บทคัดย่อภาษาไทย

การวิจัยครั้งนี้ มีวัตถุประสงค์ 1.ศึกษาความต้องการจำเป็นของการบริหารงานสถานศึกษาของผู้บริหารสถานศึกษา2. เพื่อศึกษาวิธีการบริหารงานสถานศึกษา ของผู้บริหารสถานศึกษา 3. เพื่อเสนอแนวทางการบริหารงานตามหลักพรหมวิหาร 4 ของผู้บริหารสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพระนครศรีอยุธยา เขต 1 ซึ่งมีรูปแบบวิธีวิจัยแบบผสานวิธี (Mix Methods) เชิงปริมาณใช้แบบสอบถามกลุ่มตัวอย่างผู้บริหารและครู จำนวน 121 คน สถิติที่ใช้คือค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และค่าความต้องการจำเป็นและเชิงคุณภาพใช้แบบสัมภาษณ์กึ่งโครงสร้าง (Semi-structured-interview)ผู้ให้ข้อมูลสำคัญจำนวน 5 รูป/คน สถิติที่ใช้เป็นแบบวิเคราะห์เนื้อหา

ผลการวิจัยพบว่า

1.ความต้องการจำเป็นของการบริหารงานสถานศึกษาของผู้บริหารสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพระนครศรีอยุธยา เขต 1 โดยภาพรวม พบว่าความต้องการจำเป็นที่มีความต้องการมากที่สุด เรียงลำดับจากมากไปหาน้อย ได้แก่ ด้านการบริหารงานทั่วไป (PNI_modified=0.193) ด้านการบริหารงานวิชาการ (PNI_modified=0.190) ด้านการบริหารงานบุคคล (PNI_modified=0.180) และด้านการบริหารงานงบประมาณ (PNI_modified=0.162)

2. ผลการศึกษาวิธีการบริหารสถานศึกษาตามหลักพรหมวิหาร 4 ของผู้บริหารสถานศึกษา ในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพระนครศรีอยุธยา เขต 1 มีดังนี้  2.1) ด้านการบริหารงานทั่วไป มีการส่งเสริมการประสานงานกับทุกภาคส่วนที่เกี่ยวข้องโดยใช้เทคโนโลยีที่ทันสมัย สามารถเข้าถึงแหล่งข้อมูลข่าวสารได้อย่างรวดเร็ว 2.2) ด้านการบริหารงานวิชาการ ผู้บริหารสถานศึกษาควรส่งเสริมการแก้ปัญหาในการจัดการเรียนการสอนด้วยการให้ครูผู้สอนทำวิจัยในชั้นเรียนเพื่อแก้ปัญหาผู้เรียน มีการส่งเสริมการพัฒนาสื่อนวัตกรรมและเทคโนโลยีในการจัดการศึกษา2.3)ด้านการบริหารงานบุคคลมีกำหนดแผนงานบุคลากรทำงานให้สอดคล้องกับแผนพัฒนาการศึกษามีการสรรหาและบรรจุแต่งตั้งบุคลากรที่เชี่ยวชาญในแต่ละด้าน 2.4) ด้านการบริหารงานงบประมาณจัดให้มีการจัดทำแผนการประมาณรายรับรายจ่ายอย่างเหมาะสม มีการแต่งตั้งผู้รับผิดชอบในการจัดระบบการบริหารการเงินบัญชีและพัสดุที่ชัดเจนมีการจัดทำบัญชีการตรวจสอบและควบคุมดูแลการใช้จ่ายให้เป็นไปอย่างเหมาะสม หากใช้หลักพรหมวิหาร 4  มาประยุกต์ใช้ในการบริหารงานจะนำไปสู่การบริหารงานที่มีประสิทธิภาพตามเป้าหมายที่ตั้งไว้

3. แนวทางการพัฒนาการบริหารสถานศึกษา ตามหลักพรหมวิหาร 4 ทั้ง 4ด้าน ได้แก่ด้านการบริหารงานวิชาการ ส่งเสริมการทำวิจัยในชั้นเรียนพัฒนาสื่อนวัตกรรมและเทคโนโลยีการศึกษาเพื่อพัฒนาการจัดการเรียนรู้ภายในสถานศึกษาด้านการบริหารงานงบประมาณจัดทำแผนการประมาณรายรับรายจ่ายอย่างเหมาะสม มีการแต่งตั้งผู้รับผิดชอบที่ชัดเจน มีระบบการตรวจสอบการใช้จ่ายอย่างมีประสิทธิภาพตามแผนปฏิบัติการมีการติดตามและการตรวจสอบการใช้งบประมาณอย่างเที่ยงตรงและโปร่งใสด้านการบริหารงานบุคคลกำหนดแผนงานบุคลากรทำงานให้สอดคล้องกับแผนพัฒนาการศึกษา มีการสรรหาและบรรจุแต่งตั้งบุคลากรที่เชี่ยวชาญในแต่ละด้าน มีการจัดทำระบบทะเบียนประวัติข้าราชการครูและบุคลากร ด้านการบริหารงานทั่วไป ส่งเสริมการประสานงานกับทุกภาคส่วนที่เกี่ยวข้อง โดยใช้เทคโนโลยีที่ทันสมัย สามารถเข้าถึงแหล่งข้อมูลข่าวสารอย่างรวดเร็ว ตามองค์ความรู้ RGBR

/////////The research objectives are as follows: 1. To study the needs and necessities of educational institution administration of educational institution administrators, 2. To study educational institution administration methods of administrators of educational institutions, and 3. To propose guidelines for educational institution administration according to the four Sublime States of Mind (Brahmavihara) of educational institution administrators under the jurisdiction of the Office of Phra Nakhon Si Ayutthaya Primary Educational Service Area 1. It is a mixed method research. The data of quantitative research were collected by questionnaire from 121 administrators and teachers. The statistics used are mean, Standard deviation and necessary needs.  The qualitative data were collected by semi-structured interviews with 5 key- informants and analyzed by content analysis.

The research results found that:

1. The needs and necessities of educational institution administration of educational institution administrators under the jurisdiction of the Office of Phra Nakhon Si Ayutthaya Primary Educational Service Area 1 were at a high level overall. In descending order, the highest level was on general administration (PNImodified =0.193), followed by academic administration (PNImodified=0.190), personnel management (PNImodified =0.180) and budget management (PNImodified=0.162) respectively.

2. The methods of educational institution administration according to the four principles of Brahmavihara of educational institution administrators under the jurisdiction of the Office of Phra Nakhon Si Ayutthaya Primary Educational Service Area 1 are as follows: 2.1) General administration; there are support and cooperation with other organizations through modern technology. 2.2) Academic administration; classroom research, media development and technology development should be supported by schools. 2.3) Personnel management; human resource plan and work load should be matched with educational development plan. 2.4) Budget management; the income and expenditure estimation plans, a person responsible for organizing a financial, accounting and supplies management system, and inspecting and supervising spending should be set up and arranged.  If the 4 principles of Brahmavihara are applied in management, it will lead to efficient management according to the set goals.

             3. The guidelines for educational institution administration according to the four principles of Brahmavihara of educational institution administrators under the jurisdiction of the Office of Phra Nakhon Si Ayutthaya Primary Educational Service Area 1 in all four areas are: In academic administration; To promote classroom research, innovative media development and educational technology for learning development and management in educational institutions. Budget management; To have estimate income and expenses plan, persons responsible for budget management, a system for monitoring expenditures according to the action plan, and tracking and auditing of the budget with precision and transparency.   Human resource management; To set up personnel work plans in line with the educational development plan, recruitment and appointment of personnel with specific qualifications and skills, and a registration and bio-data system of teachers and personnel.  General administration; To promote coordination with all relevant sectors by using modern technology and quick access to information sources according to the RGBR Model knowledge.
