การวิจัยนี้มีวัตถุประสงค์ดังนี้ 1) เพื่อศึกษาสภาพการบริหารจัดการเรียนรู้ของผู้บริหารศึกษาสังกัดสำนักงานส่งเสริมการเรียนรู้จังหวัดนครสวรรค์ 2) เพื่อหาแนวทางการบริหารจัดการเรียนรู้ของผู้บริหารสังกัดสำนักงานส่งเสริมการเรียนรู้จังหวัดนครสวรรค์ตามหลักอิทธิบาท 4 การวิจัยนี้ใช้ระเบียบวิธีวิจัยแบบผสานวิธี โดยการวิจัยเชิงปริมาณ เก็บข้อมูลจาก ผู้บริหารสถานศึกษาและครูสังกัดสำนักงานส่งเสริมการเรียนรู้จังหวัดนครสวรรค์ จำนวน 136 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามแบบมาตราส่วนและประมาณค่า วิเคราะห์ข้อมูลโดยหาค่าความถี่ ร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน การวิจัยเชิงคุณภาพ เครื่องมือวิจัยเป็นแบบสัมภาษณ์กึ่งโครงสร้างโดยเก็บข้อมูลจากผู้ให้ข้อมูลสำคัญจำนวน 9 รูป/คน วิเคราะห์ข้อมูลโดยการวิเคราะห์เชิงเนื้อหา

ผลการวิจัยพบว่า

1. สภาพการบริหารจัดการเรียนรู้ของผู้บริหารสังกัดสำนักงานส่งเสริมการเรียนรู้จังหวัดนครสวรรค์ โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณารายด้านพบว่า ด้านหลักสูตร มีค่าเฉลี่ยสูงสุด อยู่ในระดับมาก รองลงมาได้แก่ ด้านการจัดกิจกรรมการเรียนรู้ อยู่ในระดับมาก ด้านสื่อและนวัตกรรมเทคโนโลยีทางการศึกษา อยู่ในระดับมาก และด้านการวัดและประเมินผล มีค่าเฉลี่ยต่ำสุด

2. แนวทางการพัฒนาการบริหารจัดการเรียนรู้ของผู้บริหารสังกัดสำนักงานส่งเสริมการเรียนรู้จังหวัดนครสวรรค์ ตามหลักอิทธิบาท 4 พบว่า

1) ด้านหลักสูตร ตามหลักอิทธิบาท 4 พบว่า ผู้บริหารควรส่งเสริมให้ครูสร้างหลักสูตรที่สอดคล้องกับบริบทของสังคมและชุมชน โดยให้ความสำคัญกับการเรียนรู้ในปัจจุบันและการสร้างสภาพแวดล้อมที่สนุกสนานและมีความหมาย ผู้บริหารจะต้องมีความรักในงานและเรียนรู้เพื่อสร้างกระตุ้นให้ผู้เรียนมีความกระตือรือร้นในการเรียน ในขณะเดียวกันผู้บริหารต้องเน้นการสร้างทักษะการใส่ใจและความตั้งใจในผู้เรียน เพื่อให้พัฒนาเติบโตและเป็นบุคลากรคุณภาพในอนาคต ตามหลักฉันทะ

2) ด้านการจัดการเรียนรู้ ตามหลักอิทธิบาท 4 พบว่า ผู้บริหารควรส่งเสริมให้ครูจัดกิจกรรมการเรียนรู้ผ่านประสบการณ์ หรือการลงมือทำจริง เพื่อสร้างความสุขในการเรียนและพัฒนาทักษะของผู้เรียน โดยสร้างสภาพแวดล้อมที่สร้างความกระตือรือร้นให้กับผู้เรียนและเข้าใจความต้องการของผู้เรียนแต่ละคน ตลอดจนสนับสนุนในการเรียนรู้ของพวกเขาอย่างเต็มที่ในทุก ๆ ด้านของการพัฒนาสมรรถนะและความเข้าใจในรายวิชาที่เรียน ตามหลักวิริยะ

3) ด้านสื่อและนวัตกรรมเทคโนโลยีทางการศึกษา ตามหลักอิทธิบาท 4 พบว่า ผู้บริหารควรส่งเสริมให้ครูมีความรัก และมีความขยันหมั่นเพียรในการศึกษาหาความรู้เพิ่มเติมที่จะพัฒนารูปแบบการใช้สื่อและนวัตกรรมเทคโนโลยีทางการศึกษาในการจัดการเรียนการสอนที่เน้นผู้เรียนเป็นสำคัญ ซึ่งช่วยให้ผู้เรียนเกิดความสนใจในการเรียน คอยดูแลและให้คำแนะนำในการแก้ปัญหาที่เกิดขึ้นจากการใช้สื่อที่พัฒนาขึ้น เพื่อให้ผู้เรียนได้รับความรู้อย่างมีประสิทธิภาพและประสิทธิผลสูงสุด ตามหลักจิตตะ

4) ด้านการวัดและประเมินผล ตามหลักอิทธิบาท 4 พบว่า ผู้บริหารควรส่งเสริมให้ครูสังเกตและบันทึกพฤติกรรมและความก้าวหน้าในการเรียนรู้ของผู้เรียน เพื่อประเมินและพัฒนาการจัดการเรียนการสอนต่อไป นอกจากนี้ยังควรให้ความสำคัญกับความพึงพอใจของผู้เรียนในการจัดการเรียนการสอน เพื่อปรับปรุงกระบวนการการเรียนรู้ให้เหมาะสมและมีประสิทธิภาพตามความต้องการของสถานศึกษา ตามหลักวิมังสา

บทคัดย่อภาษาอังกฤษ

The study consisted of the following objectives. 1) study the learning management practices of administrators affiliated with the Provincial Office for the Promotion of Learning in Nakhon Sawan Province and 2) identify strategies for managing learning by administrators affiliated with the Provincial Office for the Promotion of Learning in Nakhon Sawan Province based on the Iddhipada IV. Utilizing a mixed-methods research design, quantitative data was collected from educational administrators, school managers and teachers, totaling 136 individuals. Research tools included proportional questionnaires and estimations. Data analysis involved frequency, percentage, mean, and standard deviation calculations. Qualitative research methods included semi-formal interview with 9 key informants, and content analysis was employed for data analysis.

From the study found that:

1. In Overall, the learning management practices of administrators affiliated with the Provincial Office for the Promotion of Learning in Nakhon Sawan Province were rated as high. However, upon closer examination, it was found that curriculum development scored the highest, followed by learning activity organization. In contrast, media and educational technology innovation and assessment and evaluation had the lowest average scores.

2. Guidelines for developing learning management among administrators affiliated with the Provincial Office for the Promotion of Learning in Nakhon Sawan Province based on the Iddhipada IV:

1) Curriculum Development: Administrators should support teachers to create curricula that align with societal contexts and prioritize current learning trends while fostering engaging and meaningful learning environments. Teachers should demonstrate passion for their work and learning to stimulate students' enthusiasm for learning, while also focusing on developing empathy and intentionality in students to facilitate their growth into quality professionals.

2) Learning Activities Management: Administrators should support teachers to conduct experiential or hands-on learning activities to create joy in learning and develop students' skills. They should create an environment that fosters enthusiasm among students and understands each student's needs, fully supporting their learning in all aspects of competency development and subject understanding.

3) Media and Educational Technology Innovation: Administrators should support teachers to have a love for learning and diligently seek additional knowledge to develop the use of media and educational technology innovations in student-centered teaching. This approach helps generate student interest in learning and provides support and guidance in addressing problems arising from the use of developed media, ensuring that students receive highly effective and efficient learning outcomes.

4) Assessment and Evaluation: Administrators should support teachers to observe and record students' learning behaviors and progress to assess and improve future teaching practices. Additionally, they should prioritize student satisfaction with teaching practices to refine learning processes according to the school's needs.
