วิทยานิพนธ์นี้มีวัตถุประสงค์ คือ 1) เพื่อศึกษาระดับวัฒนธรรมการเมืองแบบมีส่วนร่วมเชิงพุทธของประชาชนในการเลือกตั้งผู้บริหารท้องถิ่นเทศบาลตำบลวังหงส์ อำเภอเมืองแพร่ จังหวัดแพร่ 2) เพื่อเปรียบเทียบความคิดเห็นเกี่ยวกับวัฒนธรรมทางการเมืองแบบมีส่วนร่วมเชิงพุทธของประชาชน ในการเลือกตั้งผู้บริหารท้องถิ่นเทศบาลตำบลวังหงส์ อำเภอเมืองแพร่ จังหวัดแพร่ โดยจำแนกตามปัจจัยส่วนบุคคล และ 3) เพื่อเสนอแนวทางการส่งเสริมวัฒนธรรมทางการเมืองแบบมีส่วนร่วมเชิงพุทธของประชาชนในการเลือกตั้งผู้บริหารท้องถิ่นเทศบาลตำบลวังหงส์ อำเภอเมืองแพร่ จังหวัดแพร่ การวิจัยเป็นแบบผสานวิธี ประกอบด้วยการวิจัยเชิงปริมาณ ใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูลโดยมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.990 กลุ่มตัวอย่าง คือ ประชาชนในตำบลวังหงส์ อำเภอเมืองแพร่ จังหวัดแพร่ ที่มีอายุ 18 ปีขึ้นไป โดยสุ่มตัวอย่าง 400 คน จากประชากรทั้งหมด 2,691 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐานและทดสอบสมมติฐาน โดยสถิติที่ใช้คือการทดสอบค่าที (T-test) กรณีตัวแปรอิสระสองกลุ่มและการทดสอบค่าเอฟ (F-test) ด้วยวิธีการวิเคราะห์ความแปรปรวนทางเดียว (One-Way ANOVA) ในกรณีตัวแปรอิสระตั้งแต่สามกลุ่มขึ้นไป เมื่อพบว่ามีความแตกต่างจึงได้ทำการเปรียบเทียบความแตกต่างของค่าเฉลี่ยเป็นรายคู่ด้วยวิธีผลต่างนัยสำคัญน้อยที่สุด (Least Significant Difference: LSD) และการวิจัยเชิงคุณภาพใช้วิธีการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 12 รูปหรือคน และใช้เทคนิคการวิเคราะห์เนื้อหาประกอบบริบทนำเสนอเป็นความเรียงประกอบตารางแจกแจงความถี่ของผู้ให้ข้อมูลสำคัญเพื่อสนับสนุนข้อมูลเชิงปริมาณ

ผลการวิจัยพบว่า

1. วัฒนธรรมทางการเมืองแบบมีส่วนร่วมเชิงพุทธของประชาชนในการเลือกตั้งผู้บริหารท้องถิ่นเทศบาลตำบลวังหงส์ อำเภอเมืองแพร่ จังหวัดแพร่ ตามหลักอปริหานิยธรรม โดยภาพรวม อยู่ในระดับมาก (X=3.83) ส่วนวัฒนธรรมทางการเมืองแบบมีส่วนร่วมเชิงพุทธของประชาชนในการเลือกตั้งผู้บริหารท้องถิ่นเทศบาลตำบลวังหงส์ อำเภอเมืองแพร่ จังหวัดแพร่ โดยภาพรวม อยู่ในระดับมาก (X=3.99)

2.ผลการเปรียบเทียบความคิดเห็นวัฒนธรรมทางการเมืองแบบมีส่วนร่วมเชิงพุทธของประชาชนในการเลือกตั้งผู้บริหารท้องถิ่นเทศบาลตำบลวังหงส์ อำเภอเมืองแพร่ จังหวัดแพร่ โดยจําแนกตามปัจจัยส่วนบุคคล พบว่า ประชาชนที่มีอายุและอาชีพต่างกัน มีความคิดเห็นต่อวัฒนธรรมทางการเมืองแบบมีส่วนร่วมเชิงพุทธของประชาชนในการเลือกตั้งผู้บริหารท้องถิ่นเทศบาลตำบลวังหงส์ อำเภอเมืองแพร่ จังหวัดแพร่ โดยรวมแตกต่างกัน จึงยอมรับสมมติฐานที่ตั้งไว้ อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ส่วนประชาชนที่มีเพศ การศึกษา และรายได้ต่อเดือนต่างกัน มีความคิดเห็นต่อวัฒนธรรมทางการเมืองแบบมีส่วนร่วมเชิงพุทธของประชาชนในการเลือกตั้งผู้บริหารท้องถิ่นเทศบาลตำบลวังหงส์ อำเภอเมืองแพร่ จังหวัดแพร่ โดยรวมไม่แตกต่างกัน จึงปฏิเสธสมมติฐาน

3. การส่งเสริมวัฒนธรรมทางการเมืองแบบมีส่วนร่วมเชิงพุทธของประชาชนในการเลือกตั้งผู้บริหารท้องถิ่นเทศบาลตำบลวังหงส์ อำเภอเมืองแพร่ จังหวัดแพร่ พบว่า 1) ด้านหมั่นประชุมกันเนืองนิตย์ ประชาชนควรมีการหมั่นประชุมเพื่อสร้างความรู้ความเข้าใจในกิจกรรมทางการเมืองอย่างต่อเนื่อง 2) ด้านพร้อมเพรียงกันประชุม องค์กรปกครองส่วนท้องถิ่นควรมีการกำหนดวัน เวลาเริ่มประชุม รักษาเวลาการเลิกประชุมให้ตรงต่อเวลา และประชาชนควรเข้าร่วมประชุมโดยพร้อมเพรียงกันถือมติในที่ประชุมเป็นเอกฉันท์ 3) ด้านการไม่บัญญัติสิ่งที่ไม่สมควรบัญญัติ ประชาชนไม่ตั้งกฎระเบียบของสังคมที่ขัดต่อกฎหมายและต้องรับฟังมติที่ประชุม 4) ด้านการเคารพนับถือผู้ใหญ่ ประชาชนควรรับฟังความคิดเห็นของที่ประชุมและให้เกียรติผู้นำในการดำเนินกิจกรรมต่าง ๆ 5) ด้านการให้เกียรติต่อสตรี องค์กรปกครองส่วนท้องถิ่นควรเปิดโอกาสให้สตรีเข้ามามีบทบาทในการบริหารงานและเข้าร่วมกิจกรรมทางการเมืองอย่างเสมอภาค 6) ด้านการสักการะเคารพสถานที่ปฏิบัติงาน ประชาชนควรช่วยกันเคารพรักษาบำรุงดูแลสถานที่ในการจัดกิจกรรมของชุมชน ไม่ทำลายทรัพย์สินของทางราชการหรือก่อความวุ่นวายในชุมชน 7) ด้านการให้การอารักขา คุ้มครอง อันชอบธรรมแก่ประธานขณะปฏิบัติงาน ประชาชนควรช่วยกันปกป้องคุ้มครองสิ่งศักดิ์สิทธิ์ในท้องถิ่นและสถานที่สำคัญของชุมชน 

บทคัดย่อภาษาอังกฤษ

Objectives of this thesis were: 1) To study the level of Buddhist participatory political culture of the people in the election of the local administrators of Wang Hong Subdistrict Municipality, Mueang Phrae District, Phrae Province, 2) To compare people’s opinions on Buddhist participatory political culture in the election of the local administrators of Wang Hong Subdistrict Municipality, Mueang Phrae District, Phrae Province and 3) To propose ways to promote a Buddhist participatory political culture among the people in the election of local administrators of Wang Hong Subdistrict Municipality, Mueang Phrae District, Phrae Province. The research methodology was the mixed method. The quantitative research, data were collected with questionnaires with a total confidence of 0.990 from 400 samples who were people at Wang Hong Subdistrict, Mueang Phrae District, Phrae Province aged 18 years and over by derived from total population of 2,691 people. Data were analyzed by frequencies, percentages, means, and standard deviations. And testing the hypothesis  by the t-test in the case of two groups of independent variables, the F-test using the One-Way ANOVA method in the case of three or more groups of independent variables, and Least Significant Difference (LSD). The qualitative research collecting data by in-depth interviewing 12 key informants and analyzed by content descriptive interpretation and  presented in an essay form. The frequency distribution table of key informants was also presented to support quantitative data.

Findings were as follows:

1. The Buddhist participatory political culture of the people in the election of the local administrators of Wang Hong Subdistrict Municipality, Mueang Phrae District, Phrae  Province, by overall, were at a high leve (X=3.83), while the Buddhist participatory political culture of the people in the election of the local administrators of Wang Hong Subdistrict Municipality, Mueang Phrae District, Phrae Province, by overall, as was at a high level (X=3.99).

2. The results of the people’s opinions  comparison of  Buddhist participatory political culture in the election of local administrators of Wang Hong Subdistrict Municipality, Mueang Phrae District, Phrae Province, classified by personal factors showed that people of different ages and occupations had different opinions on the Buddhist participatory political culture in the election of the local administrators of Wang Hong Subdistrict Municipality, therefore, the hypothesis was accepted with statistically significant level at the level of 0.05. For the people with different genders, education and monthly incomes did not have different opinions on the Buddhist participatory political culture in the election of the local administraotrs of Wang Hong Subdistrict Municipality, Mueang Phrae District, Phrae Province, thus rejecting the set hypothesis.

3. Promotions of people’s Buddhist participatory political culture in the election of local administrators of Wang Hong Subdistrict Municipality. Mueang Phrae District, Phrae Province were found that 1) meeting regularly; People should regularly hold meetings to build knowledge and understanding of political activities continuously. 2) Unison; The local administrative organization should set the date and time of the start of the meeting, keep the adjournment time punctual, and the people should attend the meeting in unison and hold the resolution of the meeting unanimously. 3) Non-canonization of unsuitable rules;  People should not set rules of society that are contradictory  to the old law and must listen to the resolutions of the meeting. 4) Respect for seniors; People should listen to the opinions of the meeting and honor the leaders in carrying out various activities. 5) Respect for Women; Local administrative organization should provide equal opportunities for women to participate in administrative and political activities. 6) Worship and respect for the workplace; People should help to respect, maintain and maintain the place for community activities. Do not destroy government property or cause disturbances in the community. 7) protecting aspect; people must be protected while performing duties  People should work together to protect local sacred sites and important community sites.
