บทคัดย่อภาษาไทย

การวิจัยนี้ มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับประสิทธิภาพการบริหารจัดการของหน่วยอบรมประชาชนประจำตำบลคลองข่อย อำเภอโพธาราม จังหวัดราชบุรี (2) เปรียบเทียบระดับปฏิบัติการที่มีต่อประสิทธิภาพการบริหารจัดการของหน่วยอบรมประชาชนประจำตำบลคลองข่อย อำเภอโพธาราม จังหวัดราชบุรี โดยจำแนกตามปัจจัยส่วนบุคคล และ (3) ศึกษาปัญหา อุปสรรค และข้อเสนอแนะต่อการบริหารจัดการของหน่วยอบรมประชาชนประจำตำบลคลองข่อย อำเภอโพธาราม จังหวัดราชบุรี ระเบียบวิธีวิจัยเป็นการวิจัยแบบผสานวิธี โดยในส่วนของการวิจัยเชิงปริมาณ ใช้แบบสอบถามเป็นเครื่องมือเก็บข้อมูลภาคสนามจากประชาชนกลุ่มตัวอย่าง ในตำบลคลองข่อย อำเภอโพธาราม จังหวัดราชบุรี จำนวน 370 คน วิเคราะห์ข้อมูลที่ได้โดยหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานโดยการทดสอบค่าที ค่าเอฟ วิเคราะห์ความแปรปรวนทางเดียว และในส่วนของการวิจัยเชิงคุณภาพมีการวิเคราะห์เอกสาร และใช้แบบสัมภาษณ์เป็นเครื่องมือในการเก็บข้อมูลภาคสนามจากผู้ให้ข้อมูลสำคัญ จำนวน 9 รูปหรือคน และวิเคราะห์ข้อมูลด้วยเทคนิคการวิเคราะห์เนื้อหาประกอบบริบท

ผลการวิจัยพบว่า

1. ประสิทธิภาพการบริหารจัดการของหน่วยอบรมประชาชนประจำตำบลคลองข่อย อำเภอโพธาราม จังหวัดราชบุรี  โดยภาพรวม อยู่ในระดับปานกลาง มีค่าเฉลี่ยเท่ากับ 3.33 เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านการจัดกิจกรรมการฝึกอบรมประชาชน อยู่ในระดับมาก มีค่าเฉลี่ยเท่ากับ 3.55 ด้านการดำเนินกิจการเพื่อช่วยเหลือเกื้อกูลประชาชน อยู่ในระดับปานกลาง มีค่าเฉลี่ยเท่ากับ 3.31 และด้านการบริหารการเงิน พัสดุ และครุภัณฑ์ อยู่ในระดับปานกลาง มีค่าเฉลี่ยเท่ากับ 3.14

2. ผลการเปรียบเทียบประสิทธิภาพการบริหารจัดการของหน่วยอบรมประชาชนประจำตำบลคลองข่อย อำเภอโพธาราม จังหวัดราชบุรี โดยจำแนกตามปัจจัยส่วนบุคคล พบว่า เพศ อายุ การศึกษา มีผลให้ความคิดเห็นของประชาชนที่มีต่อประสิทธิภาพการบริหารจัดการของหน่วยอบรมประชาชนประจำตำบลคลองข่อย อำเภอโพธาราม จังหวัดราชบุรี  โดยภาพรวม แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 จึงยอมรับสมมติฐานการวิจัย ส่วนด้าน อาชีพ และรายได้ มีผลให้ความคิดเห็นของประชาชนที่มีต่อประสิทธิภาพการบริหารจัดการของหน่วยอบรมประชาชนประจำตำบลคลองข่อย อำเภอโพธาราม จังหวัดราชบุรี โดยภาพรวม ไม่แตกต่างกัน

3. ปัญหา อุปสรรค และข้อเสนอแนะ พบว่า คณะสงฆ์ยังขาดการอบรมส่งเสริมพัฒนาบุคลากรและให้ความสำคัญในบุคลากรในฐานะทรัพยากรที่ทรงคุณค่า เพื่อนำมาพัฒนางานในหน่วยอบรมประชาชนประจำตำบล ตลอดจนยังขาดการจัดทำแผนงบประมาณสนับสนุนเพื่อสงเคราะห์ชุมชนและเปิดโอกาสให้ภาครัฐและประชาชนมีส่วนร่วมปฏิบัติงานของหน่วยอบรมประชาชนประจำตำบล ส่วนข้อเสนอแนะ คณะสงฆ์ควรส่งเสริมสนับสนุนให้การอบรมพัฒนาบุคลากรและให้ความสำคัญในบุคลากรในฐานะทรัพยากรที่ทรงคุณค่า เพื่อนำมาพัฒนางานในหน่วยอบรมประชาชนประจำตำบล และควรให้การสนับสนุนส่งเสริมและพัฒนากลุ่มงานที่มีอยู่ในชุมชนให้มั่นคงยิ่งขึ้น พร้อมเพิ่มประสิทธิภาพการประสานงานกับหน่วยงานที่เกี่ยวข้องเพื่อลดช่องว่างงานของคนในชุมชน

บทคัดย่อภาษาอังกฤษ

The purposes of this research were (1) to study the level of management efficiency of people's training unit in Khlong Khoi Subdistrict, Photharam District, Ratchaburi Province, (2) to compare the action level towards the management efficiency of people's training unit in Khlong Khoi Subdistrict, Photharam District, Ratchaburi Province by classifying according to personal factors, and (3) to study problems, obstacles, and suggestions for the management efficiency of people's training unit in Khlong Khoi Subdistrict, Photharam District, Ratchaburi Province. The study was the mixed method research between quantitative and qualitative research. In term of quantitative research, it used the questionnaire as the tool to collect the data in the field study from 370 sample populations in Khlong Khoi Subdistrict, Photharam District, Ratchaburi Province. The data were analyzed through frequency, percentage, mean, standard deviation (S.D.), t-test, F-test, one-way analysis of variance. In term of qualitative research, using the documentary analysis and interview as the tools to collect the data in the field study from 9 key informants and analyzed the data through the content analysis technique.

The research results found that:

1. Management efficiency of people's training unit in Khlong Khoi Subdistrict, Photharam District, Ratchaburi Province in overall, it was at a moderate level with an average of 3.33. When considering each aspect, it was found that the organization of public training activities was at a high level with an average of 3.55, and the aspect of conducting business to help and support the people was at a moderate level with an average of 3.31, and financial management, supplies, and equipment were at a moderate level with an average of 3.14.

2. Comparative results of the opinion towards the management efficiency of people's training unit in Khlong Khoi Subdistrict, Photharam District, Ratchaburi Province by classifying according to personal factors, it was found that gender, age and education had an effect on people opinion towards the management efficiency of people's training unit in Khlong Khoi Subdistrict, Photharam District, Ratchaburi Province in overall was significantly different level at 0.05, therefore the research hypothesis was accepted while occupation and income had an effect on people opinion towards the management efficiency of people's training unit in Khlong Khoi Subdistrict, Photharam District, Ratchaburi Province in overall was not different.

3. Problems, obstacles, and suggestions: it was found that the Sangha still lacked of training to promote personnel development and placed an importance on personnel as valuable resources in order to develop the subdistrict people’s training unit works, there was also a lack of preparation of a budget plan to support the community and provide opportunities for the government and citizens to participate in the sub-district public training unit works. As for the suggestions included: the Sangha should promote and support training and development of personnel and give importance to personnel as valuable resources to develop the subdistrict people’s training unit works, and should support, promote and develop existing work groups in the community to make them more stable, there should also increase the efficiency of coordination with relevant agencies to reduce the job gap for people in the community.
