บทคัดย่อภาษาไทย

    ดุษฎีนิพนธ์นี้มีวัตถุประสงค์คือ 1. เพื่อศึกษาสภาพทั่วไปของภาวะผู้นำทางการเมืองของนักการเมืองท้องถิ่น ในจังหวัดสมุทรสงคราม 2. เพื่อศึกษาคุณลักษณะสำหรับการส่งเสริมภาวะผู้นำทางการเมืองของนักการเมืองท้องถิ่น ในจังหวัดสมุทรสงคราม และ 3. เพื่อนำเสนอพุทธบูรณาการเพื่อส่งเสริมภาวะผู้นำทางการเมืองของนักการเมืองท้องถิ่น ในจังหวัดสมุทรสงคราม โดยการวิจัยครั้งนี้ใช้ระเบียบวิธีการวิจัยเชิงคุณภาพ เก็บข้อมูลภาคสนามจากผู้ให้ข้อมูลสำคัญ 5 กลุ่ม คือ นักวิชาการด้านพระพุทธศาสนา นักวิชาการด้านรัฐศาสตร์ ข้าราชการ/นักปกครอง นักการเมืองท้องถิ่น และผู้นำท้องที่ ด้วยการเลือกแบบเจาะจงตามลักษณะการเป็นตัวแทนของกลุ่มที่เหมาะสม จำนวน 25 รูปหรือคน ได้ใช้แบบสัมภาษณ์แบบกึ่งโครงสร้าง ที่มีค่าดัชนีวัดความเที่ยงตรงเชิงเนื้อหาทั้งฉบับ (S-CVI) เท่ากับ 1.00 เป็นเครื่องมือในการเก็บรวบรวมข้อมูล โดยวิเคราะห์ข้อมูลด้วยเทคนิคการวิเคราะห์เนื้อหาประกอบบริบท และการสนทนากลุ่มเฉพาะผู้ทรงคุณวุฒิ จำนวน 9 รูปหรือคน โดยวิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหาเชิงพรรณนา

               ผลการวิจัยพบว่า

1. สภาพทั่วไปของนักการเมืองท้องถิ่น ในจังหวัดสมุทรสงคราม พบว่า มีจุดเด่นคือ นักการเมืองท้องถิ่นมีความเข้าใจในบริบทและปัญหาของพื้นที่ท้องถิ่น และเป็นกันเองต่อประชาชนในพื้นที่ มีจุดอ่อนคือ บางครั้งนักการเมืองท้องถิ่นมั่นใจในตนเองมากเกินไป ไม่ยอมฟังคำแนะนำหรือวิเคราะห์สถานการณ์อย่างละเอียด โอกาสคือ โอกาสของการส่งเสริมภาวะผู้นำของนักการเมืองท้องถิ่นคือความสามารถในการบริหารงานและพัฒนาท้องถิ่น อุปสรรคคือ บางพื้นที่มีทรัพยากรที่จำกัด ความจำกัดของงบประมาณและการเข้าถึงทรัพยากรอาจเป็นอุปสรรคในการดำเนินการส่งเสริมภาวะผู้นำทางการเมือง

2. คุณลักษณะสำหรับการส่งเสริมภาวะผู้นำทางการเมืองของนักการเมืองท้องถิ่น ในจังหวัดสมุทรสงคราม มี 4 คุณลักษณะ คือ 1) ทักษะของการใช้อิทธิพล ได้แก่ จัดสรรงานให้เหมาะสมและถูกคน มีความยืดหยุ่นในการปรับเปลี่ยน ใช้อิทธิพลในทางที่ถูกต้องและยึดถือระเบียบ สร้างความไว้วางใจในประชาชน ใช้อิทธิพลในการสร้างโอกาส 2) ทักษะในการมอบหมายงาน ได้แก่ สามารถกำหนดเป้าหมายและงานให้ชัดเจน สามารถปรับแปลงแผนการดำเนินงาน สามารถสื่อสารที่ชัดเจนและกระตือรือร้น สามารถเสริมสร้างทีมงานให้มีความเชื่อมั่น สามารถตรวจสอบความคืบหน้าของงานที่มอบหมาย 3) มีความยืดหยุ่น ได้แก่ มีความมุ่งมั่นเพียรพยายามขณะเผชิญหน้ากับปัญหาที่เกิดขึ้น มีมนุษยสัมพันธ์ที่ดี มีความคิดเชิงบวก มีความรู้ มอบหมายงานให้กับผู้รับมอบหมาย ให้เกิดความเข้าใจ มีความยืดหยุ่นในการทำงาน และสามารถปรับตัว รับฟังความคิดเห็นของคนในชุมชน และเพื่อนร่วมงาน 4) ทักษะในการจูงใจ ได้แก่ การส่งเสริมและสนับสนุนในการพัฒนาส่วนบุคคล สร้างความเชื่อมั่นและความกระตือรือร้นในทีม การสื่อสารอย่างชัดเจน สร้างการยอมรับจากคนภายในท้องถิ่น ให้กำลังใจและพลังงานให้กับทีม

 3. พุทธบูรณาการเพื่อส่งเสริมภาวะผู้นำทางการเมืองของนักการเมืองท้องถิ่น ในจังหวัดสมุทรสงคราม ตามหลักทุติยปาปณิกธรรม ประกอบด้วย ด้านจักขุมา นักการเมืองท้องถิ่นควรเป็นผู้มีวิสัยทัศน์ที่กว้างไกล โดยส่งเสริมนักการเมืองท้องถิ่นให้มีความคิดที่ดีและสามารถแก้ปัญหาต่างๆ ในท้องถิ่นได้ ส่งเสริมนักการเมืองท้องถิ่นให้มีทัศนคติที่ดีต่อการทำงานที่เป็นประโยชน์และยั่งยืน สามารถมองเห็นภาพรวมขององค์กรและมองทิศทางในอนาคตได้ ด้านวิธูโร นักการเมืองท้องถิ่นเป็นผู้เชี่ยวชาญชำนาญในงานส่วนตนงานส่วนรวม นักการเมืองท้องถิ่นต้องเป็นผู้มีความรู้รอบด้าน รู้ลึก รู้จริง รู้กว้าง ละเอียดชัดเจน ซึ่งเกิดจากการเข้าถึงปัญหา การศึกษาอย่างลึกซึ้ง นิสสยสัมปันโน นักการเมืองท้องถิ่นเป็นผู้ที่มีมนุษย์สัมพันธ์ดี เป็นนักประสานงานที่ดี ยิ้มแย้ม แจ่มใส ใส่ใจบริการประชาชน พูดจาไพเราะ เป็นนักสื่อสารที่ดี

บทคัดย่อภาษาอังกฤษ

The objectives of this research are: 1. Study the general condition. Problems and obstacles in promoting political leadership of local politicians in Samut Songkhram Province 2. Study the characteristics for promoting political leadership of local politicians. in Samut Songkhram Province 3. Present integrated Buddhism to promote political leadership of local politicians in Samut Songkhram province. This research used qualitative research methods. Field data was collected from five groups of key informants: local parents; Group of relevant officials community leader group Group of local wisdom or folk philosophers and local government organization administrators By selecting specifically according to the appropriate group representative characteristics, 25 figures or people were used using a semi-structured interview form. with a content validity index (S-CVI) equal to 1.00 as a data collection tool The data was analyzed using content and context analysis techniques.and focus group discussions with only 9 experts or people by analyzing data using content and context analysis techniques.

The research results found that

1. General conditions, problems and obstacles in promoting political leadership of local politicians. In Samut Songkhram province, it was found that the highlight was that local politicians understood the context and problems of the local area. and is friendly towards the people in the area. The weak point is that sometimes local politicians are too confident in themselves. They do not listen to advice or analyze the situation in detail. The opportunity is that the opportunity for promoting the leadership of local politicians is their ability to manage and develop the local area. The obstacle is that some areas have limited resources. Budgetary constraints and access to resources may be barriers to promoting political leadership.

2. Qualifications for promoting political leadership of local politicians In Samut Songkhram province, there are 4 characteristics: 1) skills in using influence, including allocating work appropriately and to the right people There is flexibility in making adjustments. Have good human relations Have a positive mindset, be knowledgeable, and assign work to assignees. to give understanding Flexible in working and can adapt Listen to the opinions of people in the community and co-workers 4) Motivation skills include promoting and supporting personal development Build confidence and enthusiasm in the team.

3. Integrated Buddhism to promote political leadership of local politicians. In Samut Songkhram Province, it was found that the Chakkuma side is a person with a wide vision.
