ดุษฎีนิพนธ์นี้มีวัตถุประสงค์ 1)เพื่อศึกษาสภาพทั่วไปความทันสมัยทางการเมืองที่ส่งผลต่อการตัดสินใจของประชาชนในการเลือกตั้งผู้บริหารและสมาชิกสภาองค์การบริหารส่วนตำบล จังหวัดเพชรบูรณ์ 2)เพื่อศึกษาปัจจัยที่มีผลต่อการตัดสินใจของประชาชนในการเลือกตั้งผู้บริหารและสมาชิกสภาองค์การบริหารส่วนตำบล จังหวัดเพชรบูรณ์ 3)เพื่อนำเสนอการประยุกต์ใช้หลักสาราณียธรรม 6 ในการลดความขัดแย้งเนื่องจากความทันสมัยทางการเมืองที่ส่งผลต่อการตัดสินใจของประชาชนในการเลือกตั้งผู้บริหารและสมาชิกสภาองค์การบริหารส่วนตำบล จังหวัดเพชรบูรณ์ โดยการวิจัยเป็นแบบผสานวิธี ประกอบด้วย การวิจัยเชิงคุณภาพด้วยการสัมภาษณ์  เชิงลึกผู้ให้ข้อมูลสำคัญ จำนวน 18 รูปหรือคน และสนทนากลุ่มเฉพาะ 10 รูปหรือคน โดยวิเคราะห์เนื้อหาเชิงพรรณนาและการวิจัย      เชิงปริมาณ มีกลุ่มตัวอย่าง 400 คน โดยใช้แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานและการวิเคราะห์การถดถอยเชิงพหุคูณ  

ผลการวิจัยพบว่า    

1. สภาพทั่วไปความทันสมัยทางการเมืองที่ส่งผลต่อการตัดสินใจของประชาชนในการเลือกตั้งผู้บริหารและสมาชิกสภาองค์การบริหารส่วนตำบล จังหวัดเพชรบูรณ์ ประชาชนมีทัศนคติ ความเชื่อ ค่านิยมทางการเมืองของครอบครัว ผู้นำชุมชน  ผู้นำท้องถิ่น กลุ่มเพื่อนในท้องถิ่นชุมชน บุคคลที่มีความสนิทสนมกัน วัฒนธรรมชุมชนที่มีที่มีการถ่ายทอดจากรุ่นหนึ่งไปยังอีกรุ่นหนึ่งนั้น เป็นไปในลักษณะที่มีความสัมพันธ์ส่วนตัว ระบบเครือญาติ ระบบอุปถัมภ์ ความเชื่อความศรัทธาความเคารพยอมรับนับถือกันให้ความเคารพผู้ใหญ่ เกรงใจผู้นำ มีการช่วยเหลือเกื้อกูลดูแลซึ่งกัน  และกันระหว่างนักการเมืองท้องถิ่นกับประชาชน

              2. ปัจจัยที่ส่งผลต่อการตัดสินใจของประชาชนในการเลือกตั้งผู้บริหารและสมาชิกสภาองค์การบริหารส่วนตำบล จังหวัดเพชรบูรณ์ พบว่า ประชาชนมีความคิดเห็นต่อปัจจัยที่ส่งผลต่อการตัดสินใจของประชาชนในการเลือกตั้งผู้บริหารและสมาชิกสภาองค์การบริหารส่วนตำบล จังหวัดเพชรบูรณ์ ภาพรวมอยู่ในระดับปานกลาง  เมื่อพิจารณาเป็นรายด้าน พบว่า สถาบันครอบครัวกลุ่มเพื่อน สถาบันทางการเมือง สื่อมวลชน สถาบันการศึกษา ตามลำดับ และหลักสาราณียธรรม 6 สามารถลดความขัดแย้งเนื่องจากความทันสมัยทางการเมืองที่ส่งผลต่อการตัดสินใจของประชาชนในการเลือกตั้งผู้บริหารและสมาชิกสภาองค์การบริหารส่วนตำบล จังหวัดเพชรบูรณ์ ที่มีนัยสำคัญทางสถิติ 0.01

3. การประยุกต์ใช้หลักสาราณียธรรม 6 ในการลดความขัดแย้งเนื่องจากความทันสมัยทางการเมืองที่ส่งผลต่อการตัดสินใจของประชาชนในการเลือกตั้งผู้บริหารและสมาชิกสภาองค์การบริหารส่วนตำบล จังหวัดเพชรบูรณ์ สามารถลดความขัดแย้งลดความต้องการอำนาจและผลประโยชน์ของผู้บริหารท้องถิ่นและประชาชน สร้างความสามัคคีปรองดองในสังคมได้มาก การแก้ปัญหาความขัดแย้งต้องเริ่มที่จิตใจของทุกคนตามหลักสันติวิธี จึงสามารถสร้างความสามัคคีในสังคมได้อย่างยั่งยืนและยอมรับในสถานการณ์ทางการเมืองที่เกิดขึ้นตามพัฒนาการทางการเมืองระบอบประชาธิปไตยในปัจจุบันและที่จะเกิดขึ้นในอนาคตต่อไป

บทคัดย่อภาษาอังกฤษ

              This dissertation has the objective 1) Study the general conditions and political modernity that affect people's decisions in the election of administrators and council members of the Subdistrict Administrative Organization Phetchabun Province. 2) Study the factors affecting people's decisions in the election of administrators and council members of the Subdistrict Administrative Organization Phetchabun Province. 3) Present the applied of Saraniyadhamma 6 in reducing conflicts due to political modernity that affects people's decisions in the election of administrators and council members of the Subdistrict Administrative Organization Phetchabun Province. Methodology was the mixed methods: The qualitative method, data were collected from 18 key informants by in-depth-interviewing and from 10 participants in focus group discussion and analyzed data by descriptive interpretation. The quantitative research, data were collected from 400 samples with Questionnaires and analyzed data with Frequency, Percentage, Mean, Standard deviation and Multiple Regression Analysis.

              Findings were as follows:

              1. General conditions and political modernity that affect people's decisions in the election of administrators and members of the Subdistrict Administrative Organization Phetchabun Province. People have attitudes, beliefs, and political values of their families, community leaders, and local leaders. Friends in the local community person who is intimate Community culture that is passed on from one generation to another Is in a way that has a personal relationship Kinship system, patronage system, belief, faith, respect, respect for one another, respect for elders, consideration for leaders, helping and caring for each other between local politicians and the people.

              2. Factors affecting people's decision to ask for the election of administrators and members of the Subdistrict Administrative Organization Phetchabun Province, it was found that people had opinions on factors related to people's decisions in the election of executives and members of the Subdistrict Administrative Organization Phetchabun Province. The overall was at a moderate level When considering each aspect, it was found that family institutions , friends , political institutions, mass media, educational institutes, respectively, and Saraniyadhamma 6 can reduce conflicts due to political modernization that are related to the decision of the people in the election of executives and members of the Subdistrict Administrative Organization Phetchabun Province with statistical significance 0.01

              3. The applied of Buddhadhamma Saraniyadhamma 6 in reducing conflicts  due to political modernization that affects people's decisions in the election of executives and members of the Subdistrict Administrative Organization Phetchabun Province. It can reduce conflicts, reduce the demand for power and interests of local administrators and people. Create a lot of harmony and harmony in society conflict resolution must begin with the mind of everyone according to the principles of peaceful means. Therefore, it can create sustainable unity in society and accept the political situation that arises according to the political development of democracy at present and that will occur in the future.
