บทคัดย่อภาษาไทย

การวิจัยนี้ มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับเทคนิคการจัดการงานสาธารณสงเคราะห์ของวัดดีบอน อำเภอโพธาราม จังหวัดราชบุรี (2) เปรียบเทียบระดับการปฏิบัติที่มีต่อเทคนิคการจัดการงานสาธารณสงเคราะห์ของวัดดีบอน อำเภอโพธาราม จังหวัดราชบุรี โดยจำแนกตามปัจจัยส่วนบุคคล  และ (3) ศึกษาปัญหา อุปสรรค และข้อเสนอแนะต่อเทคนิคการจัดการงานสาธารณสงเคราะห์ของวัดดีบอน อำเภอโพธาราม จังหวัดราชบุรี ระเบียบวิธีวิจัยเป็นการวิจัยแบบผสานวิธี โดยในส่วนของการวิจัยเชิงปริมาณ ใช้แบบสอบถามเป็นเครื่องมือเก็บข้อมูลภาคสนามจากประชาชนกลุ่มตัวอย่าง ในชุมชนดีบอน อำเภอโพธาราม จังหวัดราชบุรี จำนวน 307 คน วิเคราะห์ข้อมูลที่ได้โดยหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานโดยการทดสอบค่าที ค่าเอฟ วิเคราะห์ความแปรปรวนทางเดียว และในส่วนของการวิจัยเชิงคุณภาพมีการวิเคราะห์เอกสาร และใช้แบบสัมภาษณ์เป็นเครื่องมือในการเก็บข้อมูลภาคสนามจากผู้ให้ข้อมูลสำคัญ จำนวน 9 รูปหรือคน และวิเคราะห์ข้อมูลด้วยเทคนิคการวิเคราะห์เนื้อหาประกอบบริบท

ผลการวิจัยพบว่า

1. เทคนิคการจัดการงานสาธารณสงเคราะห์ของวัดดีบอน อำเภอโพธาราม จังหวัดราชบุรี โดยภาพรวม อยู่ในระดับปานกลาง มีค่าเฉลี่ยเท่ากับ 3.46 เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านที่มีค่าเฉลี่ยสูงสุด ได้แก่ ด้านการเกื้อกูลสาธารณสมบัติสถานที่อันเป็นสาธารณสมบัติ และด้านการเกื้อกูลประชาชนหรือสรรพสัตว์ อยู่ในระดับมาก มีค่าเฉลี่ยเท่ากับ 3.51  ส่วนด้านการดำเนินกิจการเพื่อช่วยเหลือเกื้อกูล อยู่ในระดับปานกลาง มีค่าเฉลี่ยเท่ากับ 3.38 และด้านการช่วยเหลือเกื้อกูลกิจการของผู้อื่นเพื่อสาธารณประโยชน์ อยู่ในระดับปานกลาง มีค่าเฉลี่ยเท่ากับ 3.44

2. ผลการเปรียบเทียบความคิดเห็นที่มีต่อเทคนิคการจัดการงานสาธารณสงเคราะห์ของวัดดีบอน อำเภอโพธาราม จังหวัดราชบุรี โดยจำแนกตามปัจจัยส่วนบุคคล พบว่า อายุ มีผลให้ความคิดเห็นที่มีต่อระดับการปฏิบัติที่มีต่อเทคนิคการจัดการงานสาธารณสงเคราะห์ของวัดดีบอน อำเภอโพธาราม จังหวัดราชบุรี โดยภาพรวม แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ส่วนปัจจัยส่วนบุคคล ได้แก่ เพศ การศึกษา อาชีพและรายได้ ไม่มีผลให้ระดับการปฏิบัติที่มีต่อเทคนิคการจัดการงานสาธารณสงเคราะห์ของวัดดีบอน อำเภอโพธาราม จังหวัดราชบุรี โดยภาพรวม ไม่แตกต่างกัน

3. ปัญหา อุปสรรค และข้อเสนอแนะ ในเทคนิคการจัดการงานสาธารณสงเคราะห์ของวัดดีบอน อำเภอโพธาราม จังหวัดราชบุรี  ได้แก่ จำนวนบุคลากรในการปฏิบัติงานร่วมกับหน่วยงานรัฐ และชุมชนยังไม่เพียงพอกับภาระงาน ขาดการติดต่อประสานงานที่ดีกับหน่วยงานสาธารณสงเคราะห์ภายนอก ปัญหาด้านสังคมเศรษฐกิจมีจำนวนมากและซับซ้อนมากยิ่งขึ้น ข้อเสนอแนะในเทคนิคการจัดการงานสาธารณสงเคราะห์ของวัดดีบอน อำเภอโพธาราม จังหวัดราชบุรี  ได้แก่ ควรเพิ่มและสรรคหาบุคลากร พร้อมทั้งเสริมทักษะองค์ความรู้แก่ในการปฏิบัติงานด้านงานสาธารณสงเคราะห์ให้เพียงพอและมีคุณภาพ และควรส่งเสริมการประสานงานและร่วมมือกันทำงานกับหน่วยงานภาครัฐและเอกชน (บวร) เพื่อสร้างเครือข่ายปฏิบัติงานร่วมกัน

บทคัดย่อภาษาอังกฤษ

The purposes of this research were (1) to study the level of public welfare management techniques of Dibon Temple, Photharam District, Ratchaburi Province, (2) to compare the action level towards the public welfare management techniques of Dibon Temple, Photharam District, Ratchaburi Province by classifying according to personal factors, and (3) to study problems, obstacles, and suggestions for the public welfare management techniques of Dibon Temple, Photharam District, Ratchaburi Province. The study was the mixed method research between quantitative and qualitative research. In term of quantitative research, it used the questionnaire as the tool to collect the data in the field study from 307 sample populations in Dibon community, Photharam District, Ratchaburi Province. The data were analyzed through frequency, percentage, mean, standard deviation (S.D.), t-test, F-test, one-way analysis of variance. In term of qualitative research, using the documentary analysis and interview as the tools to collect the data in the field study from 9 key informants and analyzed the data through the content analysis technique.

The research results found that:

1. Public welfare management techniques of Dibon Temple, Photharam District, Ratchaburi Province in overall, it was at a moderate level with an average of 3.46. When considering each aspect, it was found that the aspect with the highest average was the aspect of supporting public property, public property places, and the aspect of helping people or all living creature was at a high level with an average of 3.51, while the aspect of conducting business to help and support was at a moderate level with an average of 3.38, and the aspect of helping and supporting the others affairs for the public benefit was at a moderate level with an average of 3.44.

2. Comparative results of the opinion towards the public welfare management techniques of Dibon Temple, Photharam District, Ratchaburi Province by classifying according to personal factors, it was found that age had an effect on the opinion on action level of the public welfare management techniques of Dibon Temple, Photharam District, Ratchaburi Province by classifying according to personal factors in overall was significantly different level at 0.05, while the personal factors, namely gender, education, occupation and income had no any effect on the action level of the public welfare management techniques of Dibon Temple, Photharam District, Ratchaburi Province in overall was not different.

3. Problems, obstacles, and suggestions for the public welfare management techniques of Dibon Temple, Photharam District, Ratchaburi Province included: the number of personnel working with government agencies and communities was not sufficient to meet the workload, there was a lack of good coordination with external public welfare agencies, social and economic problems were many and more complex. As well as the suggestions on the public welfare management techniques of Dibon Temple, Photharam District, Ratchaburi Province include: increasing and recruiting personnel as well as enhancing skills and knowledge in performing sufficient and quality public welfare work, and should promote coordination and cooperation with government and private agencies (Bowon) to create a network of joint operations.
