        สารนิพนธ์นี้มีวัตถุประสงค์ คือ  1. เพื่อศึกษาระดับความพึงพอใจของประชาชนต่อการให้บริการด้านโครงสร้างพื้นฐานขององค์การบริหารส่วนตำบลหนองย่างทอย อำเภอศรีเทพ จังหวัดเพชรบูรณ์ . เพื่อศึกษาความสัมพันธ์ระหว่างสังคหวัตถุและหลักการการให้บริการสาธารณะกับความพึงพอใจของประชาชนต่อการให้บริการด้านโครงสร้างพื้นฐานขององค์การบริหารส่วนตำบลหนองย่างทอย อำเภอศรีเทพ จังหวัดเพชรบูรณ์ 3. เพื่อศึกษาปัญหา อุปสรรคและข้อเสนอแนะ ต่อการให้บริการด้านโครงสร้างพื้นฐานขององค์การบริหารส่วนตำบลหนองย่างทอย อำเภอศรีเทพ จังหวัดเพชรบูรณ์ โดยการศึกษาวิจัยครั้งนี้ ดำเนินการตามระเบียบวิธีวิจัยแบบผสานวิธี การวิจัยเชิงปริมาณ ดำเนินการวิจัยโดยศึกษากลุ่มตัวอย่าง จำนวน 354 คน สุ่มด้วยวิธีสุ่งอย่างง่าย จากประชากรจำนวน 3,012 คน ซึ่งเป็นประชาชนที่อาศัยอยู่ในเขตองค์การบริหารส่วนตำบลหนองย่างทอย อำเภอศรีเทพ จังหวัดเพชรบูรณ์ คำนวณขนาดกลุ่มตัวอย่างจากสูตรของ Taro Yamane เรื่องมือใช้แบบสอบถามประมาณค่า 5 ระดับที่รับความเชื่อมั่น .980 วิเคราะห์ข้อมูลด้วยการหาความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการวิเคราะห์ค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สันการวิจัยเชิงคุณภาพ โดยวิธีการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 10 รูปหรือคน วิเคราะห์ข้อมูลเชิงเนื้อหา

   ผลการวิจัยพบว่า

       1. ความพึงพอใจของประชาชนต่อการให้บริการด้านโครงสร้างพื้นฐานขององค์การบริหารส่วนตำบลหนองย่างทอย อำเภอศรีเทพ จังหวัดเพชรบูรณ์ ทั้ง 5 ด้าน โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายข้อ พบว่า อยู่ในระดับมากทุกด้าน โดยมีการเน้นในด้านการส่งเสริมและสนับสนุนการติดตั้งเสาไฟฟ้าสาธารณะ การส่งเสริมคุณภาพชีวิตของประชาชน และการก่อสร้างปรับปรุงแก้ไขถนนสาธารณะ

     2. ความสัมพันธ์ระหว่างหลักสังคหวัตถุธรรมและการให้บริการสาธารณะกับความพึงพอใจของประชาชนต่อการให้บริการด้านโครงสร้างพื้นฐานขององค์การบริหารส่วนตำบลหนองย่างทอย อำเภอศรีเทพ จังหวัดเพชรบูรณ์ โดยภาพรวม มีความสัมพันธ์เชิงบวกในระดับสูงมาก การให้บริการสาธารณะกับความพึงพอใจของประชาชนด้านโครงสร้างพื้นฐาน โดยภาพรวม มีความสัมพันธ์เชิงบวกในระดับสูงมาก (R=.954**)

     3. ปัญหาและอุปสรรค พบว่า ขาดการประชาสัมพันธ์เรื่องแผนการพัฒนาชุมชน  ขาดการส่งเสริมและพัฒนาความรู้ในการประกอบอาชีพแก่ประชาชน ระบบส่งน้ำเพื่อการเกษตรยังไม่เพียงพอและทั่วถึงแก่ประชาชน  ประชาชนขาดความเข้าใจในการในแผนการพัฒนา ขาดการเข้าถึงข้อมูลข่าวสารที่เป็นปัจจุบันขององค์การบริหารส่วนตำบล ขาดการส่งเสริมการการประยุกต์ใช้หลักพุทธธรรมให้กับประชาชนอย่างต่อเนื่อง ข้อเสนอแนะคือ ควรส่งเสริมด้านการประชาสัมพันธ์โครงการและกิจกรรมขององค์การบริหารส่วนตำบลมากขึ้น ควรมีการส่งเสริมการประกอบอาชีพให้กับประชาชน ควรแก้ไขปรับปรุงและพัฒนาระบบส่งน้ำเพื่อการเกษตรให้ทั่วถึง โดยก่อสร้างทางระบายน้ำระบบส่งน้ำเพิ่มมากขึ้นเพื่อให้ทั่วถึงแก่ประชาชนในพื้นที่ ควรมีการบำรุงรักษาอยู่เป็นประจำให้สามารถใช้งานได้ ควรมีระบบกักเก็บน้ำไว้ใช้ในฤดูแล้ง ควรมีการส่งเสริมความรู้ความเข้าใจในเรื่องของแผนพัฒนาชุมชนแก่ประชาชนเพื่อให้ประชาชนมีส่วนร่วมในการพัฒนา  ควรมีการเผยแพร่ข้อมูลข่าวสารอันเป็นปัจจุบันให้ประชาชนได้รับทราบอยู่เสมอ และควรมีนโยในการส่งเสริมสนับสนุนให้ประชาชนประยุกต์ใช้หลักพุทธธรรมในการดำเนินชีวิต

บทคัดย่อภาษาอังกฤษ

              Objectives of research paper were: 1. To study the level of people’s satisfaction whit infrastructure service of Nong Yang Toi Subdistrict Administrative Organization in Sri Thep district Phetchabun province, 2. To study the correlation between Saṅgahavatthu and infrastructure service with people’s satisfaction whit infrastructure service of Nong Yang Toi Subdistrict Administrative Organization in Sri Thep district Phetchabun province 3. To study the problems obstacles and suggestions of people’s satisfaction whit infrastructure service of Nong Yang Toi Subdistrict Administrative Organization in Sri Thep district Phetchabun province. The research methodology was mixed method. The quantitative research conducted by studying the 354 sample which selected by simple random sampling from 3,021 populations which were the people lived in Sri Thep district Phetchabun province. The tool used for data collection was 5 rating scale questionnaires whit the reliability at 0.980. The statistics used for data analysis were Frequency, Percentage, Mean, Standard Deviation and Pearson's Correlation. The qualitative research conducted by in-depth interviewing 10 key-informants. The data were analyzed by content analysis.

             The research findings were as follow:

             1. The level of people’s satisfaction whit infrastructure service of Nong Yang Toi Subdistrict Administrative Organization in Sri Thep district Phetchabun province on 5 aspects in overall also was at high level and all aspect were at high level. The Subdistrict Administrative Organization Administration focused on promoting and supporting the setting of public electrical poles, promoting people's quality of life and construction and improvement of public roads.

             2. The correlation between Saṅgahavatthu and infrastructure service with people’s satisfaction whit infrastructure service of Nong Yang Toi Subdistrict Administrative Organization in Sri Thep district Phetchabun province in overall was positive relation at the highest level (r=.954**)

             3. The problems and obstacles were: Lack of publicity regarding community development plans, Lack of promotion and development of occupational knowledge for the people, The irrigation system for agriculture was not enough and thorough for the people, The people lacked understanding about development plans, Lack of access to current information from the Subdistrict Administrative Organization and Lack of continuous promotion of the application of Buddhist principles to the people. The suggestions were: Public relations of projects and activities of the Subdistrict Administrative Organization should be promoted more, There should be promotion of occupations for the people, Should improve and develop irrigation for agriculture thoroughly by constructing more drainage and water way to provide coverage to the people in the area, There should be regular maintenance to keep it usable, There should be a water storage system for use in the dry season, Knowledge and understanding of community development plans should be promoted to the people then people can participate in development, Up-to-date information should be disseminated to the public at all times and There should be a policy to promote and encourage people to apply Buddhist principles in their lives.
