บทคัดย่อภาษาไทย

การวิจัยนี้ มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับการพัฒนาการปกครองคณะสงฆ์อำเภอโพธาราม จังหวัดราชบุรี (2) เปรียบเทียบระดับการปฏิบัติที่มีต่อการพัฒนาการปกครองคณะสงฆ์อำเภอโพธาราม จังหวัดราชบุรี โดยจำแนกตามปัจจัยส่วนบุคคล และ (3) ศึกษาปัญหา อุปสรรค และข้อเสนอแนะต่อการพัฒนาการปกครองคณะสงฆ์อำเภอโพธาราม จังหวัดราชบุรีระเบียบวิธีวิจัยเป็นการวิจัยแบบผสานวิธี โดยในส่วนของการวิจัยเชิงปริมาณ ใช้แบบสอบถามเป็นเครื่องมือเก็บข้อมูลภาคสนามจากพระสงฆ์กลุ่มตัวอย่างในอำเภอโพธาราม จังหวัดราชบุรี จำนวน 257 รูป วิเคราะห์ข้อมูลที่ได้โดยหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานโดยการทดสอบค่าที ค่าเอฟ วิเคราะห์ความแปรปรวนทางเดียว และในส่วนของการวิจัยเชิงคุณภาพมีการวิเคราะห์เอกสาร และใช้แบบสัมภาษณ์เป็นเครื่องมือในการเก็บข้อมูลภาคสนามจากผู้ให้ข้อมูลสำคัญ จำนวน 9 รูปหรือคน และวิเคราะห์ข้อมูลด้วยเทคนิคการวิเคราะห์เนื้อหาประกอบบริบท

ผลการวิจัยพบว่า

1. การพัฒนาการปกครองคณะสงฆ์อำเภอโพธาราม จังหวัดราชบุรี  โดยภาพรวม อยู่ในระดับปานกลาง มีค่าเฉลี่ยเท่ากับ 3.02 และอยู่ในระดับปานกลางทุกด้าน เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านที่มีค่าเฉลี่ยสูงสุด ได้แก่ ด้านประสิทธิภาพ อยู่ในระดับปานกลาง มีค่าเฉลี่ยเท่ากับ 3.27 ส่วนด้านที่มีค่าเฉลี่ยต่ำสุด ได้แก่ ด้านการปรับตัว อยู่ในระดับปานกลาง ค่าเฉลี่ยเท่ากับ 2.76

2. ผลการเปรียบเทียบระดับการปฏิบัติที่มีต่อการพัฒนาการปกครองคณะสงฆ์อำเภอโพธาราม จังหวัดราชบุรี โดยจำแนกตามปัจจัยส่วนบุคคล พบว่า สถานภาพ อายุ พรรษา และวุฒิการศึกษาสามัญ มีผลให้ความคิดเห็นที่มีต่อการพัฒนาการปกครองคณะสงฆ์อำเภอโพธาราม จังหวัดราชบุรี โดยภาพรวม แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ ๐.๐๑ และ ๐.๐๕ จึงยอมรับสมมติฐานที่ตั้งไว้ ส่วนวุฒิการศึกษานักธรรม มีผลให้ความคิดเห็นที่มีต่อการพัฒนาการปกครองคณะสงฆ์อำเภอโพธาราม จังหวัดราชบุรี โดยภาพรวม ไม่แตกต่างกัน จึงปฏิเสธสมมติฐานที่ตั้งไว้

3. ปัญหา อุปสรรค และข้อเสนอแนะ พบว่า ปัญหา อุปสรรค ได้แก่ คณะสงฆ์ในอำเภอโพธารามยังขาดการวิเคราะห์และแนวทางแก้ไขปัญหาทางสังคมเศรษฐกิจในสถานการณ์ปัจจุบันอันเป็นอุปสรรคในการพัฒนาการปกครองของคณะสงฆ์ในปัจจุบัน และคณะสงฆ์อำเภอโพธารามยังมีสำนักสงฆ์ที่จัดตั้งขึ้นใหม่ ยังมีปัญหาทั้งด้านสถานที่ ด้านบุคลากร และขัดแย้งกับระบบกฎหมายของคณะสงฆ์กับฝ่ายบ้านเมือง ส่วนข้อเสนอแนะ ได้แก่ คณะสงฆ์ในอำเภอโพธารามควรมีแผนงานการวิเคราะห์วางระบบระเบียบแนวทางป้องกันปัญหาทางสังคมเศรษฐกิจในสถานการณ์ปัจจุบันเพื่อพัฒนาคณะสงฆ์ และควรส่งเสริมทักษะและส่งเสริมองค์ความรู้ให้บุคลากรของคณะสงฆ์เพื่อให้มีความพร้อมในการปฏิบัติงานอย่างมีประสิทธิภาพยิ่งขึ้น ตลอดจนคณะสงฆ์อำเภอโพธารามควรเร่งสำนักสงฆ์ยกขึ้นเป็นวัดให้ถูกต้องทั้งทางฝ่ายคณะสงฆ์และฝ่ายบ้านเมือง พร้อมพัฒนาทั้งด้านสถานที่ ด้านบุคลากร เพื่อรองรับการพัฒนางานบริหารจัดการกิจการของคณะสงฆ์อำเภอโพธาราม

บทคัดย่อภาษาอังกฤษ

The purposes of this research were (1) to study the level of development of Sangha administration in Photharam District, Ratchaburi Province, (2) to compare the level of practice towards the development of Sangha administration in Photharam District, Ratchaburi Province by classifying according to personal factors, and (3) to study problems, obstacles, and suggestions for the development of Sangha administration in Photharam District, Ratchaburi Province. The study was the mixed method research between quantitative and qualitative research. In term of quantitative research, it used the questionnaire as the tool to collect the data in the field study from 257 monks in Photharam district, Ratchaburi province. The data were analyzed through frequency, percentage, mean, standard deviation (S.D.), t-test, F-test, one-way analysis of variance. In term of qualitative research, using the documentary analysis and interview as the tools to collect the data in the field study from 9 key informants and analyzed the data through the content analysis technique.

The research results found that:

1. Development of Sangha administration in Photharam District, Ratchaburi Province in overall, it was at a moderate level with an average of 3.02 and all aspects were at a moderate level. When considering each aspect, it was found that the aspect with the highest average was the aspect of efficiency at a moderate level with an average of 3.27. The aspect with the lowest average was the aspect of adaptation at a moderate level with an average of 2.76.

2. Comparisons results of practice level towards the development of Sangha administration in Photharam District, Ratchaburi Province by classifying according to personal factors was found that status, age, years of ordination and general educational qualifications had an effect on opinions towards the development of the Sangha administration in Photharam District, Ratchaburi Province, overall being significantly different at the 0.01 and 0.05 levels, therefore, hypothesis was accepted. As for the Dhamma educational qualification, it had an effect on opinions towards the development of the Sangha administration in Photharam District, Ratchaburi Province, in overall was not different, and so the hypothesis was rejected.

3. Problems, Obstacles, and Suggestions: it was found that the problems and obstacles included that the Sangha in Photharam District still lacked of analysis and solutions to social and economic problems in the current situation, which was an obstacle in the development of the Sangha administration at present. Moreover, the Photharam District Sangha still had a newly established monastery, which still had problems in terms of location, personnel, and conflicts with the legal system of the Sangha and the government. As for suggestions, the Sangha in Photharam District should have a plan to analyze and set up a system of regulations and guidelines to prevent social and economic problems in the current situation for the development of the Sangha, and should promote skills and knowledge for the Sangha personnel in order to perform their duties more efficiently. As well as the Photharam District Sangha should urge the monastery to properly upgrade its status to a temple and develop both the location and personnel in order to support the development of administrative management of the Sangha in Photharam District.
