิปไตย เป็นรัฐบาลที่ปกครองโดยเคารพกฎหมายและรัฐธรรมนูญของประเทศ ตรงกับหลักธัมมัญญุตา หลักอัตถัญญุตา ผู้บริหารประเทศมีคุณธรรมและจริยธรรมสูง ตรงกับหลักอัตตัญญุตา ไม่ละเมิดสิทธิและเสรีภาพของประชาชน ตรงกับหลักปุคคลสัปปายะ เป็นรัฐบาลที่เปิดเผยข้อมูลสาธารณะแก่ประชาชน รวมถึงมีการดำเนินการที่โปร่งใส ตรงกับหลักกาลัญญุตา รู้ว่าเวลาใดเหมาะสมจะทำเรื่องใด รู้ว่าเวลาใดจะเปิดเผยข้อมูลใดให้ประชาชนรับรู้ รับทราบ ประการสุดท้ายคือเป็นรัฐบาลที่คำนึงถึงผลประโยชน์ของประเทศชาติและประชาชนก่อนเสมอ ตรงกับหลักปริสัญญุตา 4) อำนาจอธิปไตยตามแนวธรรมาธิปไตย เน้นการมีส่วนร่วมกับทุกภาคส่วนในการใช้อำนาจอธิปไตยทั้ง 3 ฝ่ายบริหารใช้อำนาจทางการบริหารที่ถูกต้อง และเหมาะสมกับบริบทของประเทศ ฝ่ายตุลาการตัดสินคดีอย่างตรงไปตรงมา และเป็นธรรมกับประชาชน โดยยึดความถูกต้องเป็นหลัก การสร้างความตระหนักรู้ให้แก่ประชาชนถึงความสำคัญของการใช้อำนาจอธิปไตยทั้ง 3 ฝ่ายนิติบัญญัติไม่ออกกฎหมายที่ขัดต่อรัฐธรรมนูญ จารีต ประเพณีอันดีงามของประเทศ ตรงกับหลักธรรมาธิปไตย คือ การยึดเอาหลักธรรม (ความถูกต้อง) เป็นใหญ่ในการใช้อำนาจต่างๆ

บทคัดย่อภาษาอังกฤษ

The Objective of this dissertation is as follows: 1. To study the opinions of experts regarding the future vision of Thai modern state in an idealistic perspective follow in Dhamm dhipateyya in the next decade. 2. To draft the future vision of Thai modern state in an idealistic perspective follow in Dhamm dhipateyya in the next decade. 3. To present the future vision of Thai modern state in an idealistic perspective follow in Dhamm dhipateyya in the next decade, using the Ethnographic Delphi Futures Research (EDFR) research method, divided into two steps: a) Collecting qualitative data through in-depth interviews to define the future vision of Thailand in an idealistic perspective by synthesizing content from a group of 21 experts or individuals who possess significant information. b) Gathering quantitative data by surveying the opinions of a group of 21 experts or individuals using the Delphi technique in two rounds to examine potential future visions, desirable future visions, and consensus among experts. The survey used a five-level Likert scale to measure the expert panel's consensus, calculating median, mode, and interquartile range values.

The research findings are as follows:

1. Regarding the opinions of experts on the future vision of Thai modern state in an idealistic perspective follow in Dhamm dhipateyya in the next decade, there are four dimensions with 20 future visions. These dimensions include: 1.1 Future visions related to the Thai population, consisting of 5 future visions. 1.2 Future visions related to Thai territory, consisting of 5 future visions. 1.3 Future visions related to the Thai government, consisting of 5 future visions. 1.4 Future visions related to the Thai sovereignty and democratic power, consisting of 5 future visions.

2. In drafting the future vision of Thai modern state in an idealistic perspective follow in Dhamm dhipateyya in the next decade, it is found that the future of the Thai state in an ideal scenario in the next decade encompasses four aspects. These are: a. The future of the Thai population, which emphasizes ethical and moral values. b. The future of the Thai land, which focuses on continuous development of the territory. c. The future of the Thai government, which emphasizes rule of law. d. The future of Thailand's democratic power, which emphasizes maximum participation (Md. = 5.00). Experts in the field share a unanimous opinion on each aspect of this vision (QR = 0.00), and it is an envisioned future that is highly desirable (100%).

3. In presenting the future vision of Thai modern state in an idealistic perspective follow in Dhamm dhipateyya in the next decade: 1) Regarding the Thai population in line with democratic principles, the future envisions a citizenry with high moral and ethical standards, adhering to Buddhist principles of compassion and understanding. 2) Concerning Thai territory in line with democratic principles, the future envisions continuous development and enhancement of green spaces, public areas, and the maintenance of cleanliness within cities. It also envisions the responsible use and preservation of resources for future generations, with a government that prioritizes comprehensive and equitable development, involving all sectors. 3) Regarding the Thai government in line with democratic principles, the future envisions a government that governs with respect for the law and the constitution, with high moral and ethical standards in leadership. It does not infringe on the rights and freedoms of the people, is transparent in sharing public information, and operates with transparency, adhering to the principles of democracy. 4) Concerning democratic power in line with democratic principles, the future emphasizes active participation from all sectors in the exercise of democratic power. It calls for responsible use of power by all branches of government, fair and just decision-making, and a commitment to the principles of democracy, including respect for truth.
