การวิจัยในครั้งนี้มีวัตถุประสงค์ คือ 1. เพื่อศึกษาระดับการส่งเสริมการมีส่วนร่วมทางการเมืองของประชาชนเทศบาลตำบลท่าศาลา อำเภอเมือง จังหวัดลพบุรี 2. เพื่อเปรียบเทียบความคิดเห็นของประชาชนต่อการส่งเสริมการมีส่วนร่วมทางการเมืองของประชาชนเทศบาลตำบลท่าศาลา อำเภอเมือง จังหวัดลพบุรี โดยจำแนกตามปัจจัยส่วนบุคคล 3. เพื่อประยุกต์หลักอปริหานิยธรรมเพื่อส่งเสริมการมีส่วนร่วมทางการเมืองของประชาชนเทศบาลตำบลท่าศาลา อำเภอเมือง จังหวัดลพบุรี การวิจัยเป็นแบบผสานวิธี ประกอบด้วยการวิจัยเชิงปริมาณ ใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล โดยมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.991 กลุ่มตัวอย่างคือประชาชนในเทศบาลตำบลท่าศาลา อำเภอเมือง จังหวัดลพบุรี จำนวน 389 คน โดยสุ่มตัวอย่างจากประชากรทั้งหมด 14,549 คน จากสูตรของทาโร่ ยามาเน่ (Taro Yamane) ซึ่งใช้ระดับความคลาดเคลื่อน 0.05 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานโดยการทดสอบค่าที (t-test) และการทดสอบค่าเอฟ (F-test) ส่วนการวิเคราะห์ข้อมูลจากแบบสอบถามปลายเปิด วิเคราะห์โดยการพรรณนาแจกแจงความถี่ประกอบตาราง และวิธีการวิจัยเชิงคุณภาพ ใช้การสัมภาษณ์เชิงลึกจากผู้ให้ข้อมูลสำคัญ จำนวน 10 รูปหรือคน วิเคราะห์ข้อมูลโดยใช้เทคนิควิเคราะห์เนื้อหาเชิงพรรณนา

                 ผลการวิจัยพบว่า

1.ระดับความคิดเห็นของประชาชนต่อการประยุกต์หลักพุทธธรรมเพื่อส่งเสริมการมีส่วนร่วมทางการเมืองของประชาชน โดยภาพรวมอยู่ในระดับมาก(X บาร์=3.24, S.D.=0.94) เมื่อพิจารณาเป็นรายด้านพบว่าด้านที่มีส่วนร่วมมากที่สุด คือด้านการตัดสินใจทางการเมือง มีค่าเฉลี่ยสูงสุด อยู่ในระดับมาก (X บาร์-3.76, S.D.=-1.23), รองลงมาด้านการติดตามตรวจสอบผลการเลือกตั้งมีค่าเฉลี่ยสูงสุด อยู่ในระดับมาก (X บาร์=3.11, S.D.=1.08), ด้านการใช้สิทธิเลือกตั้ง มีค่าเฉลี่ยอยู่ในระดับมาก (X บาร์ =3.10, S.D.=1.10), และด้านน้อยที่สุดคือด้านการร่วมรณรงค์หาเสียงเลือกตั้ง มีค่าเฉลี่ยอยู่ในระดับมาก (X บาร์=2.78, S.D.=1.25) , ตามลำดับ

2. ผลการเปรียบเทียบการมีส่วนร่วมทางการเมืองพบว่า ประชาชนที่มีเพศ อายุ ต่างกัน โดยภาพรวมไม่แตกต่างกัน จึงปฏิเสธสมมติฐานที่ตั้งไว้ ส่วนปัจจัยส่วนบุคคล ด้านระดับการศึกษา อาชีพและรายได้ มีความคิดเห็นต่อการมีส่วนร่วมทางการเมืองโดยภาพรวม แตกต่างกัน อย่างมีนัยสำคัญตามสมมติฐานที่ระดับ 1.05 จึงยอมรับสมมติฐานที่ตั้งไว้

3.ปัญหา อุปสรรค และข้อเสนอแนะเกี่ยวกับการประยุกต์หลักอปริหานิยธรรมเพื่อส่งเสริมการมีส่วนร่วมทางการเมืองของประชาชนเทศบาลตำบลท่าศาลา อำเภอเมือง จังหวัดลพบุรี ยังมีปัญหาอุปสรรค ในการมีส่วนร่วมในการแสดงความคิดเห็น การมีส่วนร่วมในการตัดสินใจ การมีส่วนร่วมในการติดตามและประเมินผล และการมีส่วนร่วมในการรับผลประโยชน์ ของประชาชนในด้านทางพัฒนาการเมืองการปกครองในระดับท้องถิ่นของเทศบาลตำบอลท่าศาลา การที่ประชาชนจะเข้าถึงการมีส่วนร่วมในทางพัฒนาการเมืองและปกครองเป็นไปได้น้อย และไม่เปิดโอกาสให้ประชาชนเข้าร่วมแสดงความคิดเห็น ซึ่งการมีส่วนร่วมของประชาชนกำลังเป็นกระแสที่ได้รับความสนใจจากหน่วยงานและองค์กรต่าง ๆ ทั้งภาครัฐและภาคเอกชน  ที่ผ่านมาพบว่าอุปสรรคและปัญหาของการพัฒนาการเมืองการประยุกต์หลักอปริหานิยธรรมเพื่อส่งเสรมการมีส่วนร่วมทางการเมืองของประชาชนเทศบาลตำบลท่าศาลา อำเภอเมือง จังหวัดลพบุรี ยังไม่ได้รับการแก้ไขเท่าที่ควรจากเหตุผลที่กล่าวมาแล้วข้างต้นทำให้ผู้วิจัยมีความสนใจทำการศึกษาวิจัยเรื่องการประยุกต์หลักอปริหานิยธรรมเพื่อส่งเสรมการมีส่วนร่วมทางการเมืองของประชาชนเทศบาลตำบลท่าศาลา อำเภอเมือง จังหวัดลพบุรี โดยประยุกต์ใช้หลักธรรมทางพระพุทธศาสนาคือหลักอปริหานิยธรรม 7 ประการ ได้แก่ 1.หมั่นประชุมกันเนืองนิตย์ 2.พร้อมเพรียงกันประชุม พร้อมเพรียงกันเลิก ประชุม พร้อมเพรียงกันทำกิจที่พึงทำ 3.ไม่บัญญัติสิ่งที่มิได้บัญญัติไว้  ไม่ล้มล้างสิ่งที่บัญญัติไว้ 4.เคารพนับถือผู้ใหญ่ 5.ไม่ข่มเหงล่วงเกินสตรี 6.เคารพสักการบูชาเจดีย์ 7.จัดให้ความอารักขา คุ้มครอง ป้องกัน อันชอบธรรม ผู้วิจัยจึงมีความสนใจที่จะทำการศึกษาเปรียบเทียบโดยการนำหลักธรรมประยุกต์ใช้ เพื่อให้เกิดองค์ความรู้ใหม่ ในการ บริหารจัดการองค์กรและผลที่ได้จากการวิจัยในครั้งนี้ นำไปเป็นข้อมูลในการพัฒนาการบริหารงานขององค์การบริหารส่วนเทศบาลตำบลท่าศาลาและหน่วยงานอื่นๆที่เกี่ยวข้องต่อไป

บทคัดย่อภาษาอังกฤษ

              The objectives of this research were: 1. To study the level of promotion of political participation of the people of Tha Sala Subdistrict Municipality, Muang District, Lop Buri Province. 2. To compare people's opinions towards promoting political participation of the people of Tha Sala Subdistrict Municipality, Muang District, Lopburi Province. Classified by personal factors 3. To apply the principle of Aparihani Dhamma to promote political participation of the people of Tha Sala Subdistrict Municipality, Muang District, Lopburi Province. The research is an integrated approach. It consists of quantitative research. The questionnaire was used as a tool for collecting data. The confidence value of the whole paper was 0.991. The sample group consisted of 389 people in Tha Sala Sub-district Municipality, Muang District, Lopburi Province by randomly sampling from the total population of 14,549 people from the formula of Taro Yamane, which used The error level is 0.05. Statistics used in data analysis are frequency, percentage, mean and standard deviation. Hypotheses were tested by t-test and F-test. Data were analyzed by open-ended questionnaires. Analyzed by describing the frequency distribution accompanying the table. and qualitative research methods An in-depth interview with 10 key informants or people was used to analyze the data using descriptive content analysis techniques.

The results showed that

          1. The level of public opinion towards the application of Buddhist principles to promote political participation of the people. Overall, it was at a high level (X bar=3.24, S.D.=0.94). is political decision-making. have the highest average was at a high level (X  bar -3.76, S.D.=-1.23), followed by the monitoring of election results with the highest mean. was at a high level (X bar =3.11, S.D.=1.08), for the exercise of voting rights The mean was at a high level (X bar = 3.10, S.D. = 1.10), and the least aspect was participation in election campaigning. The mean was at a high level (X bar =2.78, S.D.=1.25), respectively.

          2. The comparison of political participation found that People with different genders and ages were not different in general. therefore rejecting the hypothesis set personal factors level of education career and income had opinions on political participation as a whole significantly different according to the hypothesis at the 1.05 level, so the hypothesis was accepted.

          3.Problems, obstacles, and suggestions on the application of Aparihaniyadhamma principles to promote political participation of the people in Tha Sala Subdistrict Municipality, Muang District, Lopburi Province. In the past, it was found that the obstacles and problems of political development, the application of the Aparihani Dhamma principles to promote political participation of the people, Tha Sala Subdistrict Municipality, Muang District, Lopburi Province. It has not been corrected as it should be. From the reasons mentioned above, the researcher is interested in conducting a research study on the application of supernatural powers to promote political participation of the people. The municipality of Tha Sala Subdistrict, Mueang District, Lopburi Province By applying the principles of Buddhism, namely, the seven principles of Aparihaniyadhamma, namely: 1. Consistently meeting together. 2. Together with the meeting in unison, quit the meeting, together in unison do their due diligence 3. Do not stipulate what is not stipulated. do not overthrow what has been prescribed 4. Respect elders 5. Do not abuse women. 6. Worship the pagoda 7. Provide protection, protection and righteous protection. The researcher is therefore interested in conducting a comparative study by applying the Dhamma principles. To create new knowledge in organizational management and the results from this research. To be used as information for the development of administration of the Tha Sala Subdistrict Municipality Administrative Organization and other related agencies.
