บทคัดย่อภาษาไทย

การวิจัยในครั้งนี้มีวัตถุประสงค์ดังนี้ คือ 1) เพื่อศึกษาระดับประสิทธิภาพการบริหารงานของผู้บริหารท้องถิ่นในอำเภอหนองบัวแดง จังหวัดชัยภูมิ 2) เพื่อเปรียบเทียบความคิดเห็นของประชาชนต่อประสิทธิภาพการบริหารงานของผู้บริหารท้องถิ่นในอำเภอหนองบัวแดง จังหวัดชัยภูมิ โดยจำแนกตามปัจจัยส่วนบุคคล และ 3) เพื่อนำเสนอการประยุกต์หลักอิทธิบาทธรรมเพื่อส่งเสริมประสิทธิภาพการบริหารงานของผู้บริหารท้องถิ่นในอำเภอหนองบัวแดง จังหวัดชัยภูมิ โดยมีระเบียบวิธีวิจัยเป็นการวิจัยแบบผสานวิธี การวิจัยเชิงคุณภาพเก็บข้อมูลจากผู้ให้ข้อมูลที่สำคัญจำนวน 9 รูปหรือคน ด้วยวิธีการสัมภาษณ์เชิงลึก และการวิจัยเชิงปริมาณเก็บข้อมูลด้วยแบบสอบถามจากกลุ่มตัวอย่าง จำนวน 399 คน จากประชาชนผู้ที่มีอายุ 18 ปีบริบูรณ์ขึ้นไปซึ่งอาศัยอยู่ในอำเภอหนองบัวแดง จังหวัดชัยภูมิ จำนวน 98,561 คน โดยเครื่องมือที่ใช้ คือ แบบสอบถามและแบบสัมภาษณ์ วิเคราะห์ข้อมูลโดยหาค่าความถี่ (Frequency) ค่าร้อยละ (Percentage) ค่าเฉลี่ย (Mean) ส่วนเบี่ยงเบนมาตรฐาน (Standard Deviation) ทดสอบสมมติฐานโดยการทดสอบค่าที (t-test) และค่าเอฟ (F-test) และวิเคราะห์ข้อมูลด้วยการพรรณนาความ (descriptive interpretation)

ผลการวิจัยพบว่า

1. ระดับประสิทธิภาพการบริหารงานของผู้บริหารท้องถิ่นในอำเภอหนองบัวแดง จังหวัดชัยภูมิ โดยรวมอยู่ในระดับมาก (x̅ =4.04) เมื่อจำแนกเป็นรายด้านโดยเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย ดังนี้ ด้านสภาพแวดล้อมของการปฏิบัติงาน (x̅ =4.05) ด้านสัมฤทธิผลของงาน (x̅ =4.05) ด้านการบริหารจัดการ (x̅ =4.04) และด้านทรัพยากรในการดำเนินงาน (x̅ =4.04) อยู่ในระดับมาก ตามลำดับ

2. เพื่อเปรียบเทียบความคิดเห็นของประชาชนที่มีต่อประสิทธิภาพการบริหารงานของผู้บริหารท้องถิ่นในอำเภอหนองบัวแดง จังหวัดชัยภูมิ โดยจำแนกตามปัจจัยส่วนบุคคล พบว่า ประชาชนที่มีเพศ และอายุต่างกัน มีความคิดเห็นต่อประสิทธิภาพการบริหารงานของผู้บริหารท้องถิ่นในอำเภอหนองบัวแดง จังหวัดชัยภูมิ ไม่แตกต่างกัน จึงปฏิเสธสมมติฐานการวิจัย ส่วนประชาชนที่มีการศึกษา อาชีพ และรายได้ต่างกัน มีความคิดเห็นต่อประสิทธิภาพการบริหารงานของผู้บริหารท้องถิ่นในอำเภอหนองบัวแดง จังหวัดชัยภูมิ แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 จึงยอมรับสมมติฐานการวิจัย

3. ผลการนำเสนอการประยุกต์หลักอิทธิบาทธรรมเพื่อส่งเสริมประสิทธิภาพการบริหารงานของผู้บริหารท้องถิ่นในอำเภอหนองบัวแดง จังหวัดชัยภูมิ ใน 4 ด้าน พบว่า 1) ด้านสภาพแวดล้อมของการปฏิบัติงานตามหลักอิทธิบาทธรรม ผู้บริหารท้องถิ่นควรบริหารงานด้านสภาพแวดล้อมของการปฏิบัติงานในหน่วยงานต้องมีสิ่งอำนวยความสะดวกต่างๆ สถานที่ทำงานต้องสะอาดเหมาะสมต่อการปฏิบัติงาน มีอิสระ มีวัสดุอุปกรณ์และสิ่งอำนวยความสะดวกต่างๆ ในการปฏิบัติงานทันสมัย เพียงพอ เหมาะสม บรรยากาศดีมีอุณหภูมิเหมาะสมต่อการปฏิบัติงาน และการปฏิบัติงานมีความสุขเป็นกัลยาณมิตร 2) ด้านทรัพยากรในการดำเนินงานตามหลักอิทธิบาทธรรม ผู้บริหารท้องถิ่นควรบริหารงานด้านทรัพยากรในการดำเนินงาน ทรัพยากร ได้แก่ คน ในการดำเนินงานจะต้องอาศัยบุคลากรที่มีคุณภาพและมีปริมาณเพียงพอ ทรัพยากร ได้แก่ วัสดุสิ่งของ ในการดำเนินงานจะต้องมีวัสดุสิ่งของตามความต้องการ ทรัพยากร ได้แก่ การจัดการ ในการดำเนินงานจะต้องมีระบบการบริหารงานที่ดีมีประสิทธิภาพ 3) ด้านการบริหารจัดการตามหลักอิทธิบาทธรรม ผู้บริหารท้องถิ่นควรบริหารงานด้านการบริหารจัดการโดยการควบคุมดูแลและปฏิบัติงานที่ได้รับมอบหมายให้ดำเนินไปได้ด้วยดี การปฏิบัติงานมุ่งรักษาปริมาณและคุณภาพของงานโดยกำหนดความมุ่งหมายและวัตถุประสงค์ของงานให้ชัดเจนและรัดกุม การบริหารจัดการโดยกำหนดบทบาทหน้าที่และความรับผิดชอบของบุคลากรโดยมอบหมายและกระจายอำนาจหน้าที่และความรับผิดชอบ 4) ด้านสัมฤทธิผลของงานตามหลักอิทธิบาทธรรม ผู้บริหารท้องถิ่นควรบริหารงานด้านสัมฤทธิผลของงานโดยการมีวัตถุประสงค์ในการปรับปรุงคุณภาพที่แน่นอนชัดเจน ควรปรับให้เข้ากับปรัชญาใหม่ๆ และยอมรับการเปลี่ยนแปลงโดยมุ่งคุณภาพเป็นหลัก ควรปรับปรุงกระบวนการทำงานอย่างต่อเนื่อง ขจัดสิ่งที่เป็นอุปสรรคต่อการทำงาน ควรสนับสนุนการฝึกอบรม ปรับปรุงระบบการทำงานเพื่อเพิ่มคุณภาพการผลิตและการลดต้นทุน และควรสร้างภาวะผู้นำให้แก่บุคลากรเพื่อประสิทธิภาพการทำงาน ในการปฏิบัติงานทุกด้านควรประยุกต์หลักอิทธิบาทธรรมเพื่อส่งเสริมประสิทธิภาพการบริหารงานด้วย

บทคัดย่อภาษาอังกฤษ

The objectives of the research were 1) to study the level of efficiency in administration of the local administrators in Nong Bua Daeng District, Chaiyaphum Province, 2) to compare the people’s opinions about efficiency in administration of the local administrators in Nong Bua Daeng District, Chaiyaphum Province by classifying personal factors, and 3) to present the application of the principles of Iddhipada Dhamma to promote efficiency in administration of the local administrators in Nong Bua Daeng District, Chaiyaphum Province. The research methodology was the mixed method. The qualitative research collected data from 9 key informants by in-depth interviews whereas the quantitative research collected data from 399 samples out of 98,561 people aged 18 years upward living in Nong Bua Daeng District, Chaiyaphum Province, by using questionnaires and interview formats. The data were analyzed by frequency, percentage, mean, standard deviation, hypotheses were tested by t-test and F-test and the data were analyzed with descriptive interpretation.

Findings of the research were as follows:

1. The level of efficiency in administration of the local administrators in Nong Bua Daeng District, Chaiyaphum Province overall was high (x̅ = 4.04), classified individually from high to low as follows: performance surroundings (x̅ = 4.05), working success (x̅ = 4.05), administration (x̅ = 4.04) and performing resources (x̅ = 4.04) respectively.

2. The comparison of the people’s opinions about efficiency in administration of the local administrators in Nong Bua Daeng District, Chaiyaphum Province, classified by personal factors, was found that the people with different sex and ages had no different opinions about efficiency in administration while those with different educations, occupations and incomes had different opinions about efficiency in administration with statistical significance: 0.05.

3. The results of applying the principles of Iddhipada Dhamma to promote efficiency in administration of the local administrators in Nong Bua Daeng District, Chaiyaphum Province in four sides were found as follows: 1) For performance surroundings according to the principles of Iddhipada Dhamma, the local administrators should administrate the performance surroundings. In the offices sufficient facilities must be provided. The offices must be clean suitable for performances, have freedom and have sufficient, proper and fashionable instruments and facilities. Moreover, the offices must have good climate for happy and friendly working. 2) For performance resources according to the principles of Iddhipada Dhamma, the local administrators should administrate the performing resources as follows: For human resources in the offices there must be enough qualified personnel, for material resources sufficient needed materials must be provided and for managerial resources good and efficient administrative system must be used. 3) For administration and management according to the principles of Iddhipada Dhamma, the local administrators should administrate and manage by controlling, supervising and performing as assigned in order to stress work quantity and quality with clear and concise purposes and objectives. The personnel are assigned and authorized roles, duties and responsibilities. 4) For work success according to the principles of Iddhipada Dhamma, the local administrators should administrate the work success with the certain purposes to improve quality, adapting to new philosophy and accepting changes for the best quality. There should be constant working process improvement, elimination of working obstacles, training promotion, working system improvement for increasing productive quality and reducing capitals and forming the personnel’s leadership for working quality. Therefore, the principles of Iddhipada Dhamma should be applied to all performances in order to promote efficiency in administration.
