              ดุษฎีนิพนธ์นี้มีวัตถุประสงค์ คือ 1. เพื่อศึกษาสภาพการมีส่วนร่วมทางการเมืองของประชาชนในการเลือกตั้งท้องถิ่นในจังหวัดเพชรบุรี 2. เพื่อศึกษาปัจจัยที่ส่งผลต่อการมีส่วนร่วมทางการเมืองของประชาชนในการเลือกตั้งท้องถิ่นในจังหวัดเพชรบุรี 3. เพื่อนำเสนอการบูรณาการหลักพุทธธรรมเพื่อส่งเสริมการมีส่วนร่วมทางการเมืองของประชาชนในการเลือกตั้งท้องถิ่นในจังหวัดเพชรบุรี ระเบียบวิธีวิจัยนี้เป็นการวิจัยแบบผสานวิธี ได้แก่ การวิจัยเชิงคุณภาพเก็บข้อมูลจากผู้ให้ข้อมูลด้วยวิธีการสัมภาษณ์เชิงลึกจำนวน 18 รูปหรือคน วิเคราะห์เนื้อหาเชิงพรรณนา และการวิจัยเชิงปริมาณ โดยดำเนินการเก็บรวบรวมข้อมูลจากกลุ่มตัวอย่าง 400 คน โดยใช้แบบสอบถามที่มีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.987 วิเคราะห์ข้อมูลด้วย ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานและ การวิเคราะห์การถอดถอยพหุคูณ

              ผลการวิจัยพบว่า

              1. สภาพการมีส่วนร่วมทางการเมืองของประชาชนในการเลือกตั้งท้องถิ่นในจังหวัดเพชรบุรี พบว่า การตื่นตัวทางการเมืองของประชาชนค่อนข้างสูงในทุกกลุ่มวัยผู้สูงอายุ เยาวชนผู้เลือกตั้งหน้าใหม่และ ประชาชนผู้มีสิทธิเลือกตั้งโดยทั่วไป ขณะเดียวกันประชาชนมีการรับรู้ข่าวสารทางการเมืองได้ง่ายและ รวดเร็วโดยผ่านช่องทางออนไลน์ ส่งผลให้เกิดการกระตุ้นการมีส่วนร่วมทางการเมืองเปลี่ยนทัศนคติที่ว่า การเมืองไม่ใช่เรื่องของเรา แต่การเมืองเป็นเรื่องของเรา ตั้งแต่เกิดจนตาย

2. ปัจจัยที่มีผลต่อการส่งเสริมการมีส่วนร่วมทางการเมืองของประชาชนในการเลือกตั้งท้องถิ่นในจังหวัดเพชรบุรี พบว่า ปัจจัย (X1) การส่งเสริมการมีส่วนร่วมทางการเมือง ด้านการรับรู้ข่าวสารทางการเมืองและ ด้านความรู้สึกมีสมรรถนะทางการเมือง และหลักอปริหานิยธรรม 7 เพื่อส่งเสริมการมีส่วนร่วมทางการเมืองของประชาชนในการเลือกตั้งท้องถิ่นในจังหวัดเพชรบุรี (X2) ต่อการบูรณาการหลักพุทธธรรมเพื่อส่งเสริมการมีส่วนร่วมทางการเมืองของประชาชนในการไปใช้สิทธิเลือกตั้งท้องถิ่นในจังหวัดเพชรบุรี (Y) ร้อยละ 77.40 ดังนั้นการรับรู้ข่าวสารทางการเมืองของประชาชนส่งผลต่อการตัดสินใจในการไปลงคะแนนในเลือกตั้งท้องถิ่น เพราะประชาชนเข้าถึงข้อมูลข่าวสารทางการเมืองได้ง่ายรวดเร็วและ หลากหลายช่องทางมากขึ้นและ ความรู้สึกมีสมรรถนะทางการเมืองของผู้รับเลือกตั้งซึ่ง มีวุฒิภาวะทางการเมือง ทำให้มีพฤติกรรมทางการเมือง ในการแสดงออก คือการทำงานร่วมกับผู้อื่นได้เพื่อพัฒนาท้องถิ่นให้ยั่งยืน

              3. การบูรณาการหลักพุทธธรรมเพื่อส่งเสริมการมีส่วนร่วมทางการเมืองของประชาชนในการไปใช้สิทธิเลือกตั้งท้องถิ่นในจังหวัดเพชรบุรี ตามหลักอปริหานิยธรรม 7 พบว่า 1) วางแผนหมั่นประชุมอย่างสม่ำเสมอ นำไปสู่การทำงานอย่างเป็นระบบและจะนำไปสู่เป้าหมายที่ชัดเจน 2) ความพร้อมเพียงกันประชุม การประชุมสามารถทำได้หลายรูปแบบ เพื่อการปรับเปลี่ยนตามสถานการณ์ที่เปลี่ยนแปลง 3) การร่วมกำหนดกฎเกณฑ์ทางการเมือง การจัดทำข้อบัญญัติหรือเทศบัญญัติผ่านกระบวนการทำประชาคมด้วยความสงบเรียบร้อย 4) การเคารพผู้ที่มีความรู้ความสามารถในการบริหารบ้านเมือง สู่การปฏิบัติหน้าที่ด้วยความสุจริต มีความโปร่งใส ตรวจสอบได้ตามหลักธรรมา           ภิบาล 5) การให้เกียรติสตรียอมรับความเท่าเทียม โดยคุ้มครองเปิดโอกาสให้ทุกคนมีสิทธิเท่าเทียมกัน และกล้าแสดงออกสู่กระบวนการหนึ่งของการมีส่วนร่วมทางการเมือง 6) การเคารพในประเทศชาติบ้านเมือง พร้อมใจกันที่จะพัฒนาท้องถิ่นตามบริบทหน้าที่ของแต่ละบุคคลด้วยความสุจริต  7) การน้อมนำพระพุทธศาสนามาพัฒนาประเทศชาติ เพื่อร่วมคิด ร่วมแสดงความคิดเห็น ร่วมทำและ สนับสนุนคนดี ปกป้องคนดี ส่งเสริมคนดี มีคุณธรรมเข้ามาบริหารงาน พัฒนาท้องถิ่น ให้มีความเจริญก้าวหน้าต่อไป

The objectives of this dissertation are: 1. To study the conditions of people's political participation in local elections in Phetchaburi Province. 2. To study the factors affecting people's political participation in local elections in Phetchaburi Province.  3. To present the integration of Buddhist principles to promote political participation of citizens in local elections in Phetchaburi Province. This research method is a combined research method, namely qualitative research, collecting data from informants by means of in-depth interviews with 18 figures or people, descriptive content analysis. and quantitative research By collecting data from a sample of 400 people using a questionnaire with a confidence value for the entire version equal to 0.987, data were analyzed using frequency, percentage, mean, standard deviation and Multiple regression analysis.

Findings were as follows:

1. Conditions of political participation of citizens in local elections in Phetchaburi Province. It was found that political awareness of citizens was quite high in all elderly age groups.
