ดุษฎีนิพนธ์ฉบับนี้มีวัตถุประสงค์ คือ 1) เพื่อศึกษาแนวคิดและหลักการพัฒนาคุณธรรมและจริยธรรมของบุคลากรในสำนักงานเลขาธิการสภาผู้แทนราษฎรไทย 2) เพื่อศึกษาหลักพุทธธรรมที่ใช้บูรณาการในการพัฒนาคุณธรรมและจริยธรรมของบุคลากรในสำนักงานเลขาธิการสภาผู้แทนราษฎรไทย 3) เพื่อเสนอองค์ความรู้การพัฒนาคุณธรรมและจริยธรรมของบุคลากรในสำนักงานเลขาธิการสภาผู้แทนราษฎรเชิงพุทธบูรณาการ งานวิจัยนี้เป็นการวิจัยเชิงคุณภาพ เครื่องมือที่ใช้ในการวิจัยได้แก่ แบบสัมภาษณ์เชิงลึกผู้ให้ข้อมูลหลัก 3 กลุ่ม คือ กลุ่มข้าราชการดีเด่น กลุ่มผู้บังคับบัญชาระดับสูง สำนักงานเลขาธิการสภาผู้แทนราษฎร และกลุ่มบุคคลผู้มาติดต่อราชการ รวมจำนวน 37 คน วิเคราะห์ข้อมูลด้วยวิธีการพรรณนาตามด้วยหลักอุปนัยวิธี

ผลการวิจัยพบว่า แนวคิดและหลักการพัฒนาคุณธรรมและจริยธรรมของบุคลากร ในสำนักงานเลขาธิการสภาผู้แทนราษฎรไทย คือการมีส่วนร่วมระเบิดจากข้างในของบุคลากร การแก้ไขปัญหาพฤติกรรมอย่างมุ่งผลสัมฤทธิ์ การพัฒนาอย่างเป็นระบบ การพัฒนาตามหลัก PDCA การบริหารความเสี่ยงทางจริยธรรม ส่วนหลักพุทธธรรมที่นำมาใช้พัฒนาคุณธรรมและจริยธรรมของบุคลากรในสำนักงานเลขาธิการสภาผู้แทนราษฎรไทยคือหลักอิทธิบาท 4 คือให้งามในเบื้องต้น โดยผู้บริหารต้องใส่ใจมุ่งเป้าหมายให้เกิดการพัฒนาอย่างบรรลุผลสำเร็จ หลักอปริหานิยธรรม 7 คือให้งามในท่ามกลางโดยจัดกิจกรรม โครงการที่เหมาะสม หลักสัมมัปปธาน 4 คือทบทวนการพัฒนาอย่างต่อเนื่อง และหลักพรหมวิหาร 4 คือให้งามในที่สุดโดยได้คนดีมีคุณธรรมขยายผลให้กว้างขวางยิ่งขึ้น

องค์ความรู้ที่ได้จากการวิจัย คือ โมเดล “สผ. งาม SAAR พัฒนา 4 S” ซึ่งประกอบด้วยการพัฒนาให้งามด้วยหลักพุทธธรรมอย่างเป็นระบบ (System) ตามตัวชี้วัดองค์กรคุณธรรมต้นแบบ 9 ขั้นตอน การสร้างกิจกรรมที่เหมาะสม (Activities) ขับเคลื่อนอย่างต่อเนื่อง (Access) การทบทวนแนวทางพัฒนาอย่างไม่หยุดยั้ง (Review) โดยให้งามตั้งแต่ระดับต้นน้ำเป็นจุดเริ่มต้น (Start) ระดับกลางน้ำด้วยการรักษากิจกรรมที่ดีให้คงอยู่ (Stay) สร้างจุดยืน (Stand) ที่เข้มแข็ง และระดับปลายน้ำคือสร้างคนดีให้ยั่งยืน (Still) หรือให้งามในเบื้องต้นตั้งแต่ปัจจัยนำเข้า (Input) ในท่ามกลางคือขั้นตอนและผลผลิตการดำเนินการ (Process & Output และในที่สุดคือผลลัพธ์และกระทบ (Outcome & Impact) อันเป็นผลสัมฤทธิ์ องค์ความรู้นี้สามารถนำไปใช้พัฒนาคุณธรรมและจริยธรรมของบุคลากรในองค์กรได้อย่างดีมีประสิทธิภาพ อันยังประโยชน์ให้เกิดขึ้นกับประเทศชาติ

บทคัดย่อภาษาอังกฤษ

The objectives of this dissertation are: 1) To study the concepts and principles for developing morality and ethics of personnel in the Secretariat of the Thai House of Representatives, 2) To study the integration of Buddhist principles in the development of morality and ethics of personnel in the Secretariat of the House of Representatives of Thailand and 3) To present knowledge on the development of morality and ethics of personnel in the Secretariat of the House of Representatives based on Buddhist integration. This is qualitative research. The tools used include In-depth interviews with 3 groups of key informants: a group of outstanding civil servants, a group of senior commanders of the Secretariat of the House of Representatives and a group of people who contacted the government, totaling 37 people. Data were analyzed using a descriptive method followed by an inductive method.

The research results revealed that Concepts and principles for developing morality and ethics of personnel in the Secretariat of the House of Representatives of Thailand are personnel participation with the explosion from within, behavior problems solving with achievement motivation, systematic development according to PDCA principles and the risk management of ethics. The principles of Buddhism applied to develop morality and ethics of Personnel in the Secretariat of the House of Representatives are the 4 principles of Iddhipada are which are being beautiful in the initial aspect. The administrators must pay attention and focus on achieving development goals. The principle of Aparihaniyadhamma 7 are being beautiful in the mid aspect by organizing suitable activities and projects. The 4 principles of Sammappadana are continuing review of development and the 4 brahmavihara principles are being beautiful in the unmost aspect by having good and virtuous people who expand the results more extensively.

The body of knowledge is model "SHR. Beautiful SAAR Develop 4’S". The model consists of beautifully developing morality and ethics with Buddhist principles in a systematic way (System) according to the indicators of being a moral role model organization in 9 steps by creating appropriate activities (Activities) and driving them continuously (Access) with a process of continuing review and development (Review). Start with beautiful upstream (Start). In the midstream, maintain right activities (Stay) and creat a strong standpoint (Stand) and at the downstream by creating sustainable good people (Still) or by creating beauty in the initial aspect from the input factors (Input). At the mid aspect, there are process and output (Process & Output) and at the utmost aspect, there are outcome and impact (Outcome & Impact). This body of knowledge can be applied to develop morality and ethics of personnel very well and efficiently, creating benefits for the country.
