          สารนิพนธ์นี้มีวัตถุประสงค์ ดังนี้ 1) เพื่อศึกษาระดับการมีส่วนร่วมของประชาชนต่อการพัฒนาท้องถิ่นในเทศบาลตำบลฟ้าฮ่าม อำเภอเมือง จังหวัดเชียงใหม่ 2) เพื่อเปรียบเทียบความคิดเห็นของประชาชนที่มีต่อการมีส่วนร่วมของประชาชนต่อการพัฒนาท้องถิ่นในเทศบาลตำบลฟ้าฮ่าม อำเภอเมือง จังหวัดเชียงใหม่ จำแนกตามปัจจัยส่วนบุคคล 3) เพื่อศึกษาปัญหา อุปสรรค ข้อเสนอแนะแนวทางการมีส่วนร่วมของประชาชนต่อการพัฒนาท้องถิ่นในเทศบาลตำบลฟ้าฮ่าม อำเภอเมือง จังหวัดเชียงใหม่

           วิธีการดำเนินการวิจัยการวิจัยแบบผสานวิธี  (Mixed Methods Research) ระหว่างการวิจัยเชิงปริมาณ  (Quantitative Research) โดยใช้กลุ่มตัวอย่างในการวิจัย คือ กลุ่มประชากรในเขตปกครองเทศบาลตำบลฟ้าฮ่าม จำนวน 379 คน ซึ่งได้มาโดยวิธีสุ่มตัวอย่างแบบชั้นภูมิ (Sample Random Sampling) เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามที่ใช้ในการวิจัยมีการหาคุณภาพ วิเคราะห์ข้อมูลโดยใช้ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าเอฟ (F-test) วิเคราะห์ข้อมูล แบบสอบถามโดยโปรแกรมสําเร็จรูปเพื่อการวิจัยทางสังคมศาสตร์ สถิติที่ใช้คือ ค่าความถี่ ค่าร้อยละค่าเฉลี่ย (x̅) ส่วนเบี่ยงเบนมาตรฐาน (S.D.) และระเบียบวิจัยเชิงคุณภาพ (Qualitative Research) โดยผู้ให้ข้อมูลสําคัญ จำนวน 10 รูป/คน โดยวิเคราะห์แบบพรรณาโวหาร

              ผลการวิจัยพบว่า

             1. ระดับการมีส่วนร่วมของประชาชนต่อการพัฒนาท้องถิ่นในเทศบาลตำบลฟ้าฮ่าม อำเภอเมือง จังหวัดเชียงใหม่ ได้แก่ หลักอปริหานิยธรรม โดยภาพรวมอยู่ในระดับมากที่สุด (x̅= 4.60, S.D. = 0.710) และการมีส่วนร่วมของเครือข่ายภาครัฐและประชาชน ทั้ง 4 ด้าน โดยภาพรวมอยู่ในระดับมากที่สุด (x̅= 4.59, S.D. = 0.725)

       2. เปรียบเทียบการมีส่วนร่วมของประชาชนที่มีต่อการมีส่วนร่วมของประชาชนต่อการพัฒนาท้องถิ่นในเทศบาลตำบลฟ้าฮ่าม อำเภอเมือง จังหวัดเชียงใหม่ จำแนกตามปัจจัยส่วนบุคคล พบว่าประชาชนที่มีเพศ อายุ ระดับการศึกษา และอาชีพ ต่างกัน มีความคิดเห็นต่อการมีส่วนร่วมของประชาชนต่อการพัฒนาท้องถิ่นในเทศบาลตำบลฟ้าฮ่าม อำเภอเมือง จังหวัดเชียงใหม่ โดยภาพรวมแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 จึงยอมรับสมมติฐานการวิจัย

           3. เพื่อศึกษาปัญหา อุปสรรค เกี่ยวกับการมีส่วนร่วมของประชาชนต่อการพัฒนาท้องถิ่นในเทศบาลตำบลฟ้าฮ่าม อำเภอเมือง จังหวัดเชียงใหม่ พบว่าขาดการมีส่วนร่วมในการเสนอปัญหาหรือความต้องการของเครือข่ายในการพัฒนาท้องถิ่น ขาดการมีส่วนร่วมสังเกตการณ์ การร่วมทำงานของผู้เกี่ยวข้องภายนอกที่มาร่วมในการพัฒนาท้องถิ่น ขาดการติดตามผลการดำเนินงานของโครงการ หรือกิจกรรมที่เกี่ยวกับการการพัฒนาท้องถิ่น และข้อเสนอแนะแนวทางการมีส่วนร่วมของประชาชนต่อการพัฒนาท้องถิ่น พบว่าควรส่งเสริมมีส่วนร่วมในการตัดสินใจวางแผนขั้นตอนการ ดำเนินงานพัฒนาท้องถิ่น ควรส่งเสริมมีส่วนร่วมในการพิจารณาตรวจสอบ ทบทวนและแก้ไขโครงการหรือกิจกรรมในการพัฒนาท้องถิ่นก่อนนำไปใช้จริง

          This thesis has the following objectives: 1) to study the level of public education towards local development in Fa Ham Subdistrict, Mueang District, Chiang Mai Province 2) to compare people's opinions towards people's participation in local development in Fa Ham Subdistrict Municipality, Muang District, Chiang Mai Province. Classified by individual factors 3) Problems, obstacles, and recommendations for people's participation in local development in Fa Ham Subdistrict Municipality, Muang District, Chiang Mai Province

            Methods for conducting research Mixed Methods Research during quantitative research (Quantitative Research) by using a sample group in the research, namely, the population in the Municipality of Fa Ham Subdistrict, 379 people obtained by random sampling method (Sample Random Sampling). The instrument used to collect data was a questionnaire used in the research to determine the quality. Data were analyzed using frequency, percentage, mean and standard deviation. F test data analysis A questionnaire by a packaged program for social science research. The statistics used were frequency, percentage, mean (x̅), standard deviation (S.D.) and qualitative research (Qualitative Research) by the key informants 10 photos/person by descriptive analysis.

             The research finding were as follow;

             1. The level of people's participation in local development in Fa Ham Sub-district Municipality, Muang District, Chiang Mai Province is the principle of Aparihaniyadhamma. Overall, it was at the highest level (x̅= 4.60, S.D. = 0.710) and the participation of government and public networks in all 4 areas was at the overall level at the highest level (x̅= 4). .59, S.D. = 0.725)

         2. A Comparison of People's Opinions on People's Participation in Local Development in Fa Ham Subdistrict Municipality, Muang District, Chiang Mai Province Classified by individual factors It was found that people with different genders, ages, educational levels and occupations had different opinions on people's participation in local development in Fa Ham Subdistrict Municipality, Mueang District, Chiang Mai Province. Overall, it's different. with statistical significance at the 0.05 level. Therefore, the research hypothesis was accepted

            3. Problems and obstacles about people's participation in local development in Fa Ham Subdistrict Municipality, Muang District, Chiang Mai Province. Found that there was a lack of participation in proposing problems or needs of networks in local development.
