สารนิพนธ์นี้มีวัตถุประสงค์ คือ 1) เพื่อศึกษาระดับการมีส่วนร่วมทางการเมืองของประชาชนในการใช้สิทธิเลือกตั้งผู้บริหารท้องถิ่น เทศบาลตำบลเชียงเคี่ยน อำเภอเทิง จังหวัดเชียงราย2) เพื่อศึกษาปัจจัยที่ส่งผลต่อการมีส่วนร่วมทางการเมืองของประชาชนในการใช้สิทธิเลือกตั้งผู้บริหารท้องถิ่น เทศบาลตำบลเชียงเคี่ยน อำเภอเทิง จังหวัดเชียงราย 3) เพื่อเสนอแนวทางการส่งเสริมการมีส่วนร่วมทางการเมืองของประชาชนในการใช้สิทธิเลือกตั้งผู้บริหารท้องถิ่น เทศบาลตำบลเชียงเคี่ยน อำเภอเทิง จังหวัดเชียงราย วิธีวิจัยแบบผสานวิธี ประกอบด้วยการวิจัยเชิงปริมาณ ใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล โดยมีค่า ความเชื่อมั่นทั้งฉบับเท่ากับ 0.936 กลุ่มตัวอย่าง คือ ประชาชนในตำบลเชียงเคี่ยน อำเภอเทิง จังหวัดเชียงราย ที่มีอายุ 18 ปีขึ้นไป โดยสุ่มตัวอย่าง 365 คน จากประชากรทั้งหมด 3,713 คน สถิติที่ใช้ในการ วิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และวิเคราะห์ปัจจัยระหว่างหลักอปริหานิยธรรม 7 กับการส่งเสริมการมีส่วนร่วมทางการเมืองของประชาชนในการใช้สิทธิเลือกตั้งผู้บริหารท้องถิ่น เทศบาลตำบลเชียงเคี่ยน อำเภอเทิง จังหวัดเชียงราย โดยใช้วิธีการหาค่าถดถอยพหุคูณ และการวิจัยเชิงคุณภาพ ใช้วิธีการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 10 รูป หรือคน และใช้เทคนิคการวิเคราะห์เนื้อหาประกอบบริบท นำเสนอเป็นความเรียงประกอบตารางแจกแจง ความถี่ของผู้ให้ข้อมูลสำคัญเพื่อสนับสนุนข้อมูลเชิงปริมาณ

ผลการวิจัยพบว่า

1. ระดับการมีส่วนร่วมทางการเมืองของประชาชนในการใช้สิทธิเลือกตั้งผู้บริหารท้องถิ่น เทศบาลตำบลเชียงเคี่ยน อำเภอเทิง จังหวัดเชียงราย พบว่า ภาพรวม 7 ด้าน อยู่ในระดับปานกลาง (x̄ = 3.39) ส่วนระดับปัจจัยที่ส่งผลต่อการมีส่วนร่วมทางการเมืองของประชาชนในการใช้สิทธิเลือกตั้งผู้บริหารท้องถิ่น เทศบาลตำบลเชียงเคี่ยน อำเภอเทิง จังหวัดเชียงราย พบว่า ภาพรวม 5 ด้านอยู่ในระดับมาก (x̄ = 3.57)

2. ปัจจัยที่ส่งผลต่อการมีส่วนร่วมทางการเมืองของประชาชนในการใช้สิทธิเลือกตั้งผู้บริหารท้องถิ่น เทศบาลตำบลเชียงเคี่ยน อำเภอเทิง จังหวัดเชียงราย พบว่า ผลการวิเคราะห์การถดถอย เชิงเส้นพหุคูณ (multiple linear regression) ผู้วิจัยกำหนดให้ปัจจัยอปริหานิยธรรม 7 (X) เป็นตัวแปรอิสระ ซึ่งมีองค์ประกอบ คือ 1) หมั่นประชุม (X1) 2) เริ่มประชุมพร้อมกัน (X2) 3) ยอมรับมติที่ประชุม (X3) 4) ด้านการยอมรับและเคารพผู้อาวุโส (X4) 5) ด้านการให้เกียรติสตรี (X5) 6) ด้านการส่งเสริม และรักษาประเพณี (X6) 7) ส่งเสริมทำนุบำรุงศาสนา (X7) การมีส่วนร่วมทางการเมืองของประชาชนในการใช้สิทธิเลือกตั้งผู้บริหารท้องถิ่น เทศบาลตำบลเชียงเคี่ยน อำเภอเทิง จังหวัดเชียงราย เป็นตัวแปรตาม (Y) มีค่าสัมประสิทธิ์การถดถอยมาตรฐาน (ß)=0449,p< 0.01 มีนัยสำคัญทางสถิติที่ 0.01 จึงยอมรับสมมติฐาน

3. การบูรณาการหลักอปริหานิยธรรมกับการมีส่วนร่วมทางการเมืองของประชาชนในการใช้สิทธิเลือกตั้งผู้บริหารท้องถิ่น เทศบาลตำบลเชียงเคี่ยน อำเภอเทิง จังหวัดเชียงราย ได้แก่ 1) ด้านหมั่นประชุมกันเนืองนิตย์ ควรมีการจัดประชุมและการปรึกษาหารือในชุมชนเป็นประจำ เพื่อสร้างความรู้ความเข้าใจและเปิดโอกาสให้ประชาชนได้มีส่วนร่วม 2) ด้านพร้อมเพรียงกันประชุม พร้อมเพรียงกันเลิกประชุม พร้อมเพรียงกัน ควรมีการถ่ายทอดการประชุมผ่านช่องทางสื่อออนไลน์ต่าง ๆ เพื่อเปิดโอกาสให้ประชาชนได้มีช่องทางในการเข้าร่วมประชุมอย่างพร้อมเพรียงกัน 3) ด้านไม่บัญญัติสิ่งที่มิได้บัญญัติไว้ ไม่ล้มล้างสิ่งที่บัญญัติไว้ หน่วยงานที่เกี่ยวข้องควรชี้แจงและส่งเสริมให้ประชาชนได้ศึกษากฎระเบียบ และข้อบังคับต่าง ๆ ที่เกี่ยวกับการเลือกตั้งผู้บริหารท้องถิ่นให้ประชาชนได้รับทราบ 4) ด้านท่านเหล่าใดเป็นผู้ใหญ่ในชนชาววัชชี เคารพนับถือท่านเหล่านั้น เห็นถ้อยคำของท่านว่าเป็นสิ่งอันควรรับฟัง ควรเคารพให้เกียรติคณะกรรมการประจำหน่วยเลือกตั้ง และควรยอมรับผลการเลือกตั้งของคนส่วนใหญ่ 5) ด้านบรรดากุลสตรีกุลกุมารีทั้งหลาย ให้อยู่ดีโดยมิถูกข่มเหง ควรยอมรับในความเท่าเทียมกันระหว่างเพศชายกับเพศหญิง และควรส่งเสริมและรับฟังความคิดเห็นของสตรี ให้ผู้หญิงเข้ามามีบทบาทในกลุ่มองค์กร 6) ด้านเคารพสักการะบูชาเจดีย์ ควรให้ประชาชนมีส่วนร่วมในการดูแลรักษาความเรียบร้อยของหน่วยเลือกตั้งในชุมชนและ ให้เกียรติกับเจ้าหน้าที่ในการนับคะแนนและควรรับชมรับฟังด้วยความสงบเรียบร้อย 7) ด้านจัดให้ความอารักขา คุ้มครอง ป้องกัน อันชอบธรรม แก่พระอรหันต์ ควรส่งเสริมคนดีมีความรู้ความสามารถ มาเป็นตัวแทนในการบริหารงานและพัฒนาชุมชน ให้ความเคารพนับถือและยอมรับในความสามารถของผู้นำชุมชน

Objectives of this research paper were: 1) To study the level of people’s political participation in the exercise of their right to elect local administrators. 2) To study the factors affecting people's political participation in the exercise of their right to elect local administrators. 3) To propose guidelines to promote people’s political participation in the exercise of their right to elect local administrators at Chiang Khian Sub-District Municipality,Thoeng District, Chiang Rai Province, conducted by the mixed methods. The quantitative research. used questionnaires as a data collection tool The samples were 365 people, derived from total population of 3,713 people at Chiang Khian Sub-District Municipality,Thoeng District,Chiang Rai Province, and analyzing the factors between the Aparihāniyadhamma 4 and the promote people’s political participation in the exercise of their right to elect local administrators at. Chiang Khian Sub-District Municipality, Thoeng District, Chiang Rai Province , using the multiple regression.The qualitative research, data were collected by in-depth interviewing 10 key informants and analyzed by contextual content analysis techniques. Presented as an essay to accompany the distribution table, the frequency of key informants to support quantitative data.

Findings were as follows:

1. The level of people’s political participation in exercising their right to elect local administrators at Chiang Khian Sub-District Municipality, Thoeng District, Chiang Rai Province was found that the overall level of 7 aspects was at moderate level (x̄ = 3.39), while the level of factors affecting people's political participation in the exercise of the right to vote for local administrators of Chiang Khian Subdistrict Municipality,Thoeng District,Chiang Rai Province was found that the overall 5 aspects were at a high level (x̄ = 3.57).

2. Factors affecting people’s' political participation in the exercise of the right to elect local administrators at Chiang Khian Subdistrict Municipality, Thoeng District, Chiang Rai Province was found that the results of the multiple linear regression analysis identified Aparihāniyadhamma7 (X) as an independent variable, which consisted of following elements: 1) Holding meetings (X1), 2) Starting meetings simultaneously (X2), 3) Accepting the resolutions of the meeting (X3), 4) Accepting and respecting elders (X4), 5) Honoring women (X5), 6) Promoting and preserving traditions (X6), 7) Promoting and preserving religion (X7), People’s political participation in exercising their right to elect local administrators at Chiang Khian Subdistrict Municipality, Thoeng District, Chiang Rai Province as the dependent variable (Y) had standard regression coefficient (ß)=0449,p< 0.01 with statistical significance of 0.01, thus accepting the set hypothesis.

3. Integration of Aparihāniyadhamma with people’s political participation in exercising their right to elect local administrators at Chiang Khian Sub-District Municipality, Thoeng District, Chiang Rai Province were: 1) Regular meetings; regular meetings and consultations should be held in the community to create knowledge and understanding and opportunity for people to participate in. 2) Meeting in unison; the meeting should be broadcasted through various online media channels to give the public an opportunity to attend the meeting in unison. 3) Not to set new rules that were not set before, not to supersede the well-established rules and egulations, The agencies involved should tell people to study rules and regulations about the election of local administrators,The relevant authorities should clarify and encourage the public to study the rules and regulations related to the election of local administration. 4) Which of these people were the elders of the Vachchi people? Respect them, see their words as something worth hearing. The standing committee of the polling station should be respected and the results of the election should be accepted by the majority. 5) All women of the young girls should live well without persecution, should accept equality between men and women, and should promote and listen to women's opinions. 6) In terms of worship of the pagoda, people should be involved in maintaining the order of polling stations in the community and Honor the officials in counting the votes and should watch the hearing with peace and order. 7) Promoting and preserving religion: it should promote good people with knowledge and abilities to represent in community administration and development, respecting and acknowledging the abilities of community leaders.
