สารนิพนธ์นี้มีวัตถุประสงค์เพื่อ 1. เพื่อศึกษาระดับพฤติกรรมการเลือกตั้งระดับท้องถิ่นในตำบลบางสีทอง อำเภอบางกรวย จังหวัดนนทบุรี ของประชาชน 2) เพื่อเปรียบเทียบความคิดเห็นของประชาชนต่อพฤติกรรมการเลือกตั้งระดับท้องถิ่นในตำบลบางสีทอง อำเภอบางกรวย จังหวัดนนทบุรี ของประชาชน และ 3) การประยุกต์หลักสุจริตธรรมเพื่อส่งเสริมพฤติกรรมการเลือกตั้งระดับท้องถิ่นในตำบลบางสีทอง อำเภอบางกรวย จังหวัดนนทบุรี ของประชาชน ระเบียบวิธีวิจัยเป็นแบบผสานวิธี ได้แก่ การวิจัยเชิงปริมาณโดยดำเนินการเก็บรวบรวมข้อมูลจากกลุ่มตัวอย่างจำนวน 345 คน โดยใช้แบบสอบถามที่มีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.765 วิเคราะห์ข้อมูลโดยใช้ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที และการทดสอบค่าเอฟ ด้วยวิธีการวิเคราะห์ความแปรปรวนทางเดียว เมื่อพบว่ามีความแตกต่างจะทำการเปรียบเทียบความแตกต่างค่าเฉลี่ยเป็นรายคู่ด้วยวิธีผลต่างนัยสำคัญที่สุด และการวิจัยเชิงคุณภาพ ใช้วิธีการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 10 รูปหรือคน วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหาเชิงพรรณนา

ผลการวิจัยพบว่า

1. ระดับพฤติกรรมการเลือกตั้งระดับท้องถิ่นในตำบลบางสีทอง อำเภอบางกรวย จังหวัดนนทบุรีพฤติกรรมการเลือกตั้งระดับท้องถิ่นในตำบลบางสีทอง อำเภอบางกรวย จังหวัดนนทบุรีโดยภาพรวมอยู่ในระดับมาก (X บาร์= 4.14) เมื่อพิจารณาเป็นรายด้าน โดยเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย พบว่า ด้านที่มีค่าเฉลี่ยสูงสุด ได้แก่ การติดตามตรวจสอบการเลือกตั้ง (X บาร์= 4.16) รองลงมา ได้แก่ การรณรงค์หาเสียงเลือกตั้ง (X บาร์= 4.13)และ ด้านที่มีค่าเฉลี่ยน้อยที่สุด ได้แก่ การไปใช้สิทธิเลือกตั้ง (X บาร์= 4.11) ตามลำดับ ความคิดเห็นของประชาชนต่อการประยุกต์หลักสุจริตธรรมเพื่อส่งเสริมพฤติกรรมการเลือกตั้งระดับท้องถิ่น โดยภาพรวมอยู่ในระดับมาก (X บาร์= 4.10) เมื่อพิจารณาเป็นรายด้าน โดยเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย พบว่า ด้านที่มีค่าเฉลี่ยสูงสุด ได้แก่ กายสุจริต (X บาร์= 4.12) รองลงมา ได้แก่ มโนสุจริต (X บาร์= 4.10)และ ด้านที่มีค่าเฉลี่ยน้อยที่สุด ได้แก่ วจีสุจริต (X บาร์= 4.09)  ตามลำดับ

2. ผลการเปรียบเทียบความคิดเห็นของประชาชนต่อพฤติกรรมการเลือกตั้งระดับท้องถิ่นในตำบลบางสีทอง อำเภอบางกรวย จังหวัดนนทบุรี พบว่า ประชาชนที่มี เพศ อายุ การศึกษา อาชีพ และรายได้ต่างกัน มีความคิดเห็นของประชาชนต่อพฤติกรรมการเลือกตั้งระดับท้องถิ่นของประชาชนในตำบลบางสีทอง อำเภอบางกรวย จังหวัดนนทบุรี โดยรวมไม่แตกต่างกันอย่างมีนัยสำคัญที่ 0.05 จึงปฏิเสธสมมติฐานที่ตั้งไว้

3. การประยุกต์หลักสุจริตธรรมเพื่อส่งเสริมพฤติกรรมการเลือกตั้งระดับท้องถิ่นในตำบลบางสีทอง อำเภอบางกรวย จังหวัดนนทบุรี สรุปได้ดังนี้ 1) ด้านกายสุจริต พบว่า นักการเมืองท้องถิ่นจะต้องทำสิ่งที่ดีงามถูกต้อง ควรให้ความช่วยเหลือประชาชนด้วยการให้สิ่งที่ประชาชนขาดแคลนเพื่อเยียวยาความเดือนร้อน ให้ความรู้ ให้คำแนะนำที่เป็นประโยชน์ และมีความเสียสละทุ่มเททำงานเพื่อประชาชนในท้องถิ่น 2) ด้านวจีสุจริต พบว่า นักการเมืองท้องถิ่นจะต้องทำสิ่งที่ดีงามถูกต้อง ควรรักษาคำมั่นสัญญาที่ได้ให้ไว้กับประชาชน และสามารถทำในสิ่งพูดไว้กับประชาชนได้ จึงจะได้รับความเคารพนับถือ ความเลื่อมใสศรัทธาจากประชาชน 3) ด้านมโนสุจริต พบว่า นักการเมืองท้องถิ่นควรมีความเสียสละประโยชน์ส่วนตนเพื่อส่วนรวม มีความปรารถนาดีมุ่งมั่นตั้งใจทุ่มเทในการทำงาน ทำหน้าที่ตามที่ได้รับมอบหมายด้วยความซื่อสัตย์สุจริต อย่างเต็มความสามารถ เพื่อประโยชน์สุขของประชาชนในท้องท้องถิ่นและสังคมต่อไป

บทคัดย่อภาษาอังกฤษ

Objectives of this research paper were 1. To study the people’s level of local election behavior at Bang Si Thong Sub-District, Bang Kruai District, Nonthaburi Province 2. To compare people's opinions on local election behavior at Bang Si Thong Sub-District, Bang Kruai District, Nonthaburi Province, and 3. To apply Sucarita-dhamma principles for promoting people’s local election behavior at Bang Si Thong Sub-District, Bang Kruai District, Nonthaburi Province. The methodology was the mixed methods. The quantitative research was conducted by collecting data from 345 samples using a questionnaire with a total reliability value of 0.765, analyzed data using frequency, percentage, average, standard deviation. t- test and F- test with one-way variance analysis method. When differences were identified, mean differences were compared in pairs with the Least Significant Difference methods. The qualitative research. data were collected from 10 key informants by in-depth interviews and analyzed data by content descriptive interpretation.

Findings were as follows :

1. The level of people’s local election behavior at Bang Si Thong Sub-District, Bang Kruai District, Nonthaburi Province, by overall,  was at high level (X bar = 4.14) Each aspect, by sorting the means from high to low, was found that the aspects with the highest average were election monitoring (X bar = 4.16). Secondary: Election campaign (X bar = 4.13) and the lowest mean aspect was voter turnout (X bar = 4.11), respectively. Public opinion on the application of Sucarita-dhamma principles to promote people’s local electoral behavior, by overall, was at high level  (X bar = 4.10) Each aspect with the mean sorted in descending order was that the aspect with the highest mean was Ghayasucarita,  physical integrity (X bar = 4.12), followed by Manosucarita, mental honesty  (X bar = 4.10) and the aspect with the lowest mean was  Vacisucarita, verbal honesty (X bar = 4.09), respectively.

2. Comparison of public opinion on local election behavior at Bang Si Thong Sub-District, Bang Kruai District, Nonthaburi Province was found that people with different gender, age, education, occupation and income did not have significant different opinions on the people’s local election behavior at Bang Si Thong Sub-District, Bang Kruai District, Nonthaburi Province, as a whole, with statistically significant level at 0.05, therefore rejected the set hypothesis.

3. Application of Sucarita-dhamma Principles to tromote people’s local election behavior at Bang Si Thong Sub-District, Bang Kruai District, Nonthaburi Province can be summarized as follows: 1) Ghayasucarita, physical integrity was found that local politicians must do good things right. They should help the people by providing what they need to heal their suffering, educating, giving useful advice, and making sacrifices to work for the local people. 2) Vacisucarita, verbal honestly, was found that local politicians must do good things right. They should keep their promises to the people and be able to do what they say to the people in order to receive respect, faith and confidence from people. 3) Manosucarita, mental honesty was found that local politicians should sacrifice their own interests for the common good, have good wishes, determination, dedication to work to perform duties as assigned with integrity for the benefit of local people and society.
