ดุษฎีนิพนธ์นี้มีวัตถุประสงค์คือ 1. เพื่อศึกษาประสิทธิภาพการปฏิบัติงานของบุคลากรในสังกัดสำนักงานศึกษาธิการจังหวัดศรีสะเกษ 2. เพื่อศึกษาปัจจัยที่ส่งผลประสิทธิภาพการปฏิบัติงานของบุคลากรในสังกัดสำนักงานศึกษาธิการจังหวัดศรีสะเกษ และ 3. เพื่อนำเสนอการบูรณาการหลักพุทธธรรมเพื่อส่งเสริมประสิทธิภาพการปฏิบัติงานของบุคลากรในสังกัดสำนักงานศึกษาธิการจังหวัดศรีสะเกษ ดำเนินการตามระเบียบวิธีวิจัยแบบผสานวิธีโดยการวิจัยเชิงปริมาณเก็บข้อมูลจากกลุ่มตัวอย่างคือบุคลากรในสังกัดสำนักงานศึกษาธิการจังหวัดศรีสะเกษ จำนวน 391 คน ใช้แบบสอบถามที่มีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.995 วิเคราะห์ข้อมูลโดยใช้ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณ การวิจัยเชิงคุณภาพใช้วิธีการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 18 รูปหรือคน แบบตัวต่อตัว วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหาเชิงพรรณนาและการสนทนากลุ่มเฉพาะ จำนวน 9 รูปหรือคน เพื่อยืนยันองค์ความรู้หลังจากการสังเคราะห์ข้อมูล

ผลการวิจัยพบว่า

1. ประสิทธิภาพการปฏิบัติงานของบุคลากรในสังกัดสำนักงานศึกษาธิการจังหวัดศรีสะเกษ พบว่า โดยภาพรวมอยู่ในระดับมากทุกด้าน ได้แก่ 1)ด้านการมุ่งผลสัมฤทธิ์ 2) ด้านการบริการที่ดี3) ด้านการสั่งสมความความเชี่ยวชาญในงานอาชีพ 4) ด้านการยึดมั่นในความถูกต้องชอบธรรมและจริยธรรม และ 5) ด้านการทำงานเป็นทีม แสดงให้เห็นว่า การวางแผนงานโดยจัดเรียง หรือกิจกรรมต่าง ๆ การประยุกต์ใช้ทฤษฎี แนวคิดที่ซับซ้อน การประยุกต์ใช้ประสบการณ์การวางระบบการสืบค้น เพื่อให้ได้ข้อมูลที่ทันเหตุการณ์อย่างต่อเนื่อง และการสืบค้นข้อมูลอย่างเป็นระบบ ดำเนินการวิจัย การส่งเสริมและพัฒนาศักยภาพผู้อื่นหรือสุขภาวะทั้งทางปัญญา ร่างกาย จิตใจที่ดี การส่งเสริมให้มีการแลกเปลี่ยนการเรียนรู้หรือประสบการณ์ เพื่อให้ผู้อื่นมีโอกาสได้ถ่ายทอดและเรียนรู้วิธีการพัฒนาศักยภาพหรือเสริมสร้างสุขภาวะหรือทัศคติที่ดีอย่างยั่งยืน ความเข้าใจวัฒนธรรม รวมทั้งเข้าใจวิธีการสื่อสารให้มีประสิทธิภาพ เพื่อประโยชน์ในการปฏิบัติหน้าที่ราชการ และความเข้าใจสาเหตุพื้นฐานของพฤติกรรมองค์กรของภาครัฐ และนำมาขับเคลื่อนการปฏิบัติงานในส่วนที่ตนดูแลรับผิดชอบอยู่อย่างเป็นระบบและสร้างเครือข่ายการปฏิบัติงานเพื่อพัฒนาคุณภาพการปฏิบัติงาน

2. ปัจจัยที่ส่งผลต่อประสิทธิภาพการปฏิบัติงานของบุคลากรในสังกัดสำนักงานศึกษาธิการจังหวัดศรีสะเกษ พบว่า 1) สมรรถนะการปฏิบัติงาน ส่งผลต่อประสิทธิภาพการปฏิบัติงานของบุคลากรในสังกัดสำนักงานศึกษาธิการจังหวัดศรีสะเกษ อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 แสดงว่า สมรรถนะการปฏิบัติงานสามารถร่วมกันทำนายประสิทธิภาพการปฏิบัติงานของบุคลากรในสังกัดสำนักงานศึกษาธิการจังหวัดศรีสะเกษ ได้ร้อยละ 17.70 2) หลักพละ 5 ส่งผลต่อประสิทธิภาพการปฏิบัติงานของบุคลากรในสังกัดสำนักงานศึกษาธิการจังหวัดศรีสะเกษ อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 แสดงว่า หลักพละ 5 สามารถร่วมกันทำนายประสิทธิภาพการปฏิบัติงานของบุคลากรในสังกัดสำนักงานศึกษาธิการจังหวัดศรีสะเกษ ได้ร้อยละ 17.90

3. การบูรณาการหลักพุทธธรรมเพื่อส่งเสริมประสิทธิภาพการปฏิบัติงานของบุคลากรในสังกัดสำนักงานศึกษาธิการจังหวัดศรีสะเกษ มีดังนี้การบูรณาการหลักพละ 5 หรือกำลัง 5 ประการ คือ ธรรมอันเป็นกำลังหรือธรรมอันเป็นพลังในการ บริหารหรือการปฏิบัติงาน เป็นข้อปฏิบัติที่ทำให้บุคลากรหรือผู้ปฏิบัติหน้าที่ได้อย่างมีประสิทธิภาพ ประกอบด้วย ประกอบด้วย 1) ด้านสัทธาพละ กำลังของความเชื่อ, ศรัทธาในภารกิจ 2) ด้านวิริยะพละ กำลังของความเพียร, เพียรพิชิตทุกปัญหา 3) ด้านสติพละ กำลังของความระลึกได้, รอบคอบในความคิด 4) ด้านสมาธิพละ กำลังของความตั้งใจมั่น, จิตตั้งมั่นในหน้าที่ และ 5) ด้านปัญญาพละ กำลังของความรู้, มีบูรณาการอย่างรอบรู้โดยนำเอาหลักการ สมรรถนะการปฏิบัติงาน ทั้ง 5 ด้าน มาผสานหลักธรรมพละ 5 เพื่อส่งเสริมประสิทธิภาพการปฏิบัติงานของบุคลากรในสังกัดสำนักงานศึกษาธิการจังหวัดศรีสะเกษ ทั้ง 5 ด้าน ประกอบด้วย 1) ด้านการคิดวิเคราะห์2) ด้านการมองภาพรวมขององค์กร 3) ด้านการสืบเสาะหาข้อมูล 4) ด้านการใส่ใจและพัฒนาผู้อื่น และ 5) ด้านความเข้าใจองค์กรและระบบงานดังนั้นแล้วส่งผลให้เกิดประสิทธิภาพในการปฏิบัติงานของบุคลากรมากยิ่งขึ้น

บทคัดย่อภาษาอังกฤษ

Objectives of this dissertation were: 1.Tostudy the personnel’s performance efficiency in the Office of Sisaket Provincial Education. 2. To study factors affecting the personnel’s performance effieiciency in the Office of Sisaket Provincial Education, and 3. To propose the Buddhadharma integration for promoting the personnel’s p e rfo rm a n ce efficiency in the Office of Sisaket Provincial Education. R e s earch methodology was the mixed methods. The quantitative research, data were collected by questionnaires with a total reliability value of 0.995 from 391 samples, analyzed data using frequency, percentage, mean, standard deviation, and multiple regression analysis. The qualitative research, data were collected by using an in-depth interview method from 18 key informants and 9 participants in focus group discussion, analyzed data by content descriptive interpretation.

Findings were as follows:

 1. Personnel’s performance efficiency in the Office of Sisaket Provincial Education, by overall, was at high level with the mean value at 4.48 when considered all aspects, they were all at high level, namely, 1) Achievement pursuance 2) Good service 3) Accumulation of expertise in professional work 4) Adherence to righteousness and ethics, and 5) Teamwork .The ง qualitative research organizing work planning or various activities, application of theory complex concept. Application of experience, setting up the search system in order to continuously receive up-to-date information and searching for information systematically conduct research. Aspects including personnel promotion, professional learning exchange, using the processofPLC Ability to use useful information tocreate operational networks to improve operational quality.

2. Factors affecting the personnel’s performanceefficiency in the Office of Sisaket Provincial Education consisted of 1) Work performance efficiency; It was found that the understanding of the organization and work system, attention and development of others, information search, and analytical thinking were with statistically significant level at 0.01, indicating that the personnel’s work performance efficiency under the Sisaket Provincial Office of Education was 17.70 percent 2.) Bala 5 was found that Panna-Bala, power of knowledge integrated all-aroundly, Sattha-Bala, power of faith, faith in mission, Sati-Bala, power of good intention, mindfully thinking affected the personnel’s work performance efficiency in the Office of Sisaket Provincial Education withstatistically significant levelof 0.01 indicating that the Bala 5 could jointly predict the personnel’s work performance efficiency in the Office of Sisaket Provincial Education by 17.90 percent.

3. Buddhadharma Integration for promoting the personnel’s performance efficiency in the Office of Sisaket Provincial Education was found that the Buddhadharma integration to promote the personnel’s performance efficiency in the Office of Sisaket Provincial Education consisted of operational competencies, including critical thinking, overall perspective, information search, attention and development of others, and understanding of the organization and work systems. Bala 5, namely, Sattha-Bala, power of faith, faith in the mission, Viriya-Bala, power of perseverance, Persevering to conquer all problems,Sati-Bala, power of mindfulness, prudence in thought, Samadhi-Bala, power of concentration, mental strength, Panna-Bala, power of wisdom, knowingly integrated created factors affecting thew personnel’s performance efficiency in the Office of Sisaket Provincial Education, namely, achievement pursuance, good service, accumulation of expertise in professional work, adherence to righteousness and ethics and teamwork
