สารนิพนธ์นี้มีวัตถุประสงค์ คือ (1) เพื่อศึกษาระดับบทบาทของนักการเมืองท้องถิ่นในการจัดการขยะชุมชนแบบมีส่วนร่วมเชิงบูรณาการภาครัฐและประชาชนในเขตเทศบาลตำบลไหล่หิน อำเภอเกาะคา จังหวัดลำปาง (2) เพื่อศึกษาความสัมพันธ์ระหว่างหลักอปริหานิยธรรมกับบทบาทของนักการเมืองท้องถิ่นในการจัดการขยะชุมชนแบบมีส่วนร่วมเชิงบูรณาการภาครัฐและประชาชนในเขตเทศบาลตำบลไหล่หิน อำเภอเกาะคา จังหวัดลำปาง และ (3) เพื่อนำเสนอแนวทางการประยุกต์หลักอปริหานิยธรรรมเพื่อส่งเสริมบทบาทของนักการเมืองท้องถิ่นในการจัดการขยะชุมชนแบบมีส่วนร่วมเชิงบูรณาการภาครัฐ และประชาชนในเขตเทศบาลตำบลไหล่หิน อำเภอเกาะคา จังหวัดลำปาง เป็นการวิธีวิจัยแบบผสานวิธี โดยการวิจัยเชิงปริมาณ ใช้วิธีการวิจัยเชิงสำรวจ กลุ่มตัวอย่างที่ใช้ในการวิจัย จำนวน 372 คน โดยใช้วิธีการสุ่มตัวอย่างจากสูตรของทาโร่ ยามาเน่ จากจำนวนประชากรทั้งหมด 5,229 คน วิเคราะห์ข้อมูลด้วยการหาความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และวิเคราะห์ความสัมพันธ์ระหว่างหลักอปริหานิยธรรมกับบทบาทของนักการเมืองท้องถิ่นในการจัดการขยะชุมชนแบบมีส่วนร่วมเชิงบูรณาการภาครัฐและประชาชนในเขตเทศบาลตำบลไหล่หิน อำเภอเกาะคา จังหวัดลำปาง ด้วยวิธีการหาค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน และการวิจัยเชิงคุณภาพ ใช้วิธีการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 10 รูปหรือคน โดยใช้เทคนิคการวิเคราะห์เนื้อหาประกอบบริบท และนำเสนอเป็นความเรียงประกอบตารางแจกแจงความถี่ของผู้ให้ข้อมูลสำคัญ

ผลการวิจัยพบว่า

1. ระดับหลักอปริหานิยธรรมกับบทบาทของนักการเมืองท้องถิ่นในการจัดการขยะชุมชนแบบมีส่วนร่วมเชิงบูรณาการภาครัฐและประชาชนในเขตเทศบาลตำบลไหล่หิน อำเภอเกาะคา จังหวัดลำปาง โดยภาพรวมอยู่ในระดับปานกลาง (X= 3.48) และระดับบทบาทของนักการเมืองท้องถิ่นในการจัดการขยะชุมชนแบบมีส่วนร่วมเชิงบูรณาการภาครัฐและประชาชนในเขตเทศบาลตำบลไหล่หิน อำเภอเกาะคา จังหวัดลำปาง โดยภาพรวมอยู่ในระดับปานกลาง (X= 3.48)

2. หลักอปริหานิยธรรมมีความสัมพันธ์กับบทบาทของนักการเมืองท้องถิ่นในการจัดการขยะชุมชนแบบมีส่วนร่วมเชิงบูรณาการภาครัฐและประชาชนในเขตเทศบาลตำบลไหล่หิน อำเภอเกาะคา จังหวัดลำปาง ในเชิงบวกอยู่ในระดับสูงมาก (r = .882**) อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 จึงยอมรับสมมติฐาน

3. แนวทางการประยุกต์หลักอปริหานิยธรรรมเพื่อส่งเสริมบทบาทของนักการเมืองท้องถิ่นในการจัดการขยะชุมชนแบบมีส่วนร่วมเชิงบูรณาการภาครัฐและประชาชนในเขตเทศบาลตำบลไหล่หิน อำเภอเกาะคา จังหวัดลำปาง ได้แก่ (1) ด้านการหมั่นประชุมกันเนืองนิตย์ นักการเมืองท้องถิ่นควรเป็นตัวแทนประชาชนในการเข้าร่วมประชุมกับหน่วยงานต่าง ๆ เพื่อเสนอปัญหาให้ที่ประชุมรับทราบ (2) ด้านการพร้อมเพรียงกันประชุม นักการเมืองท้องถิ่นควรให้ความสำคัญกับการเข้าร่วมประชุมหรือเข้าร่วมกิจกรรมต่าง ๆ ภายในชุมชน ด้วยการเข้าร่วมต้นจนจบ (3) ด้านการไม่บัญญัติและไม่ล้มล้างสิ่งที่บัญญัติไว้ นักการเมืองท้องถิ่นควรชักชวนให้ประชาชนได้ปฏิบัติตามกฎระเบียบข้อบังคับและสนับสนุนนโยบายของเทศบาลตำบลให้เป็นข้อตกลงร่วมกันของทุกคน (4) ด้านความเคารพนับถือผู้อาวุโส นักการเมืองท้องถิ่นควรให้ความเคารพ และให้ความเคารพต่อนโยบายของเทศบาลตำบล ให้เกียรติซึ่งกันและกัน (5) ด้านการไม่ข่มเหงฉุดคร่าขืนใจกุลสตรี นักการเมืองท้องถิ่นควรทำงานร่วมกับสตรี ไม่ควรปิดกั้นการแสดงความคิดเห็น และปฏิบัติตามนโยบายของผู้นำสตรีในชุมชน (6) ด้านความเคารพต่อสถานที่ นักการเมืองท้องถิ่นควร สนับสนุนให้ประชาชนมีส่วนร่วมในการดูแลรักษาความสะอาดและความเรียบร้อยของสถานที่จัดการขยะ (7) ด้านการให้ความคุ้มครองแก่ผู้ปฏิบัติงาน นักการเมืองท้องถิ่นควรยกย่องผู้ปฏิบัติหน้าที่ ดูแลด้านสวัสดิการแก่ผู้ปฏิบัติหน้าที่ และให้โอกาสทุกคนในชุมชนเข้ามามีส่วนร่วมในการจัดการขยะชุมชนแบบมีส่วนร่วมเชิงบูรณาการภาครัฐและประชาชนในเขตเทศบาลตำบลไหล่หิน อำเภอเกาะคา จังหวัดลำปาง

บทคัดย่อภาษาอังกฤษ

Objectives of this Research Paper were: 1) To Study the Level of Role of Local Politicians in Integrated Participatory Waste Management Between the Government Agencies and the People at Lai Hin Sub-District Municipality, Ko Kha District, Lampang Province. 2) To Study The Relationship Between Aparihāniyadhamma and the Role of Local Politicians in Integrated Participatory Waste Management Between the Government Agencies and the People at Lai Hin Sub-District Municipality, Ko Kha District, Lampang Province. 3) To Present Guidelines for the Application of Aparihāniyadhamma to Promote the Role of Local Politicians in Integrated Participatory Waste Management Between the Government Agencies and the People at Lai Hin Sub-District Municipality, Ko Kha District, Lampang Province, Conducted by the Mixed Research Methods. The Quantitative Research Applied the Survey Method to Collecta from 372 Samples Using Taro Yamane's Formula, Derived from a Total Population of 5,229 People, Analyzed the Data by Determining Frequency, Percentage, Mean, Standard Deviation and Analyze the Relationship Between Aparihāniyadhamma and the Role of Local Politicians in Integrated Participatory Waste Management Between the Government Agencies and the People at Lai Hin Sub-District Municipality, Ko Kha District, Lampang Province by Pearson Correlation Coefficient Determination Method. The Qualitative Research, Data were Collected by In-Depth Interviewing 10 Key Informants Analyzed by Contextual Content Analysis Techniques and Presented as an Essay to Illustrate the Frequency of Key Informants.

Findings were as follows:

1. The Level of Aparihāniyadhamma with Role of Local Politicians in Integrated Participatory Waste Management Between the Government Agencies and the People at Lai Hin Sub-District Municipality, Ko Kha District, Lampang Province, by Overall, was at the Moderate Level (X= 3.48), and the Level of Role of Local Politicians in Integrated Participatory Waste Management Between the Government Agencies and the People of Lai Hin Sub-District Municipality. Ko Kha District, Lampang Province, by Overall, was at the Moderate Level (X= 3.48).

2. Aparihāniyadhamma was Related to the Role of Local Politicians in Integrated Participatory Waste Management by the Government Agencies and the People of Lai Hin Sub-District Municipalit, Ko Kha District, Lampang Province, was Positive. The Levels of Relationship were Very High (R = .882) with Statistically Significant Level at 0.01, Thus The Set Hypothesis. Was Accpepted.

3. Guidelines for the Application of Aparihāniyadhamma to Promote the Role of Local Politicians in Participatory Waste Management by Integrated Way Between the Government Agencies and the People of Lai Hin Sub-District Municipality, Ko Kha District, Lampang Province were as Follows: 1) Constant Meetings; Local Politicians Should Represent the People in Attending Meetings with Various Agencies to Present Problems to the Meeting. 2) Unison Meetings; Local Politicians Should Prioritize Attending Meetings or Events Within the Community. 3) Non-Ordinance and Non-Subversion of What was Provided; Local Politicians Should Persuade People to Abide by The Rules and Regulations and Support The Policies of The Parish Municipality as a Mutual Agreement for Everyone. 4) Respect for Elders; Local Politicians Should be Respectful and Respectful of the Policies of the Parish Municipality, 5) Non-Persecution of Women; Local Politicians Should Work with Women. Comments Should not be Blocked, and Follow the Policies of Women Leaders in the Community. 6) Respect for the Places; Local Politicians Should Encourage the Public to Participate in Maintaining the Cleanliness and Orderliness of Waste Management Facilities. 7) Protection for Workers; Local Politicians Should Commend Those Who Perform Their Duties, Take Care of The Welfare of Those Who Perform Their Duties, and Provide Opportunities for Everyone in the Community to Participate in Participatory Municipal Waste Management that Integrated the Government Agencies and The People.
