             สารนิพนธ์นี้มีวัตถุประสงค์ ดังนี้ 1. เพื่อศึกษาการให้บริการประชาชนของเทศบาลตำบลแม่แฝก อำเภอสันทราย จังหวัดเชียงใหม่ 2. เพื่อปรียบเทียบการให้บริการประชาชนของเทศบาลตำบลแม่แฝก อำเภอสันทราย จังหวัดเชียงใหม่ โดยการจำแนกปัจจัยส่วนบุคคล 3. เพื่อเสนอแนะแนวทางส่งเสริมการให้บริการประชาชนของเทศบาลตำบลแม่แฝก อำเภอสันทราย จังหวัดเชียงใหม่ วิธีการดำเนินการวิจัยเป็นแบบผสานวิธี กลุ่มตัวอย่างที่ใช้ในการวิจัยเชิงปริมาณ คือ ประชาชนที่มาใช้การบริการประชาชนของเทศบาลตำบลแม่แฝก อำเภอสันทราย จังหวัดเชียงใหม่ จำนวน 384 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามซึ่งมีค่าความเชื่อมั่นของแบบสอบถาม วิเคราะห์ข้อมูลด้วยการหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานโดยการทดสอบค่าที (t-test) และทดสอบค่าเอฟ (F-test แบบ One Way ANOVA) เชิงคุณภาพใช้การสัมภาษณ์เชิงลึกจากผู้ให้ข้อมูลสำคัญ จำนวน 9 รูปหรือคน วิเคราะห์ข้อมูลโดยใช้เทคนิควิเคราะห์เนื้อหาเชิงพรรณนา

              ผลการวิจัยพบว่า

             1. ระดับการให้บริการประชาชนของเทศบาลตำบลแม่แฝก อำเภอสันทราย จังหวัดเชียงใหม่ โดยรวม อยู่ในระดับปานกลาง (𝑥̅=3.10, S.D.= 0.71), ระดับการให้บริการประชาชนของเทศบาลตำบลแม่แฝก อำเภอสันทราย จังหวัดเชียงใหม่ ตามหลักสังคหวัตถุ 4 โดยรวม อยู่ในระดับปานกลาง  (𝑥̅=3.13, S.D.= 0.73)  

            2. ผลการเปรียบเทียบความคิดเห็นผู้รับบริการต่อการให้บริการประชาชนของเทศบาลตำบล   แม่แฝก อำเภอสันทราย จังหวัดเชียงใหม่ พบว่า ผู้รับบริการที่มี เพศ อายุ ระดับการศึกษา,อาชีพ รายได้เฉลี่ยต่อเดือน ต่างกัน มีความคิดเห็นต่อการให้บริการประชาชนของเทศบาลตำบลแม่แฝก อำเภอสันทราย จังหวัดเชียงใหม่ แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 จึงยอมรับสมมุติฐาน

          3. แนวทางส่งเสริมการให้บริการประชาชนของเทศบาลตำบลแม่แฝก อำเภอสันทราย จังหวัดเชียงใหม่ พบว่า 1. พัฒนาช่องทางการให้บริการประชาชน พัฒนาระบบออนไลน์ เพิ่มช่องทางการให้บริการแบบออนไลน์ จัดตั้งศูนย์บริการประชาชนแบบเบ็ดเสร็จ (One Stop Service) 2. พัฒนาบุคลากรให้มีความรู้ ความสามารถ และทักษะการบริการที่ดี จัดระบบร้องเรียนร้องทุกข์ที่มีประสิทธิภาพ 3. เพิ่มการมีส่วนร่วมของประชาชน จัดเวทีประชาคมเพื่อรับฟังความคิดเห็นและข้อเสนอแนะจากประชาชน จัดตั้งคณะกรรมการประชาชนเพื่อร่วมตรวจสอบการทำงานของเทศบาล จัดกิจกรรมส่งเสริมความรู้ความเข้าใจเกี่ยวกับภารกิจและหน้าที่ของเทศบาล เผยแพร่ข้อมูลข่าวสารของเทศบาลผ่านช่องทางต่างๆ  4. พัฒนาระบบการให้บริการประชาชนที่มีความโปร่งใส เปิดเผยข้อมูลข่าวสารของเทศบาลอย่างโปร่งใส 5. พัฒนาระบบการให้บริการประชาชนที่มีประสิทธิภาพ พัฒนาระบบบริหารจัดการภายในของเทศบาลให้มีประสิทธิภาพ ใช้เทคโนโลยีสารสนเทศมาช่วยในการให้บริการ

บทคัดย่อภาษาอังกฤษ

            This research has the following objectives: 1. To study the public services of Mae Faek Subdistrict Municipality, San Sai District, Chiang Mai Province. 2. To compare the public services of Mae Faek Subdistrict Municipality, San Sai District, Chiang Mai Province. By classifying personal factors 3. To suggest ways to promote public services of Mae Faek Subdistrict Municipality, San Sai District, Chiang Mai Province. The research method is a combined method. The sample group used in the quantitative research was 384 people who came to use the public services of Mae Faek Subdistrict Municipality, San Sai District, Chiang Mai Province. The instrument used for data collection was a questionnaire which had a confidence value of the questionnaire. Data were analyzed by finding frequencies, percentages, averages, and standard deviations. Hypotheses were tested using t-tests and F-tests (One Way ANOVA). Qualitative methods used in-depth interviews with persons Data were analyzed using content analysis techniques.

             The research results found that

            1. The overall level of public service of Mae Faek Subdistrict Municipality, San Sai District, Chiang Mai Province is at the average level (𝑥̅=3.10, S.D.= 0.71), the level of public service of Mae Faek Subdistrict Municipality, San Sai District, Chiang Mai Province. According to the principles of Sangha Vatthu 4, overall it is at a moderate level (𝑥̅=3.13, S.D.= 0.73)

         2. Compare the opinions of service recipients on public services of Mae Faek Subdistrict Municipality, San Sai District, Chiang Mai Province. It was found that service recipients, gender, age, education level, occupation, average monthly income, have different opinions on public services. of Mae Faek Subdistrict Municipality, San Sai District, Chiang Mai Province, were significantly different at the level Therefore, the hypothesis is accepted.

            3. Guidelines for promoting public services of Mae Faek Subdistrict Municipality, San Sai District, Chiang Mai Province, found that: 1. Develop public service channels. Develop online systems Add online service channels Establish a comprehensive public service center (One Stop Service) 2. Develop personnel to have knowledge, abilities, and good service skills. Establish an effective complaint system. 3. Increase public participation. Organize a community forum to listen to opinions and suggestions from the people. Establish a citizens' committee to jointly inspect the work of the municipality. Organize activities to promote knowledge and understanding about the missions and duties of the municipality. Disseminate municipal information through various channels. 4. Develop a transparent public service system. Disclose municipal information transparently. 5. Develop an efficient public service system. Develop the municipality's internal management system to be efficient. Use information technology to help provide services.
