บทคัดย่อภาษาไทย

วัตถุประสงค์ของวิทยานิพนธ์นี้ คือ 1) เพื่อศึกษาระดับพฤติกรรมทางการเมืองแบบมีส่วนร่วมของประชาชนในการเลือกตั้งผู้บริหารท้องถิ่นเทศบาลตำบลจริม อำเภอท่าปลา จังหวัดอุตรดิตถ์ 2) เพื่อศึกษาความสัมพันธ์ระหว่างหลักอปริหานิยธรรมกับพฤติกรรมทางการเมืองแบบมีส่วนร่วมของประชาชนในการเลือกตั้งผู้บริหารท้องถิ่นเทศบาลตำบลจริม อำเภอท่าปลา จังหวัดอุตรดิตถ์ 3) เพื่อเสนอแนวทางการประยุกต์หลักพุทธธรรมเพื่อส่งเสริมพฤติกรรมทางการเมืองแบบมีส่วนร่วมของประชาชนในการเลือกตั้งผู้บริหารท้องถิ่นเทศบาลตำบลจริม อำเภอท่าปลา จังหวัดอุตรดิตถ์ ใช้ระเบียบวิธีวิจัยแบบผสานวิธี ระหว่าง การวิจัยเชิงปริมาณ ใช้วิธีวิจัยสำรวจกลุ่มตัวอย่าง จำนวน 378 คน จากประชาชนผู้มีสิทธิเลือกตั้งที่อาศัยอยู่ในเขตตำบลจริม อำเภอท่าปลา จังหวัดอุตรดิตถ์ ทั้งหมด 6,847 คน วิเคราะห์ข้อมูลด้วยการหาความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการหาค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน และการวิจัยเชิงคุณภาพ ใช้วิธีการสัมภาษณ์เชิงลึก ผู้ให้ข้อมูลสำคัญแบบเจาะจง จำนวน 10 รูป หรือ คน และวิเคราะห์เนื้อหาเชิงพรรณนาประกอบบริบท นำเสนอเป็นความเรียงประกอบตารางแจกแจงความถี่ของผู้ให้ข้อมูลสำคัญเพื่อสนับสนุนข้อมูลเชิงปริมาณ

ผลการวิจัยพบว่า

1. พฤติกรรมทางการเมืองแบบมีส่วนร่วมของประชาชนในการเลือกผู้บริหารท้องถิ่นเทศบาลตำบลจริม อำเภอท่าปลา จังหวัดอุตรดิตถ์ ตามหลักอปริหานิยธรรม 7 ประการ พบว่า โดยภาพรวมอยู่ในระดับปานกลาง (X= 3.44) และระดับพฤติกรรมทางการเมืองแบบมีส่วนร่วมของประชาชนในการเลือกผู้บริหารท้องถิ่นเทศบาลตำบลจริม อำเภอท่าปลา จังหวัดอุตรดิตถ์ 3 ด้าน พบว่า โดยภาพรวมอยู่ในระดับปานกลาง (X= 3.42)

2. ความสัมพันธ์ระหว่างหลักอปริหานิยธรรม 7 กับพฤติกรรมทางการเมืองแบบมีส่วนร่วมของประชาชนในการเลือกตั้งผู้บริหารท้องถิ่นเทศบาลตำบลจริม อำเภอท่าปลา จังหวัดอุตรดิตถ์ โดยภาพรวม มีความสัมพันธ์เชิงบวกในระดับปานกลาง (r = .540) จากการทดสอบสมมติฐาน พบว่า อปริหานิยธรรม 7 กับพฤติกรรมทางการเมืองแบบมีส่วนร่วมของประชาชนในการเลือกผู้บริหารท้องถิ่นเทศบาลตำบลจริม อำเภอท่าปลา จังหวัดอุตรดิตถ์ อยู่ในเชิงบวกอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 จึงยอมรับสมมติฐาน

3. การประยุกต์หลักอปริหานิยธรรม 7 เพื่อส่งเสริมพฤติกรรมทางการเมืองแบบมีส่วนร่วมของประชาชนในการเลือกตั้งผู้บริหารท้องถิ่นเทศบาลตำบลจริม อำเภอท่าปลา จังหวัดอุตรดิตถ์ มีแนวทางการประยุกต์ ดังต่อไปนี้ 1) ด้านการประชุม ประชาชนควรแสดงความคิดเห็นแลกเปลี่ยนความรู้ที่เกี่ยวกับการเลือกตั้งร่วมกับหน่วยงานภาครัฐอย่างสม่ำเสมอ 2) ด้านความพร้อมเพรียง ประชาชนควรเข้าร่วมประชุมและเลิกประชุมอย่างพร้อมเพรียงกันโดยไม่หนีกลับก่อนเวลา 3) ด้านการบัญญัติกฎหมาย ประชาชนไม่ควรเสนอกฎเกณฑ์ที่ขัดกับกฎระเบียบกฎหมายเดิมที่เกี่ยวข้องกับการเลือกตั้ง 4) ด้านเคารพอาวุโส ประชาชนควรไม่ทอดธุระและรับฟังความคิดเห็นผู้เป็นประธานในการเลือกตั้ง 5) ด้านให้เกียรติสตรี ประชาชนควรให้เกียรติเปิดโอกาสให้สตรีได้มีสิทธิเลือกตั้งเท่าเทียมผู้ชาย 6) ด้านเคารพสถานที่ ประชาชนควรช่วยกันดูแลบำรุงรักษาสถานที่เลือกตั้ง 7) ด้านอำนวยความสะดวกแก่เจ้าหน้าที่ ประชาชนควรอำนวยความสะดวกแก่เจ้าหน้าที่ที่มาปฏิบัติหน้าที่ประจำหน่วยเลือกตั้ง เพื่อให้เกิดความเรียบร้อยและบรรลุตามวัตถุประสงค์

บทคัดย่อภาษาอังกฤษ

Objectives of this thesis were: 1) To study the level of people’s participatory political behavior in the election of local administrators of Jarim Subdistrict Municipality, Thapla District, Uttaradit Province. 2) To study the relationship between Aparihaniyadhamma and people’s participatory political behavior in the election of local administrators of Jarim Subdistrict Municipality, Thapla District, Uttaradit Province. and 3) To propose guidelines for applying Buddha-dhamma principles to promote people’s participatory political behavior in the election of local administrators of Jarim Subdistrict Municipality, Thapla District, Uttaradit Province. This thesis conducted by the mixed research methods. The quantitative research, used survey method to collect data from 378 samples, derived from 6,847 voters residing in Jarim Subdistrict, Thapla District, Uttaradit Province. Data analysis using frequency, percentage, mean, standard deviation, and Pearson correlation coefficient. The qualitative research, data were callected by Using in-depth interviewing 10 key informants and analyzed by content descriptive interpretation and presented in an essay, a table of frequency breakdowns of key informants to support the quantitative data.

The research found that:

 1. The people’s participatory political behavior in the election of local administrators of Jarim Subdistrict Municipality, Thapla District, Uttaradit Province according to the 7 principles of Aparihaniyadhamma was found, by overall, at moderate (X= 3.44). And the level of people’s participatory political behavior in electing local administrators of Jarim Subdistrict Municipality, Thapla District, Uttaradit Province in 3 aspects were found to be at moderate level (X= 3.42).

2. The relationship between Aparihaniyadhamma 7 and citizens' participatory political behavior in the election of administrators of Jarim Subdistrict Municipality, Thapla District, Uttaradit Province, by overall, was moderately positive (r = .540). The results from the hypothesis test were found that Aparihāniyadhamma 7 and people’s participatory political behavior in electing local administrators of Jarim Sub-district Municipality, Tha Pla District, Uttaradit Province were moderately positive with the statistically significant level at 0.01, accepting the set hypothesis.

3. The application of Aparihaniyadhamma 7 for promoting people’s participatory political behavior in the election local administrators of Jarim Subdistrict Municipality, Tha Pla District, Uttaradit Province was proposed as following guidelines:  1) Meeting; People should express their opinions and exchange knowledge about election with government agencies regularly. 2) Unison; People should attend and adjourn the meeting in unison without returning early. 3) Legislation; People should not propose rules that are contrary to the old legal regulations related to elections. 4) Respect for seniority; : People should not abandon business and listen to the opinions of those who preside over elections. 5) Honoring women: People should honor the opportunity for women to have equal voting rights with men. 6) Respect for the place; People should help to maintain the polling place. 7) Convenience for officials; people should facilitate the officers present at the polling stations to ensure orderliness and achieve their objectives.
