บทคัดย่อภาษาไทย

การวิจัยมีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาสภาพการบริหารสถานศึกษาปลอดภัยโรงเรียนวัดบัวขวัญ ๒) เพื่อศึกษาวิธีการบริหารสถานศึกษาปลอดภัยตามหลักปาปณิกธรรมโรงเรียนวัดบัวขวัญ และ 3) เพื่อเสนอแนวทางการบริหารสถานศึกษาปลอดภัยตามหลักปาปณิกธรรมโรงเรียนวัดบัวขวัญ(มีทับราษฎร์บำรุง) สำนักงานเขตพื้นที่การศึกษาประถมศึกษานนทบุรีเขต 1 ใช้รูปแบบวิจัยเป็นผสานวิธี เชิงปริมาณใช้แบบสอบถาม กลุ่มตัวอย่างผู้บริหาร ครู และนักเรียน จำนวน 209 คน เก็บรวบรวมข้อมูลแบบสอบถาม สถิติวิเคราะห์หาค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และวิเคราะห์เนื้อหาจากผลการสัมภาษณ์ผู้ให้ข้อมูลสำคัญ จำนวน 5 ท่าน

ผลการวิจัยพบว่า

1. สภาพความบริหารการปลอดภัยโรงเรียนวัดบัวขวัญ โดยภาพรวม และทุกด้านอยู่ในระดับมาก เพราะว่า ผู้ว่าบริหารและครูในสถานศึกษาให้ความสำคัญกับเรื่องความปลอดภัยในทุกด้านที่ศึกษา เช่น ด้านมาตรการป้องกัน ด้านการปลูกฝั่ง และด้านการปราบปรามโดยมีการเชิญวิทยากรอบรมให้ความรู้แก่บุคลากรประจำทุกภาคการศึกษาตามลำดับความสำคัญ

2. ผลการศึกษาวิธีการบริหารสถานศึกษาปลอดภัยโรงเรียนวัดบัวขวัญ (มีทับราษฎร์บำรุง) ทั้ง 3 ด้าน ตามหลักปาปณิกธรรม มีผลดังนี้ 1. ด้านการป้องกัน ผู้บริหารควรการกำหนดนโยบายและขั้นตอนการป้องกันจัดทำนโยบายและขั้นตอนที่ชัดเจนเพื่อป้องกันอันตรายที่อาจเกิดขึ้น เช่น การตรวจสอบบุคลากรและนักเรียนที่เข้าสถานศึกษา 2. ด้านปลูกฝัง ต้องตั้งคณะกรรมการเฉพาะกิจเพื่อปฏิบัติการในกรณีฉุกเฉินที่ชัดเจนและปรับปรุงอยู่เสมอตามความเหมาะสม เพื่อให้ทุกคนในสถานศึกษาทราบว่าควรทำอย่างไรในกรณีฉุกเฉินเช่น แผนการถอดเสื้อผ้าในกรณีเพลิงไหม้ แผนการอพยพ 3. ด้านปราบปราม ผู้บริหารต้องกำหนดนโยบายและขั้นตอนการปฏิบัติจัดทำนโยบายที่ชัดเจนและเข้มงวดในการปราบปราม รวมถึงการกำหนดขั้นตอนการรายงานเหตุการณ์ และการดำเนินการในกรณีที่เกิดเหตุการณ์ โดยรวมถึงการฝึกบุคลากรและนักเรียนในการรายงาน

บทคัดย่อภาษาอังกฤษ

The objectives of the research are 1) to study the conditions  of administration of safe educational institutions at Wat Buakwan School, 2) to study methods of administration of safe educational institutions according to the principles of Papaniktham, Wat Buakwan School, and 3) to propose guidelines for the administration of safe educational institutions according to the principles. Papaniktham Wat Buakwan School (Mee Thap Rat Bamrung), Nonthaburi Primary Educational Service Area Office 1 uses a research model that combines methods. Quantitative using questionnaires A sample group of 209 administrators, teachers, and students collected questionnaire data. Statistics analysis to find the average Standard deviation and content analysis from the results of interviews with 5 key informants.

The research results found that:

1. The safety management condition of Wat Buakwan School as a whole and in every aspect is at a high level because the administrators and teachers in the educational institution give importance to safety in every aspect studied, such as prevention measures. side of side cultivation and in the area of suppression by inviting lecturers to provide knowledge to personnel every semester according to priorities.

2. The results of the study on how to manage safe educational institutions at Wat Bua Kwan School (Meetabrat Bumrung) in all 3 aspects according to the Papaniktham principle have the following results: 1. Prevention Administrators should establish prevention policies and procedures to establish clear policies and procedures to prevent potential hazards, such as checking personnel and students entering educational institutions. 3. Suppression Administrators must establish clear and rigorous policies and procedures for suppression, including establishing incident reporting procedures and actions to take in the event of an incident, including training staff and students in reporting.

3. The guidelines for the management of safe educational institutions at Wat Bua Kwan School (Meetabrat Bumrung) in all 3 aspects are as follows: 1. Prevention In the assessment, statistical data on accidents that occurred in educational institutions during a specified period of time may be used to estimate the risk of dangerous incidents. The assessment may also consider factors such as school structure, safety management, and training to prevent accidents. Help schools develop appropriate prevention and response plans to reduce the risk of future accidents.2. Indoctrination is an important tool to help schools deal with situations that arise appropriately and quickly. This is especially important in emergency situations that require immediate resolution. Enhancing safety skills and competencies for schools is an ongoing process to ensure that schools are ready and able to deal effectively with situations that arise. 3. Suppression Rehabilitation and assistance in the field of safety for educational institutions is an important process to get educational institutions back to work safely after an emergency or accident.Rehabilitation and assistance in school safety and the implementation of the procedures of rules in educational institutions for safety are usually processes that focus on applying rules and regulations to keep educational institutions safe and prevent danger. Application of rules and regulations in various situations, such as designing and testing evacuation plans or post-disaster recovery plans, implementing procedures of rules in military facilities.
